    International Law in Crisis: A Qualitative Empirical Contribution to the Compliance Debate

    In the aftermath of the terrorist attacks of September 11, 21, Professors Jack Goldsmith and Eric Posner published The Limits of International Law, a potentially revolutionary book that employs rational choice theory to argue that international law is really just “politics” and does not render a “compliance pull” on State decisionmakers. Critics have pointed out that Goldsmith and Posner’s identification of the role of international law in each of their case studies is largely conjectural, and that what is needed is qualitative empirical data that identifies the international law-based arguments that were actually made and the policy-makers’ responses to such arguments. In an effort to fill this gap, with the support of a Carnegie Corporation grant, the author convened a series of meetings and exchanges with the ten living former State Department Legal Advisers to discuss the influence of international law in the formulation of foreign policy during times of crisis. This Article reviews the scholarly debate about the nature of international legal obligation, presents the results of the Legal Advisers’ meetings, and provides an in depth examination of a modern case study involving the treatment of detainees in the war on terror which highlights the importance of these findings

    Trachoma is a conjunctiva scarring disease, which is the leading infectious cause of blindness worldwide. Yet, the molecular mechanisms underlying progressive fibrosis in trachoma are unknown. To investigate the contribution of local resident fibroblasts to disease progression, we isolated conjunctival fibroblasts from patients with scarring trachoma and matching control individuals, and compared their gene expression profiles and functional properties in vitro. We show that scarring trachoma fibroblasts substantially differ from control counterparts, displaying pro-fibrotic and pro-inflammatory features matched by an altered gene expression profile. This pro-inflammatory signature was exemplified by increased IL-6 expression and secretion, and a stronger response to macrophage-mediated stimulation of contraction. We further demonstrate that scarring trachoma fibroblasts can promote Akt phosphorylation in macrophages in an IL-6 -dependent manner. Overall this work has uncovered a distinctive molecular fingerprint for scarring trachoma fibroblasts, and identified IL-6- as a potential contributor to the chronic conjunctival fibrosis, mediating reciprocal pro-fibrotic/pro-inflammatory interactions between macrophages and fibroblasts

    International audienceThe Au-Ag epithermal mineralization of the Shila Cordillera is dated at about 10.7 Ma (K/Ar on adularia). The vein system is characterized by the association of a major east-west vein and N120-135°E secondary fractures. The strike-slip faults controlling the veins indicate an initial NE-SW to ENE-WSW shortening direction, which is compatible with that generally accepted for this period. These structures were reopened during a second phase and channelized mineralizing fluids, the circulation of which may have began at the end of stage 1.Les minéralisations épithermales à Au-Ag de la Cordillera Shila sont datées à environ 10,7 Ma (K/Ar sur adulaire). Le système de veines est caractérisé par l'association entre une veine principale sensiblement est-ouest et des fractures satellites N120 à N135°E. Les décrochements contrôlant les veines indiquent une direction de raccourcissement initiale NE-SW à ENE-WSW, compatible avec celle généralement admise pour cette période. Dans un deuxième stade, ces structures sont ré-ouvertes pour servir de réceptacle aux fluides minéralisateurs, dont la circulation débute probablement dès la fin du stade 1

    Clinical and molecular epidemiology of hospital Enterococcus faecalis isolates in eastern France

    ObjectiveTo report on the occurrence of Enterococcus faecalis hospital isolates obtained during 1 year in hospitals in the Franche-Comté region of France.MethodsClinical isolates of E. faecalis of different antibiotic susceptibility phenotypes from hospitalized patients were characterized by pulsed-field gel electrophoresis. Patients with positive cultures were investigated by three case-control studies to identify risk factors for colonization/infection.ResultsThe crude incidence of colonization/infection was 2.37%, and 4-day and 7-day colonization rates after admission were 10.0% and 6.36%, respectively. The rates of high-level resistance to kanamycin (HLKR) and to gentamicin (HLGR) were 47.1% and 7.1%, respectively. No isolate was resistant to glycopeptides or produced β-lactamase. The 209 hospital isolates obtained during the study yielded 98 major DNA patterns, of which two were major epidemic patterns including HLKR isolates. No single factor was significantly associated with colonization/infection by HLKR isolates. The length of hospitalization before isolation was associated with colonization by HLGR isolates.ConclusionsThe isolation frequency of E. faecalis strains with acquired resistance to aminoglycoside antibiotics, and the wide dissemination of resistant strains with characteristics that allow them to persist and spread, argue for further large prospective surveys of clinical isolates of E. faecalis in hospitals

    On présente un calcul démonstratif de la propagation de signaux acoustiques basses fréquences sur de grandes distances dans l'atmosphère. Les simulations numériques sont effectuées en résolvant directement les équations d'Euler linéarisées en 2-D. Le solveur est construit à partir de schémas explicites aux différences finies peu dispersifs et peu dissipatifs. Les caractéristiques de l'atmosphère utilisées pour la solution numérique ont été mesurées durant l'expérience « Misty Picture ». Les résultats de calcul sont presentés et interprétés à l'aide d'un tracé de rayons. Ce calcul préliminaire montre qu'il est possible de calculer fidèlement la propagation de signaux basses fréquences sur de grandes distances dans l'atmosphère en résolvant les équations d'Euler linéarisées avec un coût de calcul raisonnable

Specifically, it uses novel data analysis from Sea Around Us to map the global extent of bottom trawling; a synthesis of peer-reviewed literature to elucidate environmental, social, and climate impacts; and insights from more than 40 global experts on what a constructive future might look like that manages or severely. limits the worst impacts of this practice, while also ensuring a just and equitable society and a healthy food system
