    In late 2007, and in the face of a high imprisonment rate and unmitigated growth in the prison population over the past decade, Scotland’s Cabinet Secretary for Justice launched an independent commission to consider the use of imprisonment in Scotland and to raise the public profile of this issue. The Scottish Prisons Commission was Chaired by former Scottish First Minister, the Rt. Hon. Henry McLeish, and comprised a mixed group of criminal justice and civic leaders.     Blending single beam RoxAnn and multi-beam swathe QTC hydro-acoustic discrimination techniques for the Stonehaven area, Scotland, UK

    Surface properties of the seabed in a 180 km2 area of coastal waters (14-57 m depth) off northeast Scotland were mapped by hydro-acoustic discrimination using single and multi-beam echosounders linked to signal processing systems (RoxAnn for the single beam, and Questor Tangent Corporation (QTC) Multiview for the multibeam). Subsequently, two ground truthing surveys were carried out, using grab and TV sampling. The RoxAnn and QTC-Multiview outputs showed strong similarity in their classifications of seabed types. Classifications generated by QTC-Multiview were used to supervise those based on seabed roughness and hardness indices produced by the RoxAnn system and thereby develop a ‘blended’ map based on both systems. The resulting hydro-acoustic classes agreed well with a cluster analysis of data on sediment grain sizes from the grab sampling, and indicated that the area could be described by distinct regions of surface texture and surficial sediments ranging from muddy sand to boulders and rock

    Consumers and businesses have attempted to use the common law of torts as well as federal statutes like the Computer Fraud and Abuse Act, the Stored Wire and Electronic Communications and Transactional Records Act, and the Wiretap Act to address the expanding problem of spyware. Spyware, which consists of software applications inserted into another\u27s computer to report a user\u27s activity to an outsider, is as innocuous as tracking purchases or as sinister as stealing trade secrets or an individual\u27s identity. Existing law does not address spyware adequately because authorization language, buried in click-through boilerplate, renders much of current law useless. Congress must act to make spyware companies disclose their intentions with conspicuous and clearly-stated warnings

    The implications of precise timekeeping of Doppler gravitational wave observations

    Gravitational radiation from galactic and extragalactic astrophysical sources will induce spatial strains in the solar system, strains which can be measured directly by the Doppler radio link to distant spacecraft. Current noise sources in Pioneer and Voyager Doppler data are delineated and a comparison is made with expected signal levels from gravitational wave sources. The main conclusion is that it is possible to detect gravitational radiation with current DSN hydrogen maser systems stable in fractional frequency + or - 2 x 10 to the minus 14th power over 1000 sec. In the future, however, a serious Doppler observational program in gravitational wave astronomy will require frequency systems stable to at least 10 to the minus 16th power, but at the same time the current single frequency S-band uplink transmission will have to be replaced by a dual frequency capability

    SyZyGy: A Straight Interferometric Spacecraft System for Gravity Wave Observations

    We apply TDI, unfolding the general triangular configuration, to the special case of a linear array of three spacecraft. We show that such an array ("SyZyGy") has, compared with an equilateral triangle GW detector of the same scale, degraded (but non-zero) sensitivity at low-frequencies (f<<c/(arrany size)) but similar peak and high-frequency sensitivities to GWs. Sensitivity curves are presented for SyZyGys having various arm-lengths. A number of technical simplifications result from the linear configuration. These include only one faceted (e.g., cubical) proof mass per spacecraft, intra-spacecraft laser metrology needed only at the central spacecraft, placement in a single appropriate orbit can reduce Doppler drifts so that no laser beam modulation is required for ultra-stable oscillator noise calibration, and little or no time-dependent articulation of the telescopes to maintain pointing. Because SyZyGy's sensitivity falls off more sharply at low frequency than that of an equilateral triangular array, it may be more useful for GW observations in the band between those of ground-based interferometers (10-2000 Hz) and LISA (.1 mHz-.1 Hz). A SyZyGy with ~1 light- second scale could, for the same instrumental assumptions as LISA, make obseervations in this intermediate frequency GW band with 5 sigma sensitivity to sinusoidal waves of ~2.5 x 10^-23 in a year's integration.Comment: 13 pages, 6 figures; typos corrected, figure modified, references adde

    Conodont biostratigraphy of the Crawford Group, Southern Uplands, Scotland

    Extensive new conodont collections from the Crawford Group, the oldest succession in the Southern Uplands of Scotland, support the previously documented biostratigraphical ages for the included formations. The Raven Gill Formation is lower Whitlandian, Arenig (comparable in age to the Dounans Limestone in the Highland Border Complex) and the Kirkton Formation is latest Llandeilian-Aurelucian, Llanvirn to Caradoc in age. It is concluded that there is a significant stratigraphical gap within the Crawford Group. The restricted and probably fault-bounded nature of the Raven Gill outcrops suggests that these may represent olistoliths within a mĂ©lange of Llandeilian-Aurelucian age. The chert-bearing succession of the Northern Belt of the Southern Uplands thus represents the juxtaposed sedimentary records of two entirely separate basins – the oldest pre-dates the Grampian assembly of the Laurentian margin, and the younger, the Northern Belt Basin sensu stricto, entirely post-dates this event

    Modeling of Euclidean braided fiber architectures to optimize composite properties

    Three-dimensional braided fiber reinforcements are a very effective toughening mechanism for composite materials. The integral yarn path inherent to this fiber architecture allows for effective multidirectional dispersion of strain energy and negates delamination problems. In this paper a geometric model of Euclidean braid fiber architectures is presented. This information is used to determine the degree of geometric isotropy in the braids. This information, when combined with candidate material properties, can be used to quickly generate an estimate of the available load-carrying capacity of Euclidean braids at any arbitrary angle
