Recognizing Best Practice in Portuguese Higher Education Libraries
The purpose of this paper is to identify best practices in order to improve the quality of services in Portuguese academic libraries. This article describes an ongoing project to assess the performance of library services, resulting from a partnership of six Portuguese higher education libraries. The study has three main steps: (1) selection of criteria to be evaluated and selection of their corresponding performance indicators; (2) data collection and analysis; (3) identification of best practices. The selection of the criteria to be evaluated is based on a mixed model combining the Common Assessment Framework and the Balanced Scorecard. The associated performance indicators are in accordance with International Standards ISO 11620:1998 and ISO 2789:2006
Doctoral Education through the Lenses of the Bologna Process
The agenda of Higher Educational institutions and other organisations reveals a growing concern with the extension and impact of research at the postgraduate level. Doctoral studies are thus acquiring a greater significance and value. The international and European context demonstrates the existence of an increasing number and a greater diversity of research students enrolling in postgraduate studies, particularly in doctoral programmes. Consequently, it is the purpose of this paper to examine doctoral education through the lenses of the Bologna Process. This perspective is chosen particularly due to the importance of Bologna at educational, political, economic, and social levels in Europe but also beyond. In fact, among other discourses, Bologna has been shaping the'trends' relating to doctoral education. Alongside with Bologna Ministerial documents, others from some consultative members (the so-called 'E4 group') are analysed. In the last section, some main challenges to doctoral education are highlighted

Desafios à comunidade ibero-americana de metadados em repositórios digitais para maximização da interoperabilidade
[Excerto] Introdução: Acesso Aberto (AA) significa “acesso em linha permanente, imediato e gratuito
ao texto integral de artigos de investigação por qualquer pessoa em qualquer
ponto da web (HARNAD, 2007). Os repositórios digitais científicos são uma
das formas mais comuns de implementar o AA; constituem o que normalmente
se designa por via verde para o AA. Estes repositórios normalmente incorporam
vários tipos de documentos científicos, mas os mais comuns são os artigos científicos
e as teses e dissertações. A informação sobre estes documentos é armazenada
em registros que se expõem ao exterior como registros de metadados em
formato OAI-DC, que mais não é do que um formato XML criado no âmbito da
Open Archives Initiative (OAI) para veicular metadados utilizando os famosos 15
termos do Dublin Core Metadata Element Set (DCMES) (DUBLIN CORE METADATA
INITIATIVE, 2008). Estes registros podem depois ser coletados por outro software
que obedeça ao protocolo Open Archives Initiative – Protocol for Metadata Harvesting
(OAI-PMH) de modo a serem incorporados em bases de dados que suportam
serviços de valor acrescentado à comunidade científica.
A utilização do formato OAI-DC para os registros de metadados garante interoperabilidade
sintática. Contudo, qualquer breve análise desses registros revela
de forma límpida os problemas que ainda subsistem em termos de qualidade dos
metadados e, por isso, da interoperabilidade semântica. Pretende-se com este documento
de posição apresentar à comunidade Ibero-Americana de metadados em
repositórios digitais as soluções já há vários anos divisadas pelas comunidades
internacionais de metadados e de web semântica. Estas passam pela aplicação rigorosa do quarto nível de interoperabilidade Dublin Core (DC), o que implica o desenvolvimento e a aplicação, em Resource Description Framework (RDF), de perfis de
aplicação de metadados específicos. Desafia-se, assim, a comunidade Ibero-Americana de metadados em repositórios digitais a dar um passo em frente rumo à web semântica e aos Dados Abertos Ligados (DAL)1 a fim de maximizar a interoperabilidade semântica entre os seus repositórios e entre estes e os do resto do mundo.
Este capítulo está dividido em cinco seções. Após esta introdução, apresenta-se um breve contexto sobre o paradigma Linked Data, após o que se disserta brevemente sobre a qualidade dos metadados. Por fim, apresenta-se a proposta a efetuar à comunidade Ibero-Americana de repositórios digitais, apresentando a posição do artigo e terminando com as considerações finais.

Report on the 2nd Ibero-American Conference on Electronic Publishing in the Context of Scholarly Communication (CIPECC 2008)
[Extract] IBICT (the Brazilian Institute for Information in Science and Technology) hosted the second edition of CIPECC, from 17-21 November 2008 in Rio de Janeiro, Brazil. This biennial conference series accepts works and communications both in Portuguese and Spanish.
A full day of pre-conference workshops was held on 17 November. The themes were vast and interesting for almost anyone working in information science, with topics ranging from Digital Preservation (by Miguel Ángel Arellano - Brazil) to the Social Web (by Ewout ter Haar and Everton Alvarenga - Brazil). Mature Students’ Voices on the Ideal and the Reality of Doctoral Supervisors’ Role and Practice
AbstractWith this paper, the author has one main objective: to collate mature students’ perspectives, gathered through an in-depth focus group, on the ideal competences doctoral supervisor should have, while simultaneously highlighting their own experiences regarding their supervisors’ difficulties. The pertinence of this subject is grounded on two main reasons. On the one hand, a hot reality may be verified in different parts of the globe: mature students engaging in research-based PhDs. On the other hand, small research has been addressing the ideal profile doctoral supervisors should have when supervising mature students, and the difficulties they usually demonstrate
