    As a rule, in the periods of positive dynamics of economic development, the attitudes toward non-interference of the state in economic processes were dominant and when the next phase came, the recession of production, especially with signs of stagflation, they were replaced by diametrically opposed views that proved the need for active state intervention in the processes of sustainable reproduction of the economy. All over the world, states influence the agro-food production complex, and agricultural products and food market. However, the ways and tools of such influence depend on the goals to be achieved through such regulation. World experience in the development of market economy proves that as a result of specific features, agriculture and the food market are not self-regulating systems. This is due primarily to the conservatism and inertia of agriculture as a production system, as well as low elasticity of demand for agricultural products and high elasticity of prices for it. The failure of the market mechanism to direct the development of economic entities of different industries and regions to one common goal calls for state intervention in all spheres of the economy the most important of which is agriculture

However, the methods and tools of this influence depend on the purpose to be achieved with such a regulation. The world experience of development of market economy shows that the agriculture and the market of agricultural products are not the self-regulating systems due to the specific characteristics. It is explained primarily by the conservatism and inertia of agriculture as a production system, as well as a low elasticity of demand for the agricultural products and high price elasticity to them. The inability of market mechanism to direct the development of economic entities of different industries and regions into one common goal, calls for the state intervention in all spheres of the economy, one of the most important of which is the agriculture

The relevance of the topic of the article is caused by the need to develop a system of entrepreneurship in the agricultural sector of the economy in the face of new challenges of the external economic environment. The aim of this paper is to develop recommendations for optimizing the directions of the state agrarian policy in the field of rural entrepreneurship development based on an analysis of the current situation and identification of agricultural development trends in Russia and its regions. The subject of the study is the economic and social relations that arise in the process of conducting entrepreneurial activities of agricultural organizations in modern socio-economic and political conditions. The novelty of the study is to identify trends in the formation and development of agricultural entrepreneurship in the regions of Russia and to develop directions for improving the organization of effective agricultural entrepreneurship in the Republic of Tatarstan. The main results of the study the results of an analysis of the effectiveness of agricultural entrepreneurship are presented, trends, problems and prospects for its development are identified, priority areas for improving the organization of entrepreneurial activity in agriculture of the Republic of Tatarstan are identified.
