PRACTICAL ASPECTS OF PUBLISHING TEXTBOOKS, PEDAGOGICAL/TEACHING AND METHODOLOGICAL GUIDES AND NORMALIZING THE COST OF MATERIALS
Taking into account the society's demand on the efficiency of budget funds management, further optimization of budget expenditures, improvement of the quality of educational services, the strategy of providing textbooks and manuals for students of general secondary education and teachers should be developed and approved, the problem of development of standards of paper consumption for the production of textbooks was solved. manuals for modern printing equipment and their approval. The research was carried out using general scientific methods, in particular, theoretical generalization, methods of statistical analysis, graphic method of visualization of research results. The purpose of the article is to identify the features of development of directions of regulation of publishing of educational literature in Ukraine on the basis of adaptation of European experience, to develop approaches to creation of a system of standardization of production costs of printed materials. It was found out that in modern scientific literature the debate on the justification of the ways of development of the publishing and printing sphere, the necessity of real state support and standardization of production costs of printed products continues. The authors studied the trends in book publishing in countries with a high level of education and a developed educational literature publishing industry, which determines the demand for books and the development of the publishing industry. Systematized and analyzed information on the printing of textbooks and teaching aids in Ukraine, outlined the problems associated with the need to control the spending of budget funds. It was found that the current system of publishing educational literature in Ukraine is characterized by an insufficient level of achievement of target indicators in the use of state budget funds intended for the production of book products. Characterization of the main principles of activity of the largest publishing houses of educational literature in Ukraine was carried out on the basis of the indicators of the total circulation of books and by order of the Ministry of Education and Science of Ukraine. The consequences of the armed aggression of the Russian Federation for the domestic book publishing industry are analyzed, which require a shift of the emphasis of effective management to optimization and cost minimization. Due to the outdated and imperfect system of rationing, the necessity of the scientific institution to carry out complex preparatory work on the legislative regulation of technical standards of costs and standards of material waste in the production of textbooks and educational-methodical aids has been determined
PUBLISHING SCHOOL TEXTBOOKS: INTERNATIONAL POLICY AND PRACTICAL SCENARIOS
The article presents the factors of the international policy of publication and provision of school textbooks at the national, regional and local levels in the context of modern requirements for the quality of education. Such research methods as analytical review, comparison, analysis, generalization, interpretation, synthesis were used. An analysis of existing problems and possible ways of improving the quality and objectivity of the system of textbook provision was carried out. The scientific and methodological approaches and practical recommendations of international organizations on the formation of textbook publishing policy, the role of central authorities, local self-government, private organizations, the public and parents of students in the financing, development and distribution of textbooks are considered. The peculiarities of textbook publishing in countries working with the system of centralized state publication, state approval of a list of textbooks by choice, mixed system and open market are analyzed. The similarities and differences of the main changes over the last 20-30 years in the position of countries regarding textbooks (with an emphasis on leading Asian countries) are identified in terms of types of policies, processes of approval and control of production, distribution of textbooks, priorities in providing students with textbooks. The analysis confirmed that in most countries there is a change in the role of central and local self-government, the private sector, parents and the public in the development and distribution of textbooks, as well as the interaction of subjects of educational book publishing. Recommendations for improving the process of textbook publishing have been developed based on the experience of the outlined work in the countries of the world
ENSURING FOOD SECURITY AT THE HOUSEHOLD LEVEL: SOCIO-ECONOMIC DIAGNOSTICS
The purpose of this scientific article is to research the important issues of food supply in Ukraine at the regional level by diagnosing the current state of food ensuring based on a survey of relevant respondents with the purpose to improve the level of socio-economic development of the country in the long run.
In research have been interviewed households from Kyiv of Ukraine according to the following main criteria: physical and economic conditions, food availability, supply and access to food consumption to evaluate household food security status by calculating the sample size, a few details about the target population, its size, variance, margin of error and desired level of confidence in empirical estimates of important variables.
In this research, the Minimum Dietary Energy Requirement (MDER) and a threshold that shows the minimum amount of energy needed by a hypothetical average person in the population to be healthy and engage in socially acceptable levels of activity have been examined. The state of nutritional food security in terms of protein, carbohydrate, and fat consumption has been investigated.
The main aspect of the results approved that almost half of the respondents are showing conditions of life for them as “just adequate and few people seem not to be satisfied showing «less than adequate». These results are important from the viewpoint of food security as adequate food intake; availability and sustainability are the main components of food security and show the quality-of-life status.
It is proved that at the present stage of national economic status human development plays an important role in achieving long-term food security goals. It has been established that in order to attain sustainable food safety at the national level, it is important to improve the population's health condition and to change the existing food consumption models in the country, in households in particular the food basket containing imported foodstuff. This can be achieved through promoting safe and healthy eating habits, education improving in the field of food systems and technologies, and facilitating access to information for consumers and producers
Theoretical principles of using innovative modern technologies in higher education institutions
The article is assigned to a prelude to the joke of effective pedagogical technologies in professional education in the minds of continuity.
