Are European Blue Economy ambitions in conflict with European environmental visions?
We report the outcomes of a comprehensive study of the potential consequences of the implementation of the EU Maritime Spatial Planning Directive (MSPD) in Danish waters. The analyses are anchored in a framework developed in support of data-driven Ecosystem-Based Maritime Spatial Planning. The data for the models include not only human stressors but also information on the distribution of ecosystem components ranging from planktonic communities over benthic communities to fish, seabirds and marine mammals. We have established a baseline, based on state-of-the-art data sets, with respect to combined effects upon ecosystem components. Future scenarios for the developments in human stressors were estimated for 2030 and 2050 based on information on existing policies, strategies and plans and were compared to the baseline. In addition, we developed a scenario for implementation of the Marine Strategy Framework Directive (MSFD), i.e. working towards meeting the objectives of Good Environmental Status. Our results indicate that (1) combined human stressors will possibly increase in 2030 and 2050 compared to the baseline, (2) increased combined human stressors are likely to lead to a worsening of the environmental and ecological status sensu the Marine Strategy Framework Directive and the Water Framework Directive (WFD), and (3) the MSPD implementation process appears to conflict with the MSFD and WFD objectives. Addressing conflicts between marine interests and finding workable
solutions that can facilitate synergies between stakeholders is an important
task of spatial planning both onshore and in the sea. A general assumption
among many experts in marine/maritime spatial planning (MSP) is that promoting
synergies and coexistence can enhance spatial efficiency of marine uses and
possibly result in a more sustainable use of marine resources. However, in
order to promote cooperation, one needs to first establish a better
understanding of the crucial components of conflictive and synergetic planning
situations and important definitions related to this.
This scoping report examines conceptualisations and analytical perspectives
on work with conflicts and synergies in MSP in relation to the case studies of
the BONUS BASMATI project. The theme of conflicts and synergies is rather
topical, not least in connection with attempts of the EU and other actors to
promote growth in the blue economic sector and keep related environmental
impacts low. MSP is seen as an important tool or approach to promote and
achieve these goals (European Commission 2008; European Commission 2009;
European Commission 2012).
Chapter 1 provides introductory reflections on conflicts and
synergies in marine spatial planning using both an analytical narrative
complemented with examples from conflict theory. The aim is to provide the
reader with an easily understandable introduction into relevant terms used and
important issues to be considered when working with conflicts and synergies in
MSP. These include interests, stakeholders, institutional frameworks, rules,
systems and practices, space and geography, knowledge and technologies,
conflict-synergies in a broader context. The chapter concludes with an analysis
of conflict analysis and management literature and a discussion on the
potential role of conflict management in MSP.
Chapter 2 provides examples of conflicts and obstacles that have
emerged in a Baltic Sea Region (BSR) context and how, through people, planning
processes, projects and institutions synergies have been developed. The chapter
focuses on 1) Conflicts of interest: Marine use related conflicts / obstacles
and synergies, 2) Institutional cross-border conflicts / obstacles and
synergies, 3) Process related conflicts / obstacles and synergies, 4) Knowledge
and data related conflicts / obstacles and synergies, 5) Other types of obstacles
that are context related.
Chapter 3 zooms in on the three BONUS BASMATI case studies and
highlights emerging and potential conflicts and synergies within the case study
areas. It also suggests potential synergies and solutions for overcoming
challenges that can be addressed in the case studies and during the lifetime of
the project.</p
Inspirationskatalog : Gode eksempler på bæredygtig og innovativ turismeudvikling i nordiske yderområder
Dette projekt er en samling af gode eksempler på bæredygtig turisme-udvikling i Norden, der kan inspirere yderområder til udvikling indenfor turisme. En bæredygtig turisme omfatter en udvikling, der sikrer en langsigtet miljømæssig, socio-kulturel og lokaløkonomisk balance i området, så den bidrager positivt til området og ikke nedslider ressourcegrundlaget. Fokus i eksempelsamlingen ligger især på de miljømæssige og sociokulturelle eksempler, der hjælper lokalsamfund, da der almindeligvis er fokus på økonomisk aspekter indenfor turismeudvikling. Projektets primære formål har været at udarbejde et nordisk „good practice“ katalog indenfor bæredygtig og innovativ turismeudvikling og regionale strategier, der kan give yderområder i Norden inspiration og konkrete eksempler, som kan stimulere til lokal udvikling gennem turisme

Detta projekt har samlat goda exempel på hållbar turismutveckling i Norden som kan inspirera ytterområden till utveckling inom turism. En hållbar turism omfattar en utveckling som säkerställer en långsiktigt miljömässig, sociokulturell och lokalekonomisk balans i området, så att den bidrar positivt till området och inte sliter ner resursunderlaget. Fokus i exempelsamlingen ligger särskilt på de miljömässiga och sociokulturella exempel som hjälper lokalsamhällen, eftersom fokus vanligtvis ligger på ekonomiska aspekter av turismutveckling. Syftet med projektet har i första hand varit att utarbeta en nordisk ”bra praxis”-katalog inom hållbar och innovativ turismutveckling och regionala strategier, som kan ge ytterområden i Norden inspiration och konkreta exempel som kan stimulera till lokal utveckling genom turism

Certificering og andre virkemidler til udvikling af bæredygtig outdoorturisme : Betydning og potentiale for nordiske småsamfund
Projektets formål er at give outdooraktører, turismeorganisationer, myndigheder og nordiske beslutningstagere mere viden om mulighederne for udvikling af bæredygtig outdoorturisme. Projektet har taget udgangspunkt i (outdoor)turismen i Grønland, Island, Færøerne, Åland og Bornholm og har beskrevet virkemidler til at fremme bæredygtighed inden for outdoorturisme - fra Best practices og Standarder til Regulering og Certificering. Analyserne viser, at udfordringer, muligheder og styringsbehov mht. outdoorturisme i de fem områder er forskellige. Projektet anbefaler, at organisationer og myndigheder i de fem områder organiserer egne processer, der klargør, hvordan man skal arbejde med bæredygtighed i forhold til outdoorturisme. Det anbefales også, at Nordisk Ministerråd tager stilling til, om der under det nordiske Svanemærke kan oprettes en ny produktkategori for turismeservices
Mod robuste økosystemer: Anbefalinger til en dansk lov om biodiversitet
Biodiversitetsrådets årsrapport for 2023 fokuserer på behovet for en dansk biodiversitetslov, der kan fastsætte mål og rammer for den nationale biodiversitetsindsats. Derved følger Biodiversitetsrådet op på et af de væsentligste budskaber fra årsrapporten fra 2022, der netop adresserede, at en dansk biodiversitetslov bør medvirke til at sikre, at de nødvendige indsatser igangsættes, moniteres og evalueres, så tabet af biodiversitet er vendt til fremgang inden 2030 med det langsigtede mål, at naturlige økosystemer genoprettes, så de lever op til deres fulde biodiversitetspotentiale inden 2050.Biodiversitetsrådets årsrapport for 2023 fokuserer på behovet for en dansk biodiversitetslov, der kan fastsætte mål og rammer for den nationale biodiversitetsindsats.
