    TRENDS IN ENERGY CONSUMPTION AND ENERGY EFFCIENCY 2000 - 2012

    This report aims at showing the present status of energy consumption in EU-28, in the four main energy consuming sectors : Residential, tertiary, transport and industry. During the last years, there have been efforts by the European Union to cut down on energy consumption and improve energy efficiency. From 2000-2012, there have been various initiatives that aim at reducing final energy consumption. Therefore the report demonstrates the energy consumption progress from 2000-2012 in the four sectors. Besides the final energy consumption, electricity and gas consumption are analysed, as they are the most important alternatives to oil. The report consists of five chapters. The first chapter compares data for gross and final energy consumption. This comparison gives insights about energy consumption/losses that take place before the delivery of energy for the final end use. Chapter 2 analyses the final energy consumption in the residential sector. A special focus is given in this sector, because many policies have been implemented here. The analysis includes consumption drivers such as economic growth, population, heating demand, household characteristics and energy prices. Chapter 3 focuses on the tertiary sector and gives an overview of the energy consumption changes. Chapter 4 analyses the transport sector with a focus on the road sector.     The GreenLight Programme is a voluntary pollution prevention initiative encouraging non-residential electricity consumers (public and private), referred to as Partners, to commit towards the European Commission to install energy-efficient lighting technologiesin their facilities. GreenLight was launched on 7 February 2000. The objective of the GreenLight programme is to reduce the energy consumption from indoor and outdoor lighting throughout Europe, thus reducing polluting emissions and limiting the global warming. The objective is also to improve the quality of visual conditions while saving money.This report analyses the results of the GreenLight programme during year 2013. It calculates total annual energy savings, the type of projects implemented in terms of technologies, buildings, companies and pay back time. By the end of 2013, 767 Partners from across the European Union, plus Norway and Switzerland, participated in GreenLight. For 2013, 36 new Partners joined the programme.     For the policy makers at national level it is important to know how effective energy policies and measures are, and in particular how much energy has been saved. This is especially important for the European Union Member States which have to contribute towards the EU 2020 energy saving target of 20%. Alongside the evaluation of the energy savings, it is also necessary to collect as much information and knowledge as possible about energy consumption trends and factors influencing energy consumption. To this end it is crucial that a monitoring and evaluation method is giving good and reliable results on the one hand and is relatively easy and straightforward to use in practice on the other hand. In the report a new methodology to quantifying the energy savings produced by energy efficiency measures and policies is described. The model input data includes energy consumption, climatic data, demographic data, and finally data on the diffusion of energy efficiency technologies.JRC.F.7-Renewable Energ

    The European GreenBuilding Programme - 2011 - Evaluation

    The present report summarizes the result of the GreenBuilding Programme achieved in 2011, in terms of main energy efficiency measures in the buildings and related energy savings. Until December 2011, total 362 Partners have joined it with 586 Partner Buildings. The total savings achieved by the Partners are 506 GWh/year. Nearly 74 GWh/year has been saved in 2011. In 2011 80 new Partners joined the Green Building programme with 117 buildings. The average percentage of savings, for this period, amount to 42%, which is well above the GreenBuilding Programme requirements (25%).JRC.F.7-Renewable Energ

    Evaluation of Motivation and Barriers in the European GreenBuilding, GreenLight and Motor Challenge Programmes

    With the GreenBuilding, GreenLight and Motor Challenge Programmes the European Commission operates voluntarily commitment schemes with the aim to increase energy efficiency in non-residential buildings, nonresidential lighting and motors used in industrial processes. By the end of 2011 the total of more than 1,000 Partners were registered. Every year the achievements of the respective Programmes are analysed in detail and published within Evaluation Reports. These Reports primarily focus on quantitative and technological analysis. In order to establish motivations and barriers, attitudes towards benefits and achievements, qualitative analysis based on questionnaires are also carried out regularly. Within the year 2011, an online survey was carried out for the GreenBuilding and GreenLight Programmes and presented within this Report. If possible the findings were compared to those findings established in the previous Surveys. Although the respective questionnaires in the various schemes are not harmonised, an effort was made to establish similarities and common tendencies amongst the key findings. In addition, the findings of the last qualitative Survey carried out amongst Motor Challenge Partners in 2009 were also included.JRC.F.7-Renewable Energ

    The goal of substantially improving end-use energy efficiency and promoting the use of renewable energy sources is a key component of the EU energy and environmental policies, shared by all EU Member States. The European Commission Directorate General Energy contributes to this goal through a series of actions under the "Intelligent Energy - Europe" Programme. In addition, given the large share of energy consumption in buildings and the large cost effective energy saving potential, special attention has been dedicated to the building sector and the lighting in particular. The GreenLight Programme (launched in January 2000) is one of these actions, aimed specifically at private and public non-residential lighting. The GreenLight Programme is a European Commission voluntary programme through which non-residential building owners and occupiers, being private or public organisations, are aided in improving the energy efficiency of their lighting systems.
