    What is Just War? What is Just Intervention? This paper examines the evolution of the criteria for Just War from its origins in the early Christian church to the twenty-first century. The end of the Cold War era has expanded the discussion to include grounds for intervention. Indeed, in the 1990s, a number of multilateral interventions took place on humanitarian grounds. But the debate is ongoing about whether the criteria applied in the Just War theory — proper authority, just cause, and right intent — remain valid in an era of Just Intervention. The author examines as case studies some multilateral interventions and the lessons learned from them as we seek to develop the framework of international law to address the evolving theory and current practice of Just Intervention.     La Chasse: The legacy of hunting calls in French compositions for solo horn and piano

    The horn originates from the hunting fields of Europe and shares a particularly strong relationship with the country of France. During the fourteenth century, the hunt was a form of recreation in which the royalty and nobility of France passionately engaged. This patronage of the nobility led to the writing of many hunting treatises that contain hunting calls, the first music written for horn. For hundreds of years, French composers have written compositions for solo horn and piano and continually include hunting calls, or passages in the style of hunting calls, into their works. Through continual reference and inclusion of hunting calls in their works, French composers have created a lineage of horn music that can trace its roots to the hunt. As such, a deeper and more impactful interpretation of these works can be achieved through studying the history of the horn, the European hunting tradition, and the music of the hunt. This thesis delineates the inseparable relationship that the horn has with the European hunt, with a particular focus on France. Specific attention will be given to the origins of hunting calls and the treatises in which they are annotated. This thesis traces the legacy of hunting calls within the French compositions for solo horn and piano. The works Fantaisie pour Piano et Cor by Frédéric Duvernoy, Villanelle by Paul Dukas, La Chasse de Saint Hubert by Henri Büsser, En Forêt by Eugène Bozza, and Variations sur une Chanson Française by Marcel Bitsch constitute a representation of this lineage and will be analyzed through the lens of the hunting call legacy

    The Link Between Poverty and Violent Conflict

    The threat to the international system from the many forms of violent conflict, terrorism being the most prominent among them, is greater today than it was at the end of the twentieth century. This escalation of global conflict has been attributed to the breakup of the Soviet State, increasing ethnic tensions, weak governance at both the nation-state and international levels, and the rise of religious extremism. Each of these factors contributes to instability and the social tensions that lead to violence. It will be posited here that there is also a significant link between poverty and violent conflict, one that has been largely underestimated by national security analysts. I will argue that a strong correlation exists between conditions of underdevelopment and the various forms of conflict. This suggests that the failure to recognize the link between security and development has reduced the effectiveness of the more traditional methods of preventing or mitigating conflict, that is, the use of military force, diplomacy, intelligence sharing, and international law. Finally, I will discuss new development interventions and improved coordination and policy coherence measures to confront directly the conditions that produce violent conflict

    In the two-Higgs doublet extension of the standard model, flavor-changing neutral couplings arise naturally. In the lepton sector, the largest such coupling is expected to be $\mu-\tau-\phi#. We consider the effects of this coupling on the anomalous magnetic moment of the muon. The resulting bound on the coupling, unlike previous bounds, is independent of the value of other unknown couplings. It will be significantly improved by the upcoming E821 experiment at Brookhaven National Lab.Comment: 7 pages Latex, 2 figure
