    Public Social Welfare System

    The relevance of this study is determined by the fact that the economic welfare of the society depends not only on commercial but also public budget activities. Citizens with different income levels are interested in the stable public social safety net. It is important to understand the nature and efficiency of the public welfare system aimed at protecting social and economic welfare for different categories of citizens. The study uses the benchmark method to understand the key trends. The analytical method of research is used to understand the common problems of the public welfare system. In Russia, the public social safety net has been established in order to protect social and economic welfare of those citizens who are unable to do it themselves. This system includes legal, financial, and organizational components. The laws specify the categories of people who are eligible to receive aid from public authorities. The system provides for welfare payments in cash and social services to citizens. Payments in cash are sourced from budgets of different levels. Social institutions are divided into several groups depending on sources of funding. The pension and health care systems in Vietnam have in common with those in Russia. However, citizens in Vietnam are more involved in funding these systems. The accounting and public contracting system allows social organizations to use public funds in an efficient and targeted manner. There are some problems of funding the social sector in remote areas. These problems can be solved through differential funding

    Gas mixing enhanced by power modulations in atmospheric pressure microwave plasma jet

    Microwave plasma jet operating in atmospheric pressure argon was power modulated by audio frequency sine envelope in the 10^2 W power range. Its effluent was imaged using interference filters and ICCD camera for several different phases of the modulating signal. The combination of this fast imaging with spatially resolved optical emission spectroscopy provides useful insights into the plasmachemical processes involved. Phase-resolved schlieren photography was performed to visualize the gas dynamics. The results show that for higher modulation frequencies the plasma chemistry is strongly influenced by formation of transient flow perturbation resembling a vortex during each period. The perturbation formation and speed are strongly influenced by the frequency and power variations while they depend only weakly on the working gas flow rate. From application point of view, the perturbation presence significantly broadened lateral distribution of active species, effectively increasing cross-sectional area suitable for applications

    Plug&Play Fiber‐Coupled 73 kHz Single‐Photon Source Operating in the Telecom O‐Band

    A user‐friendly, fiber‐coupled, single‐photon source operating at telecom wavelengths is a key component of photonic quantum networks providing long‐haul, ultra‐secure data exchange. To take full advantage of quantum‐mechanical data protection and to maximize the transmission rate and distance, a true quantum source providing single photons on demand is highly desirable. This great challenge is tackled by developing a ready‐to‐use semiconductor quantum‐dot‐based device that launches single photons at a wavelength of 1.3 µm directly into a single‐mode optical fiber. In the proposed approach, the quantum dot is deterministically integrated into a nanophotonic structure to ensure efficient on‐chip coupling into a fiber. The whole arrangement is integrated into a 19ʺ compatible housing to enable stand‐alone operation by cooling via a compact Stirling cryocooler.
