Managing multifunctional landscapes: local insights from a Pacific Island Country context
Across Pacific Island Countries, projects and policies are incorporating objectives related to managing landscape multifunctionality to sustain flows of multiple, valued ecosystem services. Strategies to manage natural resources are often not effective, or do not have intended outcomes, if they do not account for local contexts and the varied needs and constraints of stakeholders who rely upon natural resources for their livelihoods. Through fieldwork in Ba, Fiji, local insights were generated concerning the institutional, geographic, and socio-economic factors which
determine and challenge i) different stakeholders’ ability to access landscape resources, and ii) stakeholders’ capacities to benefit from ecosystem services. The following insights were generated from this research which are important for guiding management of landscape multifunctionality. In Ba, hierarchical governance systems present barriers to effective management of landscape multifunctionality, and projects or policies with aims to manage landscapes should establish context appropriate multi-scale governance. Such governance systems should facilitate communication and interaction between different stakeholders, build upon community knowledge, and support communities as key actors in landscape management. Consideration of the spatial footprint of landscape resources, stakeholders’ different physical and financial capacities, and the institutional structures that mediate access to resources should be central to landscape management and planning. Various climatic stressors affect flows of ecosystem services from the Ba landscape and people’s capacity to access landscape resources; therefore, it is important that management of landscapes also builds resilience to climate stressor
Climate change adaptation in disaster-prone communities in Cambodia and Fiji
This article examines how rural communities living in flood-prone river basins of Cambodia and Fiji have responded to increasing variability of floods and other natural hazards under the influence of climate change
and other risk factors.
Particular emphasis is placed on risk perceptions and adaptive strategies of households and communities with regard to regular and catastrophic floods and how the livelihoods of vulnerable groups are affected by floods and other climate-induced disasters. Our research approach integrates the food, water and energy security nexus with the rural livelihood framework. The study aims at identifying the spatial extent and dynamics of flood events and determining the factors that enhance adaptive capacities of flood-affected communities and households. Our study finds that access to resources as well as
local socio-cultural contexts are important determinants of coping and adaptation practices at the community and household level in the two countries. Findings also suggest that research participants had a profound understanding of flood flows, extent and impacts that complements knowledge gained from hydrological and remote sensing methods. We conclude that blending local and scientific knowledge is a promising approach to enhancing adaptive capacity and resilience
The influence of urban design on neighbourhood walking following residential relocation : longitudinal results from the RESIDE study
The design of urban environments has the potential to enhance the health and well-being of residents by impacting social determinants of health including access to public transport, green space and local amenities. Commencing in 2003, RESIDE is a longitudinal natural experiment examining the impact of urban planning on active living in metropolitan Perth, Western Australia. Participants building homes in new housing developments were surveyed before relocation (n = 1813; 34·6% recruitment rate); and approximately 12 months later (n = 1437). Changes in perceived and objective neighbourhood characteristics associated with walking following relocation were examined, adjusted for changes in demographic, intrapersonal, interpersonal and baseline reasons for residential location choice. Self-reported walking was measured using the Neighbourhood Physical Activity Questionnaire. Following relocation, transport-related walking declined overall (p < 0.001) and recreational walking increased (p < 0.001): access to transport- and recreational destinations changed in similar directions. However, in those with increased access to destinations, transport-related walking increased by 5.8 min/week for each type of transport-related destination that increased (p = 0.045); and recreational walking by 17.6 min/week for each type of recreational destination that increased (p = 0.070). The association between the built environment and recreational walking was partially mediated by changes in perceived neighbourhood attractiveness: when changes in ‘enjoyment’ and ‘attitude’ towards local walking were removed from the multivariate model, recreational walking returned to 20.1 min/week (p = 0.040) for each type of recreational destination that increased. This study provides longitudinal evidence that both transport and recreational-walking behaviours respond to changes in the availability and diversity of local transport- and recreational destinations, and demonstrates the potential of local infrastructure to support health-enhancing behaviours. As neighbourhoods evolve, longer-term follow-up is required to fully capture changes that occur, and the impact on residents. The potential for using policies, incentives and infrastructure levies to enable the early introduction of recreational and transport-related facilities into new housing developments warrants further investigation

Environmental Livelihood Security in Southeast Asia and Oceania: A Water-Energy-Food-Livelihoods Nexus Approach for Spatially Assessing Change
This document addresses the need for explicit inclusion of livelihoods within the environment nexus (water-energy-food security), not only responding to literature gaps but also addressing emerging dialogue from existing nexus consortia. We present the first conceptualization of ‘environmental livelihood security’, which combines the nexus perspective with sustainable livelihoods. The geographical focus of this paper is Southeast Asia and Oceania, a region currently wrought by the impacts of a changing climate. Climate change is the primary external forcing mechanism on the environmental livelihood security of communities in Southeast Asia and Oceania which, therefore, forms the applied crux of this paper. Finally, we provide a primer for using geospatial information to develop a spatial framework to enable geographical assessment of environmental livelihood security across the region. We conclude by linking the value of this research to ongoing sustainable development discussions, and for influencing policy agenda
Sustainable development and the water–energy–food nexus: A perspective on livelihoods
AbstractThe water–energy–food nexus is being promoted as a conceptual tool for achieving sustainable development. Frameworks for implementing nexus thinking, however, have failed to explicitly or adequately incorporate sustainable livelihoods perspectives. This is counterintuitive given that livelihoods are key to achieving sustainable development. In this paper we present a critical review of nexus approaches and identify potential linkages with sustainable livelihoods theory and practice, to deepen our understanding of the interrelated dynamics between human populations and the natural environment. Building upon this review, we explore the concept of ‘environmental livelihood security’ – which encompasses a balance between natural resource supply and human demand on the environment to promote sustainability – and develop an integrated nexus-livelihoods framework for examining the environmental livelihood security of a system. The outcome is an integrated framework with the capacity to measure and monitor environmental livelihood security of whole systems by accounting for the water, energy and food requisites for livelihoods at multiple spatial scales and institutional levels. We anticipate this holistic approach will not only provide a significant contribution to achieving national and regional sustainable development targets, but will also be effective for promoting equity amongst individuals and communities in local and global development agendas
Climate Change Adaptation in Post-Disaster Recovery Processes: Flood-Affected Communities in Cambodia and Fiji
By adopting an integrated and participatory action-research approach, this project explores how rural
communities living in flood-prone river basins of Cambodia and Fiji respond to increasing variability
of flood incidences and other natural hazards under the influence of climate change and other risk factors, such as hydro-electric power development, forest conversion and environmental degradation.
Particular emphasis is placed on risk perceptions and adaptive strategies of individuals, families and social groups with regard to regular and catastrophic floods and how the livelihoods of vulnerable groups are affected by floods and other disasters. Our research approach integrates the food, water and energy security nexus with the rural livelihood framework.
The objectives of the project are to (1) identify the spatial extent and dynamics of flood hazards as a result of multiple risk factors; (2) determine the various factors that can enhance resilience and adaptive capacities of flood-affected communities in a changing environment, and (3) provide examples of successful community-based flood management and climate change adaptation that can serve as best-practice models for other flood affected communities in the Asia-Pacific region

Using GPS technology to (re)-examine operational definitions of 'neighbourhood' in place-based health research
BACKGROUND Inconsistencies in research findings on the impact of the built environment on walking across the life course may be methodologically driven. Commonly used methods to define 'neighbourhood', from which built environment variables are measured, may not accurately represent the spatial extent to which the behaviour in question occurs. This paper aims to provide new methods for spatially defining 'neighbourhood' based on how people use their surrounding environment. RESULTS Informed by Global Positioning Systems (GPS) tracking data, several alternative neighbourhood delineation techniques were examined (i.e., variable width, convex hull and standard deviation buffers). Compared with traditionally used buffers (i.e., circular and polygon network), differences were found in built environment characteristics within the newly created 'neighbourhoods'. Model fit statistics indicated that exposure measures derived from alternative buffering techniques provided a better fit when examining the relationship between land-use and walking for transport or leisure. CONCLUSIONS This research identifies how changes in the spatial extent from which built environment measures are derived may influence walking behaviour. Buffer size and orientation influences the relationship between built environment measures and walking for leisure in older adults. The use of GPS data proved suitable for re-examining operational definitions of neighbourhood
