    Will Unionism Prosper in Cyber-Space? The Promise of the Internet for Employee Organization

    This paper argues that the low cost of information, communication, and interaction on the Web offers trade unions opportunities to improve services and attract members and thus reinvent themselves for the 21st Century. Analyzing current use of the Internet by unions in the United Kingdom and United States, we develop five hypothesis about the impact of the Internet on unions. 1) the Customized Services hypothesis that unions will individualize services; 2) the Cyber-organizing hypothesis that the Web will ease organization and produce virtual minority unions at many non-union firms; 3) the Cyber-democracy hypothesis that the Web will enhance democracy in unions; 4) the Cyber-dispute hypothesis that the Web will become an important space for industrial disputes; and 5) the New Internationalism hypothesis that the Web will strengthen the international labor community. If unions fail to exploit the opportunities on the Web to gain members, we expect other organizations, Internet recruitment sites, specialized advice centers, and the like, to fill the e-union niche.

    Dynamics of a 1-D model for the emergence of the plasma edge shear flow layer with momentum conserving Reynolds stress

    A one-dimensional version of the second-order transition model based on the sheared flow amplification by Reynolds stress and turbulence supression by shearing is presented. The model discussed in this paper includes a form of the Reynolds stress which explicitly conserves momentum. A linear stability analysis of the critical point is performed. Then, it is shown that the dynamics of weakly unstable states is determined by a reduced equation for the shear flow. In the case in which the flow damping term is diffusive, the stationary solutions are those of the real Ginzburg-Landau equation.Comment: 21 pages, 8 figure

    Theory of the Spatio-Temporal Dynamics of Transport Bifurcations

    The development and time evolution of a transport barrier in a magnetically confined plasma with non-monotonic, nonlinear dependence of the anomalous flux on mean gradients is analyzed. Upon consideration of both the spatial inhomogeneity and the gradient nonlinearity of the transport coefficient, we find that the transition develops as a bifurcation front with radially propagating discontinuity in local gradient. The spatial location of the transport barrier as a function of input flux is calculated. The analysis indicates that for powers slightly above threshold, the barrier location xb(t)∼(Dnt(P−Pc)/Pc)1/2,x_b(t) \sim ( D_n t (P-P_c)/P_c)^{1/2}, where PcP_c is the local transition power threshold and DnD_n is the neoclassical diffusivity . This result suggests a simple explanation of the high disruptivity observed in reversed shear plasmas. The basic conclusions of this theory are insensitive to the details of the local transport model.Comment: 21 page Tex file, 10 postscript file
