A ECONOMIA POLÍTICA DA REINDUSTRIALIZAÇÃO SUSTENTÁVEL NO BRASIL: DIRECIONAMENTOS NECESSÁRIOS PARA UM DESENVOLVIMENTISMO AMBIENTAL

This article has the main goal to present the main directions for the implementation of sustainable re-industrialization in Brazil, seeking a convergence to what can be termed environmental development, combining the need for development and industrialization with the issue of environmental sustainability. Therefore it is first a brief overview of the discussion of deindustrialization in Brazil today, without, however, taking advantage of the existence of this phenomenon and even which type would be the same. Then we present the main focus of the study is to propose a new way of considering the environmental sustainability as a strategy for insertion of the Brazilian economy in international competition. To this end, three key questions are: institutional arrangements, the effective role of the state and business strategy. Such questions should be designed to promote the Plano Nacional de Desenvolvimento Sustentável, involving monetary, fiscal, exchange and environmental policies for the same purpose.O presente artigo tem por principal objetivo apresentar os principais direcionamentos para a implantação da reindustrialização sustentável no Brasil, buscando uma convergência para o que se pode denominar de desenvolvimentismo ambiental, ou seja, aliar necessidade de desenvolvimento e industrialização com a questão da sustentabilidade ambiental. Para tanto se faz inicialmente uma breve abordagem da discussão sobre desindustrialização no Brasil sem, no entanto, tomar partido sobre a existência desse fenômeno e nem mesmo de que tipo ele seria. Em seguida apresenta-se o foco maior do estudo que é propor uma nova forma de considerar a sustentabilidade ambiental como estratégia de inserção da economia brasileira na concorrência internacional. Para tanto, três questões são chaves: os arranjos institucionais, o papel efetivo do Estado e a estratégia empresarial. Tais questões devem ser planejadas para promover o Plano Nacional de Desenvolvimento Sustentável, envolvendo as políticas monetária, fiscal, cambial e ambiental para um mesmo fim
