    CONDITIONS FOR SCIENTIFIC COMMUNICATIONS AND COLLABORATIONS IN THE RUSSIAN FEDERATION’S REGIONS

    The subject of research within the framework of this article is the current state of the Russian Federation’s regions in terms of the created conditions for cooperation between research teams and the commercialization of scientists’ results of intellectual activity. The paper’s goal is to identify the potential and results of the regional environment, which promotes effective scientific activity in the field of communications and collaborations between researchers and practical application of scientific results in the field of economy and social sphere, on the basis of indicators system. The authors made an analysis of the estimated indicators, as well as the calculation of the integral index characterizing the conditions of the regional environment that are under study. The method chosen in the work includes the separation of the indicators selected for analysis into indicators of potential and result, as well as the standard calculation of the integral indicator by the distance method. Relative indicators were used in calculating the integral indicator to ensure comparability of data from different regions. Among the estimated indicators in the study are the number of created clusters; technology parks; innovative activity of organizations; the number of created small innovative enterprises; number of winners of the program of megagrants; competition for the development of cooperation of Russian universities, scientific institutions and manufacturing enterprises; indicator of the number of potentially commercialized patents. The obtained integral characteristics make it possible to draw conclusions about the complex state of conditions in regions that promoting scientific activity, to identify the leading regions that can become benchmarks. Separate regional initiatives are highlighted in the work. The resulting conclusions can form the basis for the development of a regional environment that promotes scientific activity, based on the development of measures to introduce the best initiatives of the leading regions into practice

    The January 2015 outburst of a red nova in M31

    M31N 2015-01a (or M31LRN 2015) is a red nova that erupted in January 2015 -- the first event of this kind observed in M31 since 1988. Very few similar events have been confirmed as of 2015. Most of them are considered to be products of stellar mergers. Results of an extensive optical monitoring of the transient in the period January-March 2015 are presented. Eight optical telescopes were used for imaging. Spectra were obtained on BTA, GTC and the Rozhen 2m telescope. We present a highly accurate 70 d lightcurve and astrometry with a 0.05" uncertainty. The color indices reached a minimum 2-3 d before peak brightness and rapidly increased afterwards. The spectral type changed from F5I to F0I in 6 d before the maximum and then to K3I in the next 30 d. The luminosity of the transient was estimated to 8.72.2+3.3×105L8.7^{+3.3}_{-2.2}\times10^{5}L_{\odot} during the optical maximum.     The Methodology of Complex Continuous Training of the Students of Technical Universities to Innovative Activities

    The urgency of preparing students for innovative activities is connected with the increasing requirements of the modern economy for the specialists’ competencies. The paper presents a methodology for the integrated continuous training of the students of technical universities to innovative activity. The methodological basis of the study is backed with the systemic, competence-based and resource-based approaches. The methodology presents the system of competencies of innovation activities including five levels and four components at each level. The training is carried out within the three stages: the guidance stage, the formative stage and prospective stage. For every stage we have determined the objectives, mechanisms, approaches, teaching tools and planned results. The experimental testing of the methods has allowed to identify the main factors of successive teaching.     Russian biosphere reserves at the youth MAB-2017 Forum in Italy

    Russia was represented by 9 participants from Biosphere Reserves at the MAB Youth Forum in Italy. The main question of the Forum was «How to involve the young in the work of biosphere reserves?» The debate resulted in a Declaration, elaborated by participants from around the world (282 delegates from 85 countries). Measures to improve scientific cooperation, data exchange in the sphere of educational tourism and administrative management, development of joint projects in environmental education were formulated. The article contains a number of recommendations for the network of biosphere reserves in Russia, based on Seville strategy and Lima Action Plan

    Methodological fundamentals of experimental magneto-therapy of tumors (historical essay)

    The paper highlights the key stages on the way of a proper understanding of the magnetic field anti-tumor influence mechanisms on the level of an organism as an integrated system and its individual subsystems. The experiments in animals have shown that the processes of the malignant tumor growth inhibition are closely related to the formation of the stable state of the activation reaction at high reactivity levels. It is noted that the induction of such adaptational reaction depends on a specified selection of parameters of exposure intensities and magnetic field frequency, taking into account the law of nonlinearity of an exposure effect and adequacy with endogenous rhythms
