The present emphasis on international organization may lead to new legal problems in much the same manner as the growth of federal power has done in this country in the last quarter-century. This paper will discuss only those cases in which an opinion was rendered, omitting the admittedly significant memorandum reports for lack of space. Due to the complicated and detailed nature of many of the decrees, analysis of the substantive law of these interstate controversies is confined to a review of general principles

DOI: 10.1088/1367-2630/8/8/125The use of emissive dye molecules as a gain medium in order to excite the low-loss long-range surface plasmon-polariton (SPP) mode on a thin silver film has previously been suggested as a method of achieving SPP lasing at visible wavelengths. Here, we consider the gain lost to the short-range SPP, an aspect that has not been investigated before and which may preclude the possibility of lasing. We show by experiments that gain will indeed be lost to the short-range mode. From a computational study, we find that despite gain lost to the short-range mode, SPP based lasing may still be possible using the long-range mode, although we identify a number of requirements that might make lasing difficult to achieve in practice

"Copyright © 2004 by the American Physical Society."We examine the phenomenon of light emission through a thin metal film that takes place via surface plasmon polaritons. Surface plasmon polariton cross coupling has recently been invoked to explain sharp features observed in the angle dependent emission spectra obtained from surface-emitting (through cathode) organic light-emitting diode structures. We investigated whether such a cross-coupling process is needed to explain such observations. We undertook measurements on samples for a variety of metal film thicknesses. Our results are consistent with the mechanism of surface plasmon polariton cross coupling but also show that the processes underlying the emission from such structures can be rather subtle

We show that this emission is mediated via coupled surface plasmon-polariton modes. Our results show that the addition of a dielectric grating to otherwise planar structures, such as surface-emitting organic light-emitting diodes, may offer a way to increase the external efficiency of top-emitting organic light-emitting diodes
