    COMPETITIVE ADVANTAGE OF LOCAL POTENTIAL-BASED TOURISM DESTINATIONS: EVIDENCE FROM INDONESIA

    ABSTRACT: Tourism is a leading sector of multidimensional development that is the focus of attention of national and regional governments around the world, including Indonesia to enter the New Normal Local Economy (NENOLE) era. One of the strategies of choice in fostering tourist interest in visiting one of the preferred strategies in fostering tourist interest in visiting tourism destinations or tourist attraction objects (TAO) in Indonesia is through the re�realization of the SaptaPesonaTourism (SPT) program. This developmental descriptive study aims to explain the results of the re-actualization of the SPT program as a source of competitive advantage based on local competence in Toraja Indonesia. Data were collected through observation, interviews, focus group discussions, and documentation. The descriptive-qualitative analysis technique used follows the stages of the interactive model, namely data collection, data condensation, data presentation, conclusion drawing/ verification. The results showed that the creation of physical, socio-psychological, and ecological (environmental) situations and conditions in most tourism destinations or TAO actualized the SPT program with high results. Created situations and conditions that provide a sense of security and comfort because the psychological, social, and physical environment is orderly, clean, cool, friendly, and beautiful so that it is memorable for tourists and all interested parties. This reality shows that the preconditions (requirements) that accommodate the development of a core strategy in the form of the embodiment of the elements of SPT and a resource-based strategy approach combined with a market-based strategy approach are appropriate to be used as approaches strategy to increase the competitiveness of tourism destinations based on local competencies owned

    Reframing the Village Fund Program in Revitalizing Tempe Lake as a Tourist Destination

    Abstract The urgency of this research can be seen from its focus on Reframing the Village Fund Program in revitalizing Tempe Lake as an integrated tourism destination. This survey study used an observation sheet (checklist) instrument of 90 respondents representing community empowerment groups, village officials in three “owner” regencies of Tempe Lake. The data were analyzed using the Importance Performance Analysis (IPA) technique with SPSS 21 software. The results of the study found that the purpose of reframing the village funding program strategy to support the revitalization of Tempe Lake as a tourism destination is in line with community expectations regarding the realization of a village funding program based on community empowerment strategies. Therefore, it is necessary to reframe the sustainable tourism development program strategy (5A-Attractions, Accessibility, Amenities, Accommodation, Ancillary Service) based on the community empowerment through the CIPPO (Context, Input, Process, Product, Outcome) method

    Snapshot of Inter-Regional Cooperation for Basic Public Services in the Ajatappareng Area, Indonesia

    Abstract The development of an inter-regional cooperation model in providing basic public services in the Ajatappareng area of South Sulawesi Province, Indonesia, is presumably not as effective as expected. This study aims to describe basic public services (health, education and transportation) and models or patterns of cooperation developed by local governments. This study used a survey�evaluative method. Data were collected using observation, interview and documentation techniques. Data were analyzed using descriptive analysis techniques and shift-share analysis. The result is a fairly effective provision of basic public services in education, health and transportation. The provision of effective education services is seen from the aspects of equal distribution and expansion of access, quality of services provided, internal efficiency and effectiveness of institutional management. Provision of health services is quite successful in terms of public access, equity and justice, public health status, and levels of mortality, morbidity and community nutritional status. The provision of transportation services is quite effective, seen from the provision of infrastructure that can open up regional access to remote areas. There are two models of inter-regional cooperation and coordination that are implemented, namely "service exchange" and "consolidation of service mergers", in addition to the three idealized cooperation models. The three service models that are not optimal in practice are inter-government service contracts, joint service agreements and permanent transfers of inter-regional government services

    Development of Edu-Tourism based for Local Competencies

    Abstract- The development of local competency based on educational tourism is one of the central issues in entering the New Normal era in Indonesia. The problem is that there is no understanding of regional stakeholders regarding the strategic approach to developing local competency based on education tourism because the types of local potential that each region has are varied and different to be created so that added value can be a source of excellence (comparative, competitive) for each region that develops. The research method used is qualitative with a descriptive analytical approach. The results showed that the basic value and strategic value orientation of local competency development based on education tourism through a knowledge-based strategic approach were able to elevate the image of tourism as a leading multidimensional development sector. The knowledge-based strategic approach is understood by local stakeholders and is applied through the knowledge creation process. Therefore, the process of knowledge creation through socialization, externalization, combination and internalization (SECI) at tourism destinations or tourist attraction objects (TAO) is a best practice that needs to be replicated and used as an action orientation for stakeholders in developing areas
