    Shift to the program planning and budgeting is a budget policy priority in Russia. However, the current system of public programs development and implementation needs to be improved. The research aims at development of methodological approaches for a priori financial control of public programs based on international best practice of the evaluation theory and implementation. Author has formed criteria and algorithm of the evaluation method choice for Russian regional public programs. The algorithm is showing a new approach to address a problem of methodological support of program financial and economic analysis in Russia. It also has a practical significance for public administration

    Analysis of Australian business and research specialisation in antimicrobial resistance technology

    Rising rates of antimicrobial resistance (AMR) is one of the major threats to the delivery of effective healthcare worldwide. Technology to manage AMR, and its associated risks, is rapidly evolving in Australia and internationally. In this paper we determine how Australia is positioned in the AMR-domain, compared with its international peers, when accounted for scientific, business and patent activity in the domain. The paper identifies global leaders in the field and focuses on potential Australian competitive advantage. To do this, an analysis of AMR-related publications and patents was undertaken using revealed technology advantage (RTA) index and bibliometric analysis. Analysis showed that the leading AMR-related keywords among Australian publications were antimicrobial and antibiotic resistance, followed by antimicrobial stewardship and more recently – multidrug resistance. Network analysis demonstrated that key terms formed four thematic clusters which appeared similarly structured and featured similar collection of terms for the Australian and the UK publications. A closer look at the publications related to new and emerging AMR technologies (e.g. omics technology, mRNA vaccines and autogenous vaccines) demonstrated that these topics are not yet established in the research literature and have limited representation of Australian authors

    Modification of the LCOE model to estimate a cost of heat and power generation for Russia

    The Russian heat sector faces crucial problems including underinvestment, below cost pricing, generation capacity and infrastructure depletion. While the Russian electricity sector has gradually progressed through liberalization, the heat sector is still waiting for similar reforms to occur. The modernisation of the sector requires analysis of energy generation costs to suggest feasible technological solutions and secure an increase of investment in the industry. This study presents a modification of a levelised cost of energy (LCOE) model with cost separation coefficients based on Ginter triangles. The modified LCOE model is applied to a regional case study (Moscow, Russia) providing a comparison of generation technology according to cost estimates for electricity and heat under regionally specific economic and technological conditions. We consider five combined heat and power (CHP) generation technology types for two natural gas price scenarios. The modelling outcomes demonstrate cost competitiveness of gas based CHP technology and provide valuable information to assist decision making for the management of the energy sector in Russia

    Prioritising Investment Opportunities in Research and Development Using Multiple Criteria Decision Analysis

    We demonstrate how multiple criteria decision analysis (MCDA) is applied to assist prioritisation of investment in research and development programs. We investigate a case study of research programs prioritisation towards the Renewable Energy Powerhouse Mission by CSIRO, Australia’s national science agency. The data for MCDA was collected through a targeted survey, that reached over 200 internal and external stakeholders and received 53 responses. The results of MCDA demonstrate that the top alternative that outperformed others is focused on the direct routes to metals and chemicals. The second leader promotes the development of the natural graphite-to-anode industry, followed by revolutionizing the economics of battery recycling. The paper discusses the implementation of MCDA process in a cross-disciplinary area with multiple collaborators and interested parties, and when the results are highly uncertain. The results of this study fed into a re-articulation of the upcoming Mission strategy in a series of events in the first several months of 2021, which resulted in management endorsement of the new strategy and allocations of funding
