    INDICATORS AFFECTING VIDZEME REGION SMART DEVELOPMENT

    The study aims to determine the main indicators of rural smart development concept for territorial development analysis and decision-making in Vidzeme region (Latvia). In the framework of the study the theoretical literature and planning documents were analysed, focusing on the indicators of rural areas and sustainable development. For a long time the development was associated primarily with the economic growth - GDP, employment and income growth. In recent years, the economic dimension is supplemented with social, environmental, cultural and political aspects. A holistic approach interprets close relations and balanced integration between the economic, social, political, ecological and cultural dimensions of local and regional development. Such approach requires the search for new indicators that describe the development of rural areas and are directly relevant to each individual area. The results present that in the development of Vidzeme smart specialization, the local governments and the state has the greatest impact. It is most affected by the local government's capacity to develop cooperation with residents and entrepreneurs, and a stable and sustainable economic situation in the country

    Authors in this research paper publish the results of system dynamic simulation modelling in the field of sustainable development planning, monitoring and evaluation for all 26 Latvia Vidzeme region municipalities. As the most notable research outcome, authors created original socio-technical system dynamic simulation model in STELLA modelling environment valid for sustainable development evaluation purposes. After successful verification and validation process of this model authors reached the significant results for improved methodology of dynamic systems evaluation process reliability of sustainable development in Vidzeme region municipalities.     SMART SPECIALISATION CONCEPT APPLICATION IN UNIVERSITIES: E-BUSINESS ONLINE STUDIES MODEL DEVELOPMENT

    This paper discusses the Smart specialisation concept problems and challenges based on practice of Nordic and Baltic Higher Education Institutions. A particular focus of this research is devoted to the core understanding of the concept of Smart specialisation and its practical application for University level studies curriculum. EU Regional Cohesion Policy and other related EU policies play an important role to understand basic theoretical aspects for Smart specialisation. On the other hand, when specific case studies had been analysed in practice it is possible to see enormous variety of different misunderstandings of the matter. Even different study directions in the same University translate the Smart specialization terms mostly related to their individual study environments. As a result, it is possible to find in practice very different “Smart specialisation” concepts for technology, engineering, economics, IT and other study directions. As the research methodology/approach, the authors analyse the outcomes and challenges faced by different sets of case studies in Baltic and Nordic countries. Using EU, World Bank and other official national documents and publications, the authors explain the ways in which the Smart specialisation concept can be used in online learning environments. As an empirical research evidence there are analysed the outcomes from case studies - practical implementation of an online e-business study course jointly developed by 9 universities from Latvia, Finland, Iceland, Norway, Estonia, Lithuania, Sweden and Denmark supported by e-business field experts from Balkan area universities. Because of still existing gaps in Smart specialisation theoretical framework, the “grounded theory” approach have to be used more intensively when new and advanced theories have been created from practical outcomes of specific case studies. To solve a problem of Smart specialisation concept different translations and applications, authors of this paper propose to construct the teaching methodology of Smart specialisation concept into two consecutive levels - primary, as a core theory unique for all educators and secondary, as specific applied theories for each specific study direction

    ENHANCED PARTICIPANTS' REGISTRATION MODEL ON OPEN PUBLIC EVENTS

    The Digital transformation (DT) has challenged most of the Event Management (EM) services at a time when organizers of open public events still faced a lot of manual operations upon registration of the public event’s participants. This survey demonstrates a model to increase a level of digitalization and use of technology, with increased self-service level for registered participants and digital data transfer. The model is based on outcomes from the series of several case studies, practical tests and research activities in Latvia, Albania, and Germany. The paper examines different ways how organizers are able to innovate their routine activities and encourage the broader public to learn and use various digital technologies: Radio-frequency identification (RFID), Near-field Communication (NFC), Quick Response (QR) codes and Mobile apps with a purpose to link the physical and the digital world in the one coherent model. In this research the major part of event management process modelling had been done by Business process Model and Notation (BPMN2) approach. The approach proposed by authors aims to reduce the costs and workload of organizers associated with participants’ registration in open public events where preliminary registration is still practically impossible or forbidden because of personal data protection issues.

    International audienceEver-evolving and increasingly powerful Information and Communication Technologies (ICTs) have fundamentally changed the nature of global relationships, sources of competitive advantage and opportunities for economic and social development. ICTs have greatly increased the impact on every area of human life. Technologies such as the Internet, personal computers and wireless have turned the globe into a network of individuals, businesses, governments, and ever-growing schools who communicate and interact with one another. Without doubt ICTs plays a strategic role in managing organizations. This paper presents a part of the current state of ICTs for enterprises by establishing comparative bases for further studies in this field. It also helps academic institutions to evaluate and identify factors, as well as the specific role and weight of these factors have in the process of developing ICTs towards a developed economy and society in the context of digital Albania. It is presented as a scientific analyse, accomplished, detailed and expressed in percentage and graphical analysis of a number of very important data sets of enterprises in their full form, to unlock developments in the field of ICTs in our country, including specific ones based on concrete data. This study tends to study the extent to which these but have involved ICTs and what impact these technologies have in the daily work of these organizations in part of Albania (Korca Region)and brings its contribution as a perspective of literature, experience and international studies, the level of development of our country regarding the assessment of electronic readiness of business organizations
