    Estimating and comparing the direct economic contributions of reef fisheries and tourism in the Asia-Pacific

    Global estimates of the economic value of coral reefs have been made using benefit transfer and other valuation methods, but it is unclear whether these estimates match actualized values (e.g. market values of reef fish and reef tourism) or how they scale to specific regions. Here we empirically estimated the (actualized) direct economic contribution of fishing and tourism on coral reefs (i.e., direct use values) in the Asia-Pacific (APAC) region, which includes a majority (∼80%) of the global reef area. We found that coral reefs in the APAC region directly contributed 25billionannuallyonaverageovertheyears2008–2012totheregion’seconomyfromfishingandtourismalone.Themajorityofdirecteconomiccontributions(US25 billion annually on average over the years 2008–2012 to the region’s economy from fishing and tourism alone. The majority of direct economic contributions (US19.5 billion) was provided by reef tourism, while the remainder was divided between artisanal (US2.4billion)andindustrial(US2.4 billion) and industrial (US3.2 billion) fisheries. The average economic productivity of coral reefs was estimated at US$112,000 per square kilometer of coral reef, although there were large deviations between countries in terms of economic utilization of their reefs. Our findings suggest that a highly-cited prior estimate of the global potential value of coral reefs (Cesar et al., 2003) is likely a significant underestimation of actual economic contributions. We discuss some of the implications for reef management. Most notably, our results indicate that the non-consumptive direct use of reef resources provide substantially more economic benefits than consumptive uses

    Microeconomic adaptation to severe climate disturbances on Australian coral reefs

    Coral reefs are increasingly affected by climate-induced disturbances that are magnified by increasing ocean temperatures. Loss of coral reefs strongly affects people whose livelihoods and wellbeing depend on the ecosystem services reefs provide. Yet the effects of coral loss and the capacity of people and businesses to adapt to it are poorly understood, particularly in the private sector. To address this gap, we surveyed about half (57 of 109) of Australian reef tourism operators to understand how they were affected by and responded to severe impacts from bleaching and cyclones. Reef restoration and spatial diversification were the primary responses to severe bleaching impacts, while for cyclone-impacts coping measures and product diversification were more important. Restoration responses were strongly linked to the severity of impacts. Our findings provide empirical support for the importance of response diversity, spatial heterogeneity, and learning for social-ecological resilience

    Transformation in times of climate change: what makes a fisher diversify livelihoods?

    Despite the importance of livelihood diversification as a transformation strategy in small-scale fisheries facing climate change, empirical evidence on this complex phenomenon is scarce. This work aims to shed light on factors that help to explain the transformative behavior of small-scale fishers when faced with climate change impacts. Using primary survey data from 404 small-scale fishers across 9 communities in Galicia, NW Spain, we examined how different aspects of fishers’ adaptive capacities relate to their stated decisions to engage in livelihood diversification when faced with hypothetical climate change scenarios. The results of our multinomial multilevel mixed-effect logit model show that flexibility (current income diversification level and diversity of target fishery resources) has a strong, positive relationship with livelihood diversification responses. In contrast, learning, social organization, and competing concerns played a complex role. Specifically, we found that social-ecological system knowledge, communication with different fishing groups (bridging communication), trust in institutional actors, and gender (female) were positively related to livelihood diversification when faced with climate impacts. Fishing experience, communication within fishing groups (bonding communication), and trust in other fishing groups (bridging trust) were negatively related to diversification. Our results provide new empirical evidence on the factors associated with fisher’s decisions to engage in livelihood diversification when faced with climate impacts on fishery resources, lending critical insight for climate adaptation programs and policies.Axencia Galega de InnovaciónXunta de GaliciaAustralian Research Counci

    Climate adaptation pathways and the role of social-ecological networks in small-scale fisheries

    Climate change is expected to have increasing impacts on marine ecosystems which will threaten the livelihoods and wellbeing of millions of people. Drawing on social-ecological network and sociodemographic data collected via face-to-face interviews with 404 small-scale commercial fishers from 9 Galician communities (Spain), we empirically examine the adaptation pathways that fishers follow when they face hypothetical impacts on their fishery resources and test the role of five social-ecological network structures on fisher’s stated intended responses to such scenarios. Our results show that fishers generally intend to follow a ‘remain—adapt—transform—exit (the fishery)’ pathway when faced with increasing climate impacts. Next, we demonstrate that trust-based bonding ties and ties to informal leaders are associated with a ‘business-as-usual’ strategy. In contrast, communicative bonding ties are associated with adaptive responses, while communicative bridging ties are associated with transformative and exit strategies. Our findings provide key empirical insight that broaden our understanding of the intricate relationship between social networks and adaptive behaviour relevant to social-ecological systems worldwide.Xunta de GaliciaAustralian Research Council | Ref.     Social adaptation can reduce the strength of social–ecological feedbacks from ecosystem degradation

    Feedbacks between people and ecosystems are central to the study of social–ecological systems (SES) but remain poorly understood. It is commonly assumed that changes in ecosystems leading to a reduction in ecosystem services will trigger human responses that seek to restore service provision. Other responses are possible, however, but remain less studied. We evaluated the effect of environmental change, specifically the degradation of coral reefs, on the supply of and demand for a cultural ecosystem service (CES); that is, recreation. We found that declines in coral cover reduced demand for recreational ecosystem services but had no apparent effect on the benefits received from recreation. While this finding seems counter-intuitive given previous experimental data that suggest ecosystem quality affects people's satisfaction, our analysis suggests that social adaptation could have mediated the anticipated negative impact of environmental change on CES benefits. We propose four mechanisms that may explain this effect and that require further research: spatial diversification; (service) substitution; shifting baselines; and time-delayed effects. Our findings emphasize the importance of human culture and perception as influences on human responses to environmental change, and the relevance of the more subjective elements of social systems for understanding social–ecological feedbacks

    Markets and the crowding out of conservation-relevant behavior

    Markets are increasingly being incorporated into many aspects of daily life and are becoming an important part of the conservation solution space. Although market-based solutions to environmental problems can result in improvements to conservation, a body of social science research highlights how markets may also have unforeseen consequences by crowding out or displacing 3 key types of behaviors potentially relevant to conservation, including people's willingness to engage in collective action and civic duty; tolerance for inflicting harm on others (third-party externalities); and desire for equity. Better understanding of the contexts and mechanisms through which this crowding out occurs and whether specific market-based instruments are more prone to different types of crowding out will be crucial to developing novel conservation initiatives that can reduce or prevent crowding out

    Disparities in the impacts of co-management on fishers’ livelihoods

    Natural resources are widely managed through collaborative governance arrangements (e.g., co-management) which often result in the uneven distribution of costs and benefits among fishers. Discrepancies in how a fisher is impacted by co-management relative to other fishers or others in the community (i.e., disparity) can negatively affect fishers’ wellbeing, their support for management, and subsequently, ecological outcomes. Yet, disparities in the distribution of social impacts from co-management have rarely been assessed. We address this gap by examining disparities (losses and gains) in perceived livelihood impacts from co-management. Losses (or gains) occur when a fisher experiences a more negative (or positive) impact on their livelihood relative to other fishers or others in the community. We used data from interviews with 1191 fishers associated with 48 coral reef co-management arrangements across Kenya, Tanzania, Madagascar, Indonesia, and Papua New Guinea to examine how socioeconomic and institutional characteristics were associated with losses and gains from co-management. Overall, we found that more fishers perceived equality than disparities in the distribution of co-management impacts. Of those that perceived disparities, more fishers perceived losses than gains. We also found that disparities could be predicted by a range of socioeconomic characteristics, including distance to markets and wealth, and institutional characteristics of the co-management regime, such as gear, access, and area restrictions. This study provides insights on potential entry points that could be used by managers and policy-makers to promote equitable co-management of small-scale fisheries, such as the reduction of losses by increasing participation in decision-making processes, fostering conflict resolution mechanisms, prioritizing gear restrictions over area restrictions, and reducing poverty

    Big events, little change: Extreme climatic events have no region-wide effect on Great Barrier Reef governance

    Extreme climatic events trigger changes in ecosystems with potential negative impacts for people. These events may provide an opportunity for environmental managers and decision-makers to improve the governance of social-ecological systems, however there is conflicting evidence regarding whether these actors are indeed able to change governance after extreme climatic events. In addition, the majority of research to date has focused on changes in specific policies or organizations after crises. A broader investigation of governance actors’ activities is needed to more fully understand whether or not crises trigger change. Here we demonstrate the use of a social network analysis of management and decision-making forums (e.g. meetings, partnerships) to reveal the effects of an extreme climatic event on governance of the Great Barrier Reef over an eight-year period. To assess potential shifts in action, we examine the topics of forums and the relative participation and influence of diverse governance actors before, during, and after two back-to-back mass coral bleaching events in 2016 and 2017. Our analysis reveals that there is little change in the topics that receive attention, and in the relative participation and influence of different actor groups in the region. Our research demonstrates that network analysis of forums is useful for analyzing whether or not actors’ activities and priorities evolve over time. Our results provide empirical evidence that governance actors struggle to leverage extreme climate events as windows of opportunity and further research is needed to identify alternative opportunities to improve governance

    Untangling the drivers of community cohesion in small-scale fisheries

    Sustainable fisheries require strong management and effective governance. However, small-scale fisheries (SFF) often lack formal institutions, leaving management in the hands of local users in the form of various governance approaches (e.g., local, traditional, or co-management). The effectiveness of these approaches inherently relies upon some level of cohesion among resource users to facilitate agreement on common policies and practices regarding common pool fishery resources. Understanding the factors driving the formation and maintenance of community cohesion in SSF is therefore critical if we are to devise more effective participatory governance approaches and encourage and empower decentralized, localized, and community-based resource management approaches. Here, we adopt a social relational network perspective to propose a suite of hypothesized drivers that lead to the establishment of social ties among fishers that build the foundation for community cohesion. We then draw on detailed data from Jamaica’s small-scale fishery to empirically test these drivers by employing a set of nested exponential random graph models (ERGMs) based on specific structural building blocks (i.e., network configurations) theorized to influence the establishment of social ties. Our results demonstrate that multiple drivers are at play, but that collectively, gear-based homophily, geographic proximity, and leadership play particularly important roles. We discuss the extent to which these drivers help explain previous experiences, as well as their implications for future and sustained collective action in SSF in Jamaica and elsewhere

    Thixotropy in macroscopic suspensions of spheres

    An experimental study of the viscosity of a macroscopic suspension, i.e. a suspension for which Brownian motion can be neglected, under steady shear is presented. The suspension is prepared with a high packing fraction and is density-matched in a Newtonian carrier fluid. The viscosity of the suspension depends on the shear rate and the time of shearing. It is shown for the first time that a macroscopic suspension shows thixotropic viscosity, i.e. shear-thinning with a long relaxation time as a unique function of shear. The relaxation times show a systematic decrease with increasing shear rate. These relaxation times are larger when decreasing the shear rates, compared to those observed after increasing the shear. The time scales involved are about 10000 times larger than the viscous time scale and about 1000 times smaller than the thermodynamic time scale. The structure of the suspension at the outer cylinder of a viscometer is monitored with a camera, showing the formation of a hexagonal structure. The temporal decrease of the viscosity under shear coincides with the formation of this hexagonal pattern
