Has the credit default swap market lowered the cost of corporate debt?
There have been widespread claims that credit derivatives such as the credit default swap (CDS) have lowered the cost of firms’ debt financing by creating for investors new hedging opportunities and information. However, these instruments also give banks an opaque means to sever links to their borrowers, thus reducing lender incentives to screen and monitor. In this paper, we evaluate the effect that the onset of CDS trading has on the spreads that underlying firms pay at issue when they seek funding in the corporate bond and syndicated loan markets. Employing matched-sample methods, we find no evidence that the onset of CDS trading affects the cost of debt financing for the average borrower. However, we do find economically significant adverse effects to risky and informationally-opaque firms. It appears that the onset of CDS trading reduces the effectiveness of the lead bank’s retained share in resolving any asymmetric information problems that exist between a lead bank and non-lead participants in a loan syndicate. On the plus side, we do find that CDS trading has a small positive effect on spreads at issue for transparent and safe firms, in which the lead bank’s share is much less important. Moreover, we document that the benefit of CDS trading on spreads increases once the market becomes sufficiently liquid. In sum, while CDS trading has contributed to the completeness of markets, it has also created new problems by reducing the effectiveness of lead banks’ loan shares as a monitoring device—thus creating a need for regulatory intervention

Strategies for effective dissemination of research to United States policymakers: A systematic review
BACKGROUND: Research has the potential to influence US social policy; however, existing research in this area lacks a coherent message. The Model for Dissemination of Research provides a framework through which to synthesize lessons learned from research to date on the process of translating research to US policymakers.
METHODS: The peer-reviewed and grey literature was systematically reviewed to understand common strategies for disseminating social policy research to policymakers in the United States. We searched Academic Search Premier, PolicyFile, SocINDEX, Social Work Abstracts, and Web of Science from January 1980 through December 2019. Articles were independently reviewed and thematically analyzed by two investigators and organized using the Model for Dissemination of Research.
RESULTS: The search resulted in 5225 titles and abstracts for inclusion consideration. 303 full-text articles were reviewed with 27 meeting inclusion criteria. Common sources of research dissemination included government, academic researchers, the peer reviewed literature, and independent organizations. The most frequently disseminated research topics were health-related, and legislators and executive branch administrators were the most common target audience. Print materials and personal communication were the most common channels for disseminating research to policymakers. There was variation in dissemination channels by level of government (e.g., a more formal legislative process at the federal level compared with other levesl). Findings from this work suggest that dissemination is most effective when it starts early, galvanizes support, uses champions and brokers, considers contextual factors, is timely, relevant, and accessible, and knows the players and process.
CONCLUSIONS: Effective dissemination of research to US policymakers exists; yet, rigorous quantitative evaluation is rare. A number of cross-cutting strategies appear to enhance the translation of research evidence into policy.

Hydrocarbon polymeric binder for advanced solid propellant
Various experimental factors were examined to determine the source of difficulty in an isoprene polymerization in the 5-gallon reactor which gave a non-uniform product of low functionality. It was concluded that process improvements relating to initiator and monomer purity were desirable, but that the main difficulty was in the initiator feed system. A new pumping system was installed and an analog simulation of the reactor, feed system and initiator decomposition kinetics was devised which permits the selection of initial initiator concentrations and feed rates to use to give a nearly uniform initiator concentration throughout a polymerization run. An isoprene polymerization was run in which the process improvements were implemented
How universal is the fractional-quantum-Hall edge Luttinger liquid?
This article reports on our microscopic investigations of the edge of the
fractional quantum Hall state at filling factor . We show that the
interaction dependence of the wave function is well described in an
approximation that includes mixing with higher composite-fermion Landau levels
in the lowest order. We then proceed to calculate the equal time edge Green
function, which provides evidence that the Luttinger exponent characterizing
the decay of the Green function at long distances is interaction dependent. The
relevance of this result to tunneling experiments is discussed.Comment: 5 page
