    Nonlinear instability of density-independent orbital-free kinetic energy functionals

    We study in this article the mathematical properties of a class of orbital-free kinetic energy functionals. We prove that these models are linearly stable but nonlinearly unstable, in the sense that the corresponding kinetic energy functionals are not bounded from below.     Separate ways: The Mass-Metallicity Relation does not strongly correlate with Star Formation Rate in SDSS-IV MaNGA galaxies

    We present the integrated stellar mass-metallicity relation (MZR) for more than 1700 galaxies included in the integral field area SDSS-IV MaNGA survey. The spatially resolved data allow us to determine the metallicity at the same physical scale (effective radius in arcsecs, Reff\mathrm{R_{eff}} ) using a heterogeneous set of ten abundance calibrators. Besides scale factors, the shape of the MZR is similar for all calibrators, consistent with those reported previously using single-fiber and integral field spectroscopy. We compare the residuals of this relation against the star formation rate (SFR) and specific SFR (sSFR). We do not find a strong secondary relation of the MZR with either SFR or the sSFR for any of the calibrators, in contrast with previous single-fiber spectroscopic studies. Our results agree with an scenario in which metal enrichment happens at local scales, with global outflows playing a secondary role in shaping the chemistry of galaxies and cold-gas inflows regulating the stellar formation.Comment: 10 pages, 9 Figures.     Human resources for control of tuberculosis and HIV-associated tuberculosis.

    The global targets for tuberculosis (TB) control were postponed from 2000 to 2005, but on current evidence a further postponement may be necessary. Of the constraints preventing these targets being met, the primary one appears to be the lack of adequately trained and qualified staff. This paper outlines: 1) the human resources and skills for global TB and human immunodeficiency virus (HIV) TB control, including the human resources for implementing the DOTS strategy, the additional human resources for implementing joint HIV-TB control strategies and what is known about human resource gaps at global level; 2) the attempts to quantify human resource gaps by focusing on a small country in sub-Saharan Africa, Malawi; and 3) the main constraints to human resources and their possible solutions, under six main headings: human resource planning; production of human resources; distribution of the work-force; motivation and staff retention; quality of existing staff; and the effect of HIV/AIDS. We recommend an urgent shift in thinking about the human resource paradigm, and exhort international policy makers and the donor community to make a concerted effort to bridge the current gaps by investing for real change

    Testing comparative spatial planning studies in the Latin American context: theoretical implications and challenges for regional development

    Until recently, comparative spatial planning research had mostly focused on the European continent. Since the end of the 1980s, a growing number of studies contributed to the proliferation of theoretical and methodological approaches, as well as to a further definition of the object of study. Comparisons focusing on other parts of the World are much less frequent, if one excludes the rather ‘dry’ reports produced by international organizations. Aiming at investigating the reasons behind this empirical gap, the paper inquires the theoretical implications and challenges that emerge when applying to the global South conceptual and analytical frameworks developed in the Northern hemisphere. In so doing, it first raises awareness on the role played by the colonial legacy to then argue for the need to ‘go beyond technical efficiency’ and to consider dominant power relations hidden by the apparent neutrality of spatial governance and planning systems, particularly in relation to contexts where spatial inequalities are more pronounced. In this light, it suggests to consider informal practices alongside formal ones, as a way forward to better understand the drivers structuring spatial governance and planning systems in the Global South. Overall, to test comparative spatial governance and planning studies to the Latin American context could provide an added value for the development of the region, by setting up a regional agenda for more integrated and cooperative spatial planning in Latin America

    Genetic variation of flesh colour in canthaxanthin fed rainbow trout

    Genetic experiments were conducted using either random independent full-sib families (9 and 11 respectively) or sire-half-sib families (18) of rainbow trout who were fed an experimental diet supplemented with canthaxanthin. The resulting orange-red colour of the flesh from each fish was analyzed through spectrophotometry and expressed in standard terms of luminosity (Y), dominant wavelength (λd) and excitation purity (Pe). The following results were obtained : - There is a substantial genetic variability among families in each colorimetric parameter. Estimated values of heritability from full-sib and from half-sib families do not differ significantly. - Positive correlation between λd . and Pe, and negative correlations between Y and λd and between Y and Pe, are consistent with the pattern of canthaxanthin deposition in the flesh. Genetic correlations do not differ significantly from phenotypic ones. - Pigmentation intensity is correlated to fish weight. This relationship, however, accounts for but a minor part of colour variation among market-size fishes.Des expériences génétiques ont été réalisées chez la Truite arc-en-ciel sur des familles aléatoires et indépendantes de pleins-frères (au nombre de 9 et 11) ou demi-frères de pères (18), alimentées par un régime expérimental supplémenté en canthaxanthine. La couleur de chair orange-rouge obtenue chez chaque poisson a été analysée par spectrophotométrie et exprimée en termes standards de luminosité (Y), longueur d’onde dominante (λd) et pureté d’excitation (Pe). Les résultats obtenus sont les suivants : - Il y a une variabilité génétique notable entre familles pour chaque paramètre colorimétrique. Les valeurs d’héritabilité estimées à partir des familles de plein-frères et de demi-frères ne diffèrent pas significativement. - Les corrélations, positives entre λd et Pe et négatives entre Y et λd et entre Y et Pe, sont conformes au mode d’action de la canthaxanthine se déposant dans la chair. Les corrélations génétiques ne diffèrent pas significativement de leurs homologues phénotypiques. - L’intensité de la pigmentation est corrélée avec le poids des poissons. Cette relation toutefois n’explique qu’une part minime de la variation de couleur chez des animaux de taille marchande

    Charge Radii of beta-Stable Nuclei

    In previous work it was shown that the radius of nucleus R is determined by the alpha-cluster structure and can be estimated on the number of alpha-clusters disregarding to the number of excess neutrons. A hypothesis also was made that the radius R_m of a beta-stable isotope, which is actually measured at electron scattering experiments, is determined by the volume occupied by the matter of the core plus the volume occupied by the peripheral alpha-clusters. In this paper it is shown that the condition R_m = R restricts the number of excess neutrons filling the core to provide the beta-stability. The number of peripheral clusters can vary from 1 to 5 and the value of R for heavy nuclei almost do not change, whereas the number of excess neutrons should change with the number of peripheral clusters to get the value of R_m close to R. It can explain the path of the beta-stability and its width. The radii R_m of the stable isotopes with 12 =< Z =< 83 and the alpha-decay isotopes with 84 =< Z =< 116 that are stable to beta-decay have been calculated.Comment: Latex2e 2.09, 10 pages, 3 figure
