Identités en transition : de la Tchéco-Slovaquie à la Slovaquie

Cette étude analyse la période qui aura précédé la dissolution de la Tchécoslovaquie et offre plusieurs explications complémentaires du divorce de velours tchécoslovaque. On y discute des défis auxquels fait face une Slovaquie indépendante, tout en faisant le point sur le développement économique, les orientations dans le domaine des affaires étrangères et la cristallisation du paysage politique qui est le sien. L’étude analyse enfin les élections parlementaires de 1994, ainsi que leur impact sur l’état de la démocratie et la notion d’état de droit dans ce pays.This essay analyzes the period that preceded the dissolution of Czechoslovakia and offers several complementary explanations of the velvet divorce between the Czech and Slovak republics. Challenges facing an independent Slovakia are analyzed, and a discussion of its economic development, its positions within the realm of foreign affairs, and the crystallisation of the political landscape is also included. Finally, an examination of the 1994 parliamentary elections, with particular attention to their impact on the state of democracy and the state under the rule of law within this country, concludes the paper

Active Citizenship and the Nongovernmental Sector in Slovakia : Trends and Perspectives

This study was written by experts from the Institute for Public Affairs (IVO) and the Center for Philanthropy (CpF). Ekonomická reforma ve vztahu ke znovuvytváření politiky

International audienceU tohoto kulatého stolu 9. června 1992 bylo stanoveno za cíl zhodnotit ekonomické reformy a změny v politice probíhající v Československu od počátku desetiletí. J. Rupnik (CERI / FNSP) klade otázku adaptace západního demokratického modelu v postkomunistickém kontextu. Za tímto účelem analyzuje přechod k politickému pluralismu a k následnému roztříštění, který probíhal zároveň s přechodem k tržnímu hospodářství a k hospodářské kultuře privatizace. M. Novák (Univerzita Karlova) uvažuje o roli ekonomické reformy ve vzniku politických stran za použití příkladu Občanského fóra. J. Kabele (Univerzita Karlova) se zajímá o politické aktéry, a zejména o novou formu konfrontace mezi pravicí a levicí ve formě ideálních typů (opozice demokraté/nedemokraté nebo hierarchie levice/střed/pravice). Z. Bútorová (Univerzita Komenského) zkoumá červnové volby roku 1992 ze slovenského úhlu pohledu a předjímá silnou politickou destabilizaci na Slovensku, která s sebou ponese vážné ekonomické problémy a „morální chaos“. J. Patočka (ČSAV) se zajímá o postoj místních elit k transformaci, zejména pak k otázkám rekonverze a různých adaptačních procesů

International audienceCette table-ronde du 9 juin 1992 avait pour objectif de faire le point sur les réformes économiques et recompositions politiques à l’œuvre en Tchécoslovaquie depuis le début de la décennie. J. Rupnik (CERI / FNSP) pose la question de l’adaptation d’un modèle démocratique occidental dans un contexte post-communiste, en analysant le passage au pluralisme, puis au fractionnement politique parallèlement au passage à l’économie de marché et la culture économique de privatisation. M. Novák (Université Charles) s’interroge sur le rôle de la réforme économique dans l’émergence des partis politiques avec l’exemple du Forum civique. J. Kabele (Université Charles) s’intéresse aux acteurs politiques et notamment à la nouvelle forme de confrontation entre droite et gauche sous forme d’idéaux-types (l’opposition démocrates / non démocrates ou bien la hiérarchie gauche / centre / droite). Z. Bútorová (Université Komensky) discute les élections de juin 1992 du point de vue de la Slovaquie, et anticipe une forte déstabilisation politique en Slovaquie, accompagnée d’importants problèmes économiques et d’un « chaos moral ». J. Patočka (ČSAV) s’intéresse à l’attitude des élites locales face à la transition, notamment les questions de reconversion et les différents processus d’adaptation
