    Growing Leaders: Public Policies Process in the Romanian Energy Sector along the Last Years

    The paper contains the results of a special analysis developed by the authors in order to demonstrate how the public policy process in Romania evolved from the ethical perspective. The first part presents the main changes in the Romanian legal framework during the last four years and the key initiatives of the Romanian Government through General Secretariat of the Government and the Parliament related with these. The second part is about the implementation, in especially how the public policy process has been developed in our public sector with the main accent on the ethical dimension of it. The authors set up the main questions about the ethical dimension of the public policy process and received the data for our interpretations. Based on these, the authors identified the positive and negative aspects of the public policy process, the main reasons and their consequences. The last part of the paper contains key recommendations proposed by the authors for increasing the ethical dimension of the public policy process in the Romanian public sector, based on the best practices identified in other developed countries.

    The paper is based on a special research started few years ago. The main objective of this research is to contribute to the innovation of the public management from the Romanian local public administration based on the best practices from the developed European public administration and not only. Our research team set up a new public management model supported by the informational technologies and communications. The research started with a very special diagnosis of the public organizations from the Romanian local public administration and intends to demonstrate that there is an alternative for transforming our Romanian public administration in a more transparent and more effective one. The key component of this model is the public management component, but this is supported by other two components: informatic and communication. The model is defined for each managerial level: top public management, middle public management and low public management level.     Motivation of the Human Resources for a Sustainable Organizational Development

    This paper addresses the issue of human resources motivation which is considered one of the most important ways for a sustainable organizational development. The author was conducted a special research on the issue and the main findings are presented and analyzed in the content of this paper. The objective of the research was to identify new possibilities for increasing the degree of human resources motivation for supporting a more sustainable organizational development. Based on ideas from critical realism and critical theory, the paper argues against the limitative approach of motivation of the human resource in the 21st century. The research has made it possible to identify the most relevant behavioral dimension of human resources motivation process.     The paper contains the results of a special research developed by the author on the organizational behavior in some multinational companies with branches in Romania. This research is confirming the fact that the organizational behavior is very much influenced by the core organizational values and is answering to the questions about how people, individuals, and groups act in organizations and why. The research demonstrated how the core values of an organization are influencing the organizational behavior of the human resources from different organizational levels.     The paper contains the results of an interesting research done by the author in some multinational companies which have branches in Romania, mainly in Bucharest, Arad and Timisoara. The objective of the research paper was to find out some particular aspects of the corporate management taking into account some key variables like: corporate values, leadership style, strategic perspectives and communication. In order to do this research we have developed a special survey based on a questioner. The survey shown us how all these above mentioned variables are influencing the corporate management and how important is each of them within the management process. The results of these surveys gave us the possibility to find out the way in which corporate management is influencing and is influenced by the variables considered.     TRANSPARENCY OF THE ROMANIAN LOCAL PUBLIC ADMINISTRATION

    This paper addresses a broader issue related to transparency of decision-making and implementation of legislation in terms of public satisfaction in local government activity in some sectors from Bucharest. One of the most important objective of this paper is to see how much the public opinions are taken into account along the decision making process developed by the local public administration from Bucharest. Through the current research were primarily aimed to determine the degree of transparency in local government decision in Bucharest, on the example of a district mayors and barriers along the decision making process and how is working the communication process between local government and citizens. The first part of the paper provides information about the legislation about the transparency of the decision-making and access of the citizens to public information in the Romanian local public administration. The second part describes the hypotheses and research objectives. The third part contains information about the structure of the sample, followed by presentation of data obtained from the centralization of the questionnaire responses, which were processed and analyzed.     Civil Servants Motivation and Work Performance in Romanian Public Institutions

    AbstractIn times of globalisation and continuous change, public institutions face the challenge of satisfying populationā€™ requirements having reduced resources at their disposal. In such a context, in order to be able to provide qualitative public services to the citizens, public institutions need to focus on the only resource that can help an organisation flourish and successfully achieve their mission - the human capital. However, building and maintaining a capable and competitive workforce has proved to be an important challenge for public organisations. Romanian public institutions deal with high levels of employee fluctuation as large numbers of civil servants are leaving the public sector for better paid jobs in private companies.The objective of our research is to provide a comprehensive up-to-date analysis regarding the factors that motivate Romanian civil servants to efficiently and effectively perform their duties. The data analysed in our paper has been collected through a survey conducted between the 1st of July and the 31st of August 2013 in several Romanian public institutions. The questionnaire designed for this stage of our research contained six identification questions and ten items to be rated on a scale from 1 to 9 regarding the factors that influence civil servantsā€™ work performance. 120 civil servants filled in our questionnaire. The data has been analysed and processed using Statistical Package for the Social Sciences (SPSS). We were interested to identify statistically significant associations among our research variables, and tested the existence of an association between control variables and dependent variables. The results of our research show that civil servantsā€™ workplace motivation is influenced by factors mainly related to day to day activity such as superior's leadership style, the content of the performed activity or the level of independence they enjoy in performing their attributions and to a lesser extent by factors related to professional development such as participating to professional training activities or career development opportunities. In conclusion, we can state that the persons who choose to work in Romanian public institutions are mainly driven by motivating factors such as work environment and conditions or the content of the activity performed.Our paper brings into academic discussion the situation of human capital in Romanian public institutions where increased attention needs to be paid to creating a motivational and challenging work environment, to encouraging professional development and performance in order to be able to attain strategic objectives and improved institutional results

    Public Administration Digitalization and Government Effectiveness in EU Countries

    Purpose: This study continues the series of previous research carried out by the authors on the digital transformation in EU countries. It aims to identify and analyse the progress made by EU administrations in terms of digitization and effective governance in the period 2019ā€“2021. Design/methodology/approach: Based on selected variables from Eurostat and the World Bank databases, the article provides insights into the dynamic changes that occurred in the EU in the period under consideration. The research employs Principal Component Analysis (PCA) and K-means clustering as the primary research methods to analyse the variations and correlations among 10 numerical variables selected from Eurostat and World Bank databases.  Findings and Practical Implications: The results obtained through PCA show the impact of digitalization on government effectiveness. A comprehensive analysis of government effectiveness has been conducted using PCA, which reveals that the first two principal components account for 77.05% of the initial variance. A K-means clustering with four clusters reveals that the most significant and noteworthy increase in digitalization and government effectiveness in the EU is achieved by the Nordic countries, which exhibit high levels of digitalization and government efficiency. Originality: In this ranking, clusters 2 and 3 comprise well-developed countries with a positive relation between governmental digitalization and efficiency, while cluster 4 consists of emerging countries where the correlation between digitization and governmental efficiency is low or very low, which is primarily attributed to the limited degree of digitization within government institutions

    The Impact of Digitalization on Public Administration, Economic Development, and Well-Being in the EU Countries

    Purpose: Digitalization has been the driving change in creating jobs and increasing economic growth in recent years. However, the digitalization of countries and sectors is uneven. The paper focuses on various factors that have an impact on the economic development and well-being in EU countries. Its purpose is to show the evolution of EU countries in terms of digital transformation and how other indicators, such as e-government, human development index, labour productivity, and economic growth influenced the well-being in EU countries in 2019ā€“2021.Design/methodology/approach: The dataset consists of 15 numerical indicators extracted from Eurostat and World Bank databases. We apply principal component analysis and cluster analysis.Findings and Practical Implications: The main research results show that the first dimension ā€“ named the impact of innovation on well-being ā€“ is dominated by e-government, the percentage of ICT specialists in total, internet use by individuals, the Human Development Index, the Digitalization Index, the Happiness Indicator, human capital, and the integration of digital technology. The second dimension is characterized by government expenses and productivity. Finally, the third dimension is dominated by the GDP growth rate. 77.67% of the total variance is explained by the first three principal components.Originality: Four clusters have been identified by means of the K-Means clustering algorithm. All four clusters are well determined, with cluster 1 including the three Nordic countries ranking first, followed by cluster 3 of well-developed countries and cluster 4 containing mainly emerging economies. &nbsp
