Umsetzung neuer Abfallwirtschaftskonzepte Vermeidung und Recycling von Hausmuell, Bio- und Gewerbeabfaellen

Mit dem Thema ''Umsetzung neuer Abfallwirtschaftskonzepte'' befasst sich diese Tagung mit einem Instrument, das von der Landesregierung 1988 zur Weiterentwicklung und zum Ausbau der kommunalen Abfallwirtschaft eingefuehrt worden ist. In diesen Konzepten habe die Kreise und kreisfreien Staedte die Massnahmen festzulegen, die von ihnen zur Vermeidung und stofflichen Verwertung ergriffen werden koennen und zur Behandlung und Ablagerung verbleibender Siedlungsabfaelle durchzufuehren sind. Dieser Aufgabenkomplex stellt bei der verstaerkten Umsetzung einer oekologischen Abfallwirtschaft einen wesentlichen Schwerpunkt dar; dies neben der prioritaeren Forderung an die Industrie, die Menge und Schaedlichkeit von Abfaellen so weit wie moeglich zu vermindern, indem Produktionsverfahren und Produkte umgestaltet und Ruecknahmesysteme fuer gebrauchte Materialien ausgebaut werden. (orig.)The conference was to discuss an instrument introduced by the land government in 1988 for developing and expanding municipal waste management. According to these waste management concepts, the administrative districts and towns define the measures to be taken for preventing and recycling waste and for processing and disposal of residual municipal waste. This complex of tasks is a key element of an increasingly ecologically orientated waste management concept. Another key element is the requirement on industrial enterprises to reduce the volume and toxicity of waste as far as possible by convesting to new production processes and products and by developing concepts for recycling useful materials. In spite of many attempts concerning waste disposal in rurally-structured districts there is no insight into the use of different logistical systems for separate gathering. For the investigations of transferable fundamentals of planning the MGB-System (conventional), MST-System (Multi-Service-Transport-System) and MEKAM-System (Multi-Chamber-System) were compared. In a continuation of the project the use of the MST-System in the extended Bring-System was analysed. The work schedule included on the one hand inspection on-site (quantity, composition, performance) and on the other hand also surveys to investigate the acceptance by the users. Here special consideration was given to the effect of the structure of the area on the separation behaviour of the users and the recources quality. Comparable investigations based on the extensive description of the results gained were shown.
