    Stakeholder collaboration in a prospective World Heritage Area: The case of Kokoda and the Owen Stanley Ranges

    The process of listing a World Heritage Area (WHA)c in developing countries is often much more complex than in the West. Often all stakeholders are not taken into consideration and there is a lack of understanding of the concept of World Heritage and what it entails. This is particularly true for stakeholders who live in or adjacent to the proposed WHA, such as local communities. This paper presents a case study of Kokoda and the Owen Stanley Ranges, currently a tentative World Heritage site, to show the complexities in stakeholder collaboration and attribution in the process of World Heritage designation. Six key stakeholders were identified in the study. Upon examination of four attributes of stakeholders: power; legitimacy; urgency; and proximity, it was found that all stakeholders in this case study have a high legitimacy in the listing process however only the local community holds high levels of power, urgency and proximity. Additionally it was found that several stakeholders, like the private sector, have too many weak relationships with other stakeholders, resulting in a lack of communication. These findings present the first step in understanding how it might be possible to improve the listing process of World Heritage Sites in developing countries through effective stakeholder collaboration

    Evidence for a strong 19.5 Hz flux oscillation in Swift BAT and Fermi GBM gamma-ray data from GRB 211211A

    The gamma-ray burst (GRB) GRB~211211A is believed to have occurred due to the merger of two neutron stars or a neutron star and a black hole, despite its duration of more than a minute. Subsequent analysis has revealed numerous interesting properties including the possible presence of a ∼22\sim 22~Hz quasiperiodic oscillation (QPO) during precursor emission. Here we perform timing analysis of Fermi and Swift gamma-ray data on GRB~211211A and, although we do not find a strong QPO during the precursor, we do find an extremely significant 19.5~Hz flux oscillation, which has higher fractional amplitude at higher energies, in a ∼0.2\sim 0.2~second segment beginning ∼1.6\sim 1.6~seconds after the start of the burst. After presenting our analysis we discuss possible mechanisms for the oscillation.Comment: 16 pages, 7 figures, 2 table

    Population genetics in microchannels

    Spatial constraints such as rigid barriers affect the dynamics of cell populations, potentially altering the course of natural evolution. In this paper, we study the population genetics of Escherichia coli proliferating in microchannels with open ends. Our experiments reveal that competition among two fluorescently labeled E. coli strains growing in a microchannel generates a self-organized stripe pattern aligned with the axial direction of the channel. To account for this observation, we employ a lattice population model in which reproducing cells push entire lanes of cells towards the open ends of the channel. By combining mathematical theory, numerical simulations, and experiments, we find that the fixation dynamics is extremely fast along the axial direction, with a logarithmic dependence on the number of cells per lane. In contrast, competition among lanes is a much slower process. We also demonstrate that random mutations appearing in the middle of the channel and close to its walls are much more likely to reach fixation than mutations occurring elsewhere.Comment: 21 pages, 14 figure
