    Essential Programs and Services: The Basis for a New Approach for Funding Maine’s Public Schools

    In this article, David Silvernail and Weston Bonney extend Maine Policy Review’s coverage of school funding reform by introducing a new approach called Essential Programs and Services (EPS). Traditional approaches to school funding evaluate education in terms of revenue—by taking whatever dollars are available and dividing them in such a way as to ensure there are equal education dollars behind each child. In contrast, the Essential Programs and Services model focuses first on student outcomes, and second, on the services and resources needed to achieve these outcomes. The EPS model then defines what is adequate in terms of resources and dollars to get the job done. The authors propose that adoption of such an approach may finally put to rest Maine’s perennial arguments over what is a ‘sufficient’ funding level for the state’s schools. More importantly, it may ensure that all Maine students have equitable opportunities to achieve the American dream

    Hepatitis C virus (HCV): prevalence in a gynecological urgent care clinic population.

    OBJECTIVE: To determine the prevalence of hepatitis C virus (HCV) among women seeking urgent gynecological care. METHODS: Women were asked to complete a short self-assessment screening of HCV risk. Those answering yes to any of the screening questions were offered HCV testing and were asked to complete a more detailed questionnaire. RESULTS: Among the 125 women who completed the screening questionnaire, 80% (100) answered yes to one or more of the screening questions. Of the 99 women who underwent testing, six (6.1%) were HCV seropositive; a history of injection drug use was the only finding associated with HCV seropositivity (R.R 9.7: 95% CI 1.90-49.40). CONCLUSIONS: Women seeking urgent outpatient gynecological care, particularly those who are injection drug users, are at a substantial risk of HCV infection. A careful risk assessment should be completed in order to identify women who should be offered HCV testing

    Citizen science, the active participation of the public in scientific research projects, is a rapidly expanding field in open science and open innovation. It provides an integrated model of public knowledge production and engagement with science. As a growing worldwide phenomenon, it is invigorated by evolving new technologies that connect people easily and effectively with the scientific community. Catalysed by citizens’ wishes to be actively involved in scientific processes, as a result of recent societal trends, it also offers contributions to the rise in tertiary education. In addition, citizen science provides a valuable tool for citizens to play a more active role in sustainable development. This book identifies and explains the role of citizen science within innovation in science and society, and as a vibrant and productive science-policy interface. The scope of this volume is global, geared towards identifying solutions and lessons to be applied across science, practice and policy. The chapters consider the role of citizen science in the context of the wider agenda of open science and open innovation, and discuss progress towards responsible research and innovation, two of the most critical aspects of science today

    Effects of different ageing methods on colour, yield, oxidation and sensory qualities of Australian beef loins consumed in Australia and Japan

    This study investigated the effect of three ageing methods (dry, wet and stepwise wet-then-dry) and ageing time on pH, colour, yield, lipid and protein oxidation and eating quality of beef loins using Meat Standards Australia (MSA) sensory protocol with 900 and 540 consumers in Australia and Japan, respectively. Australian beef loins (Longissimus thoracis et lumborum) at four days post mortem were subjected to wet ageing (boneless; for 7, 21, 35 or 56 days), dry ageing (bone-in; for 35 or 56 days) or a wet-then-dry ageing method (bone-in; 21 days wet ageing followed by 35 days dry ageing). The pH was higher in dry aged than wet aged beef loins (P < .001). Instrumental measurement of surface colour of trimmed dry and wet aged steaks showed significant differences in a*, b* and hue angle. Weight loss was higher in dry aged primals (P < .001), however, total water content was similar among the two ageing methods (P = .934). Retail yield did not differ between 35 and 56 days dry aged primals. Lipid (TBARS) and protein (total carbonyl content) oxidation between the dry and wet aged samples differed depending on the ageing time. When comparing the wet-then-dry and 56 days dry aged samples, only pH and retail yield differed. Australian and Japanese consumers rated dry aged steaks significantly higher (P < .001) than the wet aged counterparts for tenderness, juiciness, flavour, overall liking and weighted palatability scores. The wet-then-dry steaks were also rated higher than the 56 days wet aged steaks for flavour, overall liking and palatability within the Japanese sensory panels. The Japanese consumers also consistently rated all MSA sensory attributes lower (P < .001) than the Australian consumers. The results from this study show dry ageing provides a value adding opportunity for the meat industry in both domestic and export markets

    The Measurement of Astronomical Parallaxes With CCD Imaging Cameras on Small Telescopes

    Small telescopes equipped with charge-coupled device (CCD) imaging cameras are well suited to introductory laboratory exercises in positional astronomy (astrometry). An elegant example is the determination of the parallax of extraterrestrial objects, such as asteroids. For laboratory exercises suitable for introductory students, the astronomical hardware needs are relatively modest, and under the best circumstances, the analysis requires little more than arithmetic and a microcomputer with image display capabilities. Results from the first such coordinated parallax observations of asteroids ever made are presented. In addition, procedures for several related experiments, involving single-site observations and/or parallaxes of earth-orbiting artificial satellites, are outlined
