    The ResourcePlan—An Instrument for Resource-Efficient Development of Urban Neighborhoods

    In Germany, the current sectoral urban planning often leads to inefficient use of resources, partly because municipalities lack integrated planning instruments and argumentation strength toward politics, investors, or citizens. The paper develops the ResourcePlan as (i) legal and (ii) a planning instrument to support the efficient use of resources in urban neighborhoods. The integrative, multi-methodological approach addresses the use of natural resources in the building and infrastructural sectors of (i) water (storm- and wastewater) management, (ii) construction and maintenance of buildings and infrastructure, (iii) urban energy system planning, and (iv) land-use planning. First, the development as legal instrument is carried out, providing (i) premises for integrating resource protection at all legal levels and (ii) options for implementing the ResourcePlan within German municipal structures. Second, the evaluation framework for resource efficiency of the urban neighborhoods is set up for usage as a planning instrument. The framework provides a two-stage process that runs through the phases of setting up and implementing the ResourcePlan. (Eco)system services are evaluated as well as life cycle assessment and economic aspects. As a legal instrument, the ResourcePlan integrates resource protection into municipal planning and decision-making processes.     Cities account for 70% of carbon emissions and are therefore a vital driver for climate change. Thus, a city’s main contributing sectors need to be identified. Territorial-based footprints focus on the final energy consumption, which is derived from the stationary and transport sectors. The consumption-based approach is based on consumption data, which are converted into carbon emissions using an input–output model. If the consumption-based approach is applied to an urban district not only emissions in the investigated area are considered, but also those that occur along the supply chain of consumed products in the urban district. The goal of this study was to apply and evaluate two different approaches to calculate an urban district’s carbon footprint to support climate protection management at the local government level. To achieve this goal, these two different approaches were applied to calculate the carbon emissions of the urban district Wedding in Berlin and were compared regarding criteria such as data availability and relevance. The footprints resulted in 400,947 t CO2-eq. for the territorial approach and in 401,371 t CO2-eq. per year for the consumption-based approach, which resulted in 4.61 t CO2-eq and 4.62 t CO2-eq per capita and year, respectively. Methodologically, the two approaches differ significantly, but the total results showed a difference of only 0.1%. Thus, this study cannot verify that the consumption-based approach mostly leads to higher emissions per capita in the Global North. This could be due to lower purchasing power and a higher share of multiple-person households in the relatively poor urban district of Wedding, Berlin.     Comparison of Different Monetization Methods in LCA: A Review

    Different LCA methods based on monetization of environmental impacts are available. Therefore, relevant monetization methods, namely Ecovalue12, Stepwise2006, LIME3, Ecotax, EVR, EPS, the Environmental Prices Handbook, Trucost and the MMG-Method were compared quantitatively and qualitatively, yielding results for 18 impact categories. Monetary factors for the same impact category range mostly between two orders of magnitude for the assessed methods, with some exceptions (e.g., mineral resources with five orders of magnitude). Among the qualitative criteria, per capita income, and thus the geographical reference, has the biggest influence on the obtained monetary factors. When the monetization methods were applied to the domestic yearly environmental damages of an average EU citizen, their monetary values ranged between 7941.13 €/capita (Ecotax) and 224.06 €/capita (LIME3). The prioritization of impact categories varies: Stepwise and Ecovalue assign over 50% of the per capita damages to climate change, while EPS and LIME3 assign around 50% to mineral and fossil resource use. Choices regarding the geographical reference, the Areas of Protection included, cost perspectives and the approach to discounting strongly affect the magnitude of the monetary factors.     Integrated Life Cycle Assessment (LCA) of Power and Heat Supply for a Neighborhood: A Case Study of Herne, Germany

    (1) The use of renewable energy for power and heat supply is one of the strategies to reduce greenhouse gas emissions. As only 14% of German households are supplied with renewable energy, a shift is necessary. This shift should be realized with the lowest possible environmental impact. This paper assesses the environmental impacts of changes in energy generation and distribution, by integrating the life cycle assessment (LCA) method into energy system models (ESM). (2) The integrated LCA is applied to a case study of the German neighborhood of Herne, (i) to optimize the energy supply, considering different technologies, and (ii) to determine the environmental impacts of the base case (status quo), a cost-optimized scenario, and a CO2-optimized scenario. (3) The use of gas boilers in the base case is substituted with CHPs, surface water heat pumps and PV-systems in the CO2-optimized scenario, and five ground-coupled heat pumps and PV-systems for the cost-optimized scenario. This technology shift led to a reduction in greenhouse gas emissions of almost 40% in the cost-optimized, and more than 50% in the CO2-optimized, scenario. However, technology shifts, e.g., due to oversized battery storage, risk higher impacts in other categories, such as terrestrial eco toxicity, by around 22%. Thus, it can be recommended to use smaller battery storage systems. (4) By combining ESM and LCA, additional environmental impacts beyond GHG emissions can be quantified, and therefore trade-offs between environmental impacts can be identified. Furthermore, only applying ESM leads to an underestimation of greenhouse gas emissions of around 10%. However, combining ESM and LCA required significant effort and is not yet possible using an integrated software

    Parkinsonism and AIDS: a clinical comparative study before and after HAART

    In 2002, after analyzing 28 HIV-positive patients with movement disorders we emphasized the decreasing not only of Parkinsonism but also of other involuntary movements in HIV patients in the last few years. The objective of this study is to compare the clinical results between HIV-positive patients with Parkinsonism before and after HAART. In 14 years (1986-1999) 2,460 HIV-positive patients were seen in our Hospital 14 (0.6%) of which presented with Parkinsonism. Eight years after (2000-2007) 970 HIV positive patients were seen and only two (0.2%) had Parkinsonism. We conclude that after the introduction of HAART there was an evident decrease in AIDS-related Parkinsonism.<br>No ano de 2002, após analisarmos 28 pacientes HIV-positivos que apresentavam distúrbios do movimento, enfatizamos o declínio, não só do parkinsonismo, como também de outros movimentos involuntários em pacientes infectados pelo HIV nos últimos anos. O objetivo deste estudo é comparar os resultados clínicos entre pacientes HIV-positivos com parkinsonismo antes e depois da introdução do esquema HAART. Em 14 anos (1986-1999), 2.460 pacientes HIV-positivos foram avaliados em nosso Hospital dos quais 14 (0,6%) apresentaram parkinsonismo. Nos oito anos seguintes (2000-2007), 970 pacientes HIV-positivos foram avaliados e somente dois (0,2%) tinham parkinsonismo. Concluímos que após a introdução do esquema HAART houve evidente declínio do parkinsonismo secundário à AIDS
