    On the Question of Pedagogical Digital Competence

    Educational institutions develop professional training programs for teachers so they could bring technology into the classroom and take the quality of education to a new level. However, despite the measures being adopted, a number of researchers report unsatisfying results. One of the root causes of this situation seems to be the absence of clear understanding of what the notions of digital competence and pedagogical digital competence are supposed to include. This problem is tightly connected with the problem of creating a framework for the development of digital skills of an instructor. On one hand, there is a demand for universal models that would include a wide range of pedagogical digital skills. There is a demand for universal models, which would include the widest possible range of digital competences of a teacher. Among them there are such existing frameworks as DigiCompEdu, ICT CFT, TETCs, which cover numerous aspects of instructors’ work. Meanwhile, there is the lack of models that would structurize the professional practice of a teacher at the micro level of using a digital instrument. There is a necessity for the framework comprising a limited set of primary basic skills which would be universal enough to be applicable to operating any kind of technology.     Цель данной статьи – описание и обоснование подхода к управлению качеством образовательных программ, разработанного и апробированного в Университете ИТМО начиная с 2019 года. В статье представлены основные индикаторы оценки и результаты апробации данного подхода в университете. Основной единицей качества является образовательная программа. Она имеет продолжительный жизненный цикл и отвечает запросам большинства стейкхолдеров университета. С учетом всех особенностей образовательной программы предлагается комплексный набор показателей для оценки ее качества, что дает возможность объективно управлять ею на основе полученных данных. Для анализа жизненного цикла образовательной программы разработан внутренний рейтинг и представлены примеры рекомендаций по его итогам. Описаны преимущества подхода управления образовательными программами, представлены пути по дальнейшему развитию. Статья может быть интересна руководителям и управленческим командам высших учебных заведений, а также исследователям в области высшего образования.The purpose of this article is to describe and justify the approach to assessing the quality of educational programs that have been developed and tested at ITMO University since 2019. The article presents the main indicators of assessment and the results of testing this approach at the university. The main unit of quality is an educational program, as it has a long-life cycle and meets the needs of most stakeholders of the educational organization. Taking into account all the features of an educational program, the authors propose a comprehensive set of indicators to assess its quality, which makes it possible to objectively manage it data-based. In conclusion, for completing the task of analyzing the life cycle of an educational program, the authors present an internal rating of educational programs, concise examples of recommendations based on its results. The advantages of the approach to managing educational programs are described, and ways for further development are presented. The article may be of interest to the managers and management teams of institutions of higher education, as well as to the researchers in this field

    Peer Learning Project for Teachers

    The paper deals with the issue of the faculty development at ITMO University by means of informal education in the context of implementation of new educational technologies in Russian institutions of higher education. The project team of the University designed and implemented a peer learning project which enables educators to share their experiences with technology and train each other to use new tools, methods, and techniques in their professional practice. The article describes the first results of the ITMO.EXPERT project, provides the analysis of its current state, and proposes measures for improving the efficiency of the project. The special focus in the paper is made on the analysis of such aspects of the ITMO.EXPERT project as the competencies that the participants are supposed to develop; the key characteristics of the target audience of the project that should be taken into consideration when planning improvements; the structure of a single workshop and the structure of the whole project
