Investments in solid waste management : opportunities for environmental improvement
This paper presents the findings of a brief evaluation of World Bank experience in municipal solid waste management (MSWM) and recommends approaches to improving future Bank performance in this subsector. The paper is presented in four chapters. Chapter I describes the methodology by which the MSWM investments were reviewed and presents definitions and discussion of the benefits of MSWM to the environment and urban productivity in developing countries. Chapter II presents the overall results relating to to the Bank's total lending for solid waste management, including the findings of the Regional evaluation of MSWM lending. Chapter III examines the findings related to the design and implementation of the Bank's MSWM components and discusses such issues as the size and scope of investments, borrowing levels, cost recovery, and private sector participation. Finally, chapter IV presents recommendations for improving the design and execution of future MSWM projects or components. Characterization and Modeling of Stress Evolution During Nickel Silicides Formation
An curvature measurement technique was used to characterize the stress evolution during reaction of a Ni film and a silicon substrate to form nickel silicide. Stress changes were measured at each stage of the silicide growth. When the nickel films were subjected to long-time isothermal annealing, stresses that developed during silicide formation gradually relaxed. Fitting the experimental results with a kinetic model provides insight into the volumetric strain and relaxation behavior of the reacting film and the reaction product.Singapore-MIT Alliance (SMA
The Balloon Analog Insurance Task (BAIT): A Behavioral Measure of Protective Risk Management
Prior methods used to assess individual differences related to risk have not focused on an important component of risk management: how willing individuals are to pay for or take actions to insure what they already have. It is not clear whether this type of protective risk management taps into the same individual differences as does risk taking propensity measured by existing risk taking tasks. We developed a novel task to assess protective risk management, the Balloon Analog Insurance Task (BAIT), which is modeled after the Balloon Analog Risk Task (BART). In the BAIT, individuals are forced to decide how much money they are willing to pay in order to insure a specific fraction of their prior winnings given changing but imprecise levels of risk of monetary loss. Participants completed the BART and BAIT for real monetary rewards, and completed six self report questionnaires. The amount of insurance purchased on the BAIT was positively correlated with scores on the Intolerance of Uncertainty Scale and on the Checking scale of the revised Obsessive Compulsive Inventory. Conversely, the amount of insurance purchased was negatively correlated with scores on the Domain Specific Risk Taking Questionnaire, and on the Psychopathic Personality Inventory (PPI). Furthermore, relationships between insurance purchased and these scales remained significant after controlling for the BART in linear regression analyses, and the BART was only a significant predictor for measures on one scale - the PPI. Our results reveal that behavior on the BAIT taps into a number of individual differences that are not related to behavior on another measure of risk taking. We propose that the BAIT may provide a useful complement to the BART in the assessment of risk management style

The piperazine ring is in a chair form and hence the molecule has an extended conformation. Zinc Finger Protein, Hzf, Is Required for Megakaryocyte Development and Hemostasis
Using an expression gene trapping strategy, we recently identified a novel gene, hematopoietic zinc finger (Hzf), which encodes a protein containing three C2H2-type zinc fingers that is predominantly expressed in megakaryocytes. Here, we have examined the in vivo function of Hzf by gene targeting and demonstrated that Hzf is essential for megakaryopoiesis and hemostasis in vivo. Hzf-deficient mice exhibited a pronounced tendency to rebleed and had reduced α-granule substances in both megakaryocytes and platelets. These mice also had large, faintly stained platelets, whereas the numbers of both megakaryocytes and platelets were normal. These results indicate that Hzf plays important roles in regulating the synthesis of α-granule substances and/or their packing into α-granules during the process of megakaryopoiesis
A Performant, Misuse-Resistant API for Primality Testing
Primality testing is a basic cryptographic task. But developers today are faced with complex APIs for primality testing, along with documentation that fails to clearly state the reliability of the tests being performed. This leads to the APIs being incorrectly used in practice, with potentially disastrous consequences. In an effort to overcome this, we present a primality test having a simplest-possible API: the test accepts a number to be tested and returns a Boolean indicating whether the input was composite or probably prime. For all inputs, the output is guaranteed to be correct with probability at least 1 - 2-128. The test is performant: on random, odd, 1024-bit inputs, it is faster than the default test used in OpenSSL by 17%. We investigate the impact of our new test on the cost of random prime generation, a key use case for primality testing. The OpenSSL developers have adopted our suggestions in full; our new API and primality test are scheduled for release in OpenSSL 3.0
