Energy performance certificate classifications across shifting frameworks
AbstractLarge amounts of valuable data are being collected in the energy performance certificate (EPC) schemes. These data offer a huge potential, in terms of enabling researches to study energy demand in buildings and related causalities. However, revisions of the national schemes and calculation methods necessitate a standardization of the results from the various schemes. The primary focus of this research is on checking the consistency of converting labels with a given classification from an old scheme directly into that of a newer scheme. Furthermore, a general check is carried out, to review the consistency within each scheme, since the collected data are handled by several stakeholders which use different calculation tools. In the study, several instances were found, where a simple conversion of a building's energy label classification did not agree with the classification calculated anew, according to the present scheme. The number of inconsistent records was found to vary from scheme to scheme; most of the inconsistent classifications were found in the early schemes however. Fortunately, most information is stored at a disaggregated level, which means that classifications can easily be recalculated. In addition to the inconsistent EPC classifications, a number of corrupt records were observed, in which the energy frame did not seem to agree with the calculated energy demand for heating and electricity
Federica Mogherini has outlined an ambitious plan for EU foreign and security policy, but whether it is attainable remains to be seen
Federica Mogherini officially took over as the EU’s new High Representative for Foreign Affairs and Security Policy on 1 November. Johanne Døhlie Saltnes and Tine Elisabeth Brøgger write on the strategy which has been outlined by Mogherini for her five year term. They note that while there are reasons to be optimistic about the substantive agenda and action plan she has proposed, the role of High Representative is inherently challenging as it requires manoeuvring within the tensions created by the existence of intergovernmental and supranational obligations in EU foreign policy
The Productivity Leap: Effects of an Industry Program for Norwegian SMEs
Industry programs have been a method of lifting the competence of especially Small and Medium Sized Enterprises (SMEs) that otherwise would not be interested or could not afford such efforts. In this paper we present a case study of four Norwegian SMEs that participated in a Lean Production based industry program for Small and Medium sized Businesses in Norway. The aim of the program is to lift the productivity level of the participating companies through teaching and coaching lean production tools, methods, and leadership ideals. The data was collected through semi-structured interviews and documents obtained from the companies with the intent of discovering how and if the companies successfully applied the content of the program and the effects of the program on company performance. The companies that participated in this study was part of the first round of the program and had all gone through the whole program, as such the study is retrospective. It was found that companies experienced some positive results from the program but struggled to spread the learning from the program to other parts of the business, and to continue its improvement journey once the program had ended.acceptedVersio
Federica Mogherini’s first seven months in office: a balancing act between supranational and intergovernmental decision-making
Federica Mogherini took over as the EU’s new High Representative for Foreign Affairs and Security Policy on 1 November 2014. Tine E. J. Brøgger and Johanne Døhlie Saltnes assess her first seven months in office, noting that while the period has been characterised by instability both within and outside Europe, she has managed to successfully balance a desire for the EU institutions to have greater involvement in foreign affairs with respect for the Member States’ leading role in specific areas such as the on-going standoff with Russia
