    The Sea-viewing Wide Field-of-view Sensor (SeaWiFS) is the follow-on ocean color instrument to the Coastal Zone Color Scanner (CZCS), which ceased operations in 1986, after an eight year mission. SeaWiFS is expected to be launched in August 1993, on the Sea Star satellite, being built by Orbital Sciences Corporation (OSC). The SeaWiFS Project at the NASA/Goddard Space Flight Center (GSFC) has undertaken the responsibility of documenting all aspects of this mission, which is critical to the ocean color and marine science communities. This documentation, entitled the SeaWiFS Technical Report Series, is in the form of NASA Technical Memoranda Number 104566. All reports published are volumes within the series. This volume serves as a reference, or guidebook, to the previous five volumes and consists of four main sections including an index to key words and phrases, a list of all references cited, and lists of acronyms and symbols used. It is our intention to publish a summary index of this type after every five volumes in the series. This will cover the topics published in all previous editions of the indices, that is, each new index will include all of the information contained in the preceding indices

    Methods for detecting and screening cloud contamination from satellite derived visible and infrared data are reviewed in this document. The methods are applicable to past, present, and future polar orbiting satellite radiometers. Such instruments include the Coastal Zone Color Scanner (CZCS), operational from 1978 through 1986; the Advanced Very High Resolution Radiometer (AVHRR); the Sea-viewing Wide Field-of-view Sensor (SeaWiFS), scheduled for launch in August 1993; and the Moderate Resolution Imaging Spectrometer (IMODIS). Constant threshold methods are the least demanding computationally, and often provide adequate results. An improvement to these methods are the least demanding computationally, and often provide adequate results. An improvement to these methods is to determine the thresholds dynamically by adjusting them according to the areal and temporal distributions of the surrounding pixels. Spatial coherence methods set thresholds based on the expected spatial variability of the data. Other statistically derived methods and various combinations of basic methods are also reviewed. The complexity of the methods is ultimately limited by the computing resources. Finally, some criteria for evaluating cloud screening methods are discussed

    The Impacts of the Fukushima Daiichi Nuclear Disaster on Electricity Consumption: An Examination of TEPCO\u27s Daily Load Curve

    This paper analyzes the effects of the Fukushima Daiichi nuclear disaster on Tokyo Electric Power Company’s (TEPCO) electricity load using alternative event study methodology. The data set includes TEPCO’s published hourly loads from January 1, 2008 to December 31, 2011. Four time series regressions are used to analyze the disaster’s effect on TEPCO’s load curve at an hourly and aggregate level. By examining the hourly impacts of the disaster, this paper provides commentary on the effects of the disaster on the daily load curve, finding transition periods to be the time of day that is most targeted for decreases in electricity consumption. The models control for temperature, population, time of day, week, month, and year, holidays, and trends. The results indicate a significant, negative relationship between the disaster and TEPCO’s electricity load. In addition to examining the effects of the disaster on the daily load curve, four event windows are analyzed, ranging from a week after the March 11, 2011 disaster to the end of the data set (December 31, 2011). These event windows are used to capture the short, medium, and long-term effects of the Fukushima Daiichi disaster on electricity load. These event window results combined with an analysis of the annual and disaster trend variables allow for commentary on the timeline for which TEPCO’s loads will reach pre-disaster levels. Additionally, the results provide insight into both the economic and political implications of the Fukushima Daiichi disaster both in Japan and worldwide

    Canadian Perspectives on the Future Enforcement of the Exclusive Economic Zone: A Paper in Diplomacy and the Law of the Sea

    Canada\u27s declaration of a 200 mile Exclusive Economic Zone (EEZ) in the forefront of a rush by coastal states to stake their claims to the resources of the seas and the extension of coastal state jurisdiction was considered by some to be pre-empting the outcome of the Third United Nations Conference on the Law of the Sea, (UNCLOS III). It is certainly contrary to the call of Ambassador Arvid Pardo in 1967 before the General Assembly of the United Nations, seeking the reservation of the sea-bed and its resources beyond the recognized boundaries of state jurisdiction as the common heritage of mankind . However, Canada\u27s claims and extension of jurisdiction are unique in the method of implementation and as a study for modalities of enforcement of the Exclusive Economic Zone. Examination of Canada\u27s unilateral actions shows that they are still in keeping with her policies in the development of a Law of the Sea Treaty in UNCLOS III, but implemented through effective diplomacy as a prelude to unilateral action and an alternative to possible enforcement conflicts. The outcome of a treaty being still conjectural, it is the purpose of this paper to examine Canada\u27s successes and problems in enforcement of the Exclusive Economic Zone as a model for the future of the EEZ in international law in the event of failure of UNCLOS III to develop a final Treaty. 1 From the Canadian approach lessons and conclusions can be drawn showing a smoother path to the resolution of problems which would beset the r6gime of the EEZ were it left to a world community divided by its conflicts and pursued by extremes of unilateral action
