Manajemen Konflik Pertanahan : Alih Fungsi Hutan Adat Desa Sungai Ekok Kecamatan Rakit Kulim Kabupaten Indragiri Hulu Tahun 2010
Indonesia is a country with so many ethnic and indigenous therein, where it is estimated there are approximately 30 million people among them who live around the forest like the Talang Mamak tribe in Riau Province. Deforestation rate is so high and many alihfungsi forest to plantations or mining is an oppression against those who maintain forests for generations that became a local wisdom for them.This research was conducted in the village of River Raft Ekok Kulim District of Indragiri Hulu, which is the case in this thesis is the switch function Talang Mamak tribe indigenous forests into oil palm plantations aeral managed by a private company that is PT.Selantai Agro Lestari (SAL). Indigenous forest is actually set by the Government Indragiri Hulu along with the Regional Representatives Council Indragiri Hulu through SKB 31/SKB/II/2007 Number and Number 180/HK/II/2007 of 1800 hectares, thus causing conflict between communities and companies that establish oil palm plantations in the absence of land use permits (HGU) from the Ministry of Forestry. The study also looked at the efforts in the resolution of the conflict.This study used qualitative methods to conduct interviews and make observations to the study site in order to obtain data that would be material in this thesis.In the end, some conclusions can be drawn from the results of this study, namely, the establishment of oil palm plantations by private companies without any land use permits from the Ministry of Forestry, the presence of the sale and purchase of land by the public Talang Mamak, regional autonomy as the sustainability of forest destruction because, with facilitate the implementation of regional autonomy permits the release of such forestry Industrial Plantation Forest (HTI), Hak Guna Usaha (HGU) Mining License and others. Efforts in resolving this conflict is to report the conqueror fungsian indigenous forests to the Legislative Council Indragiri Hulu, through consultation and mediation through the National Land Agency.Keywords: Indigenous Forests, Transfer Functio
Statistical Arbitrage Mining for Display Advertising
We study and formulate arbitrage in display advertising. Real-Time Bidding
(RTB) mimics stock spot exchanges and utilises computers to algorithmically buy
display ads per impression via a real-time auction. Despite the new automation,
the ad markets are still informationally inefficient due to the heavily
fragmented marketplaces. Two display impressions with similar or identical
effectiveness (e.g., measured by conversion or click-through rates for a
targeted audience) may sell for quite different prices at different market
segments or pricing schemes. In this paper, we propose a novel data mining
paradigm called Statistical Arbitrage Mining (SAM) focusing on mining and
exploiting price discrepancies between two pricing schemes. In essence, our
SAMer is a meta-bidder that hedges advertisers' risk between CPA (cost per
action)-based campaigns and CPM (cost per mille impressions)-based ad
inventories; it statistically assesses the potential profit and cost for an
incoming CPM bid request against a portfolio of CPA campaigns based on the
estimated conversion rate, bid landscape and other statistics learned from
historical data. In SAM, (i) functional optimisation is utilised to seek for
optimal bidding to maximise the expected arbitrage net profit, and (ii) a
portfolio-based risk management solution is leveraged to reallocate bid volume
and budget across the set of campaigns to make a risk and return trade-off. We
propose to jointly optimise both components in an EM fashion with high
efficiency to help the meta-bidder successfully catch the transient statistical
arbitrage opportunities in RTB. Both the offline experiments on a real-world
large-scale dataset and online A/B tests on a commercial platform demonstrate
the effectiveness of our proposed solution in exploiting arbitrage in various

Pola Hubungan Badan Permusyawaratan Desa (BPD) dengan Pemerintah Desa dalam Pembangunan di Desa Danau Lancang Kecamatan Tapung Hulu Kabupaten Kampar Tahun 2014-2015
This study aims to determine the relationship patterns Village Consultative Body (BPD) with the village government in the construction of the Village of Danau Lancang Village in District of Tapung Hulu Kampar Regency. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. The presence of the Village Consultative Body with the village government as an arbitrary function and is expected to create a system of check and balances in the manufacture of village development planning. The pattern of parallel relationship between members of the Village Consultative Body and village heads as to which is set in the legislation turned out to be in the implementation, marred by practices working relationships are less harmonious and leads to the occurrence konfik and realize the tendency of domination of the village chief on Village Consultative Body into the Development village, because there is often confusion between the one with the other, it seems the notion of village government who consider BPD is not as opponents but partners, as well as BPD who feel that their presence is not appreciated. The conclusion of this study is BPD Danau Lancang Village can not perform its function well, the lack of coordination between the BPD and the village government in rural development. Peranan Dinas Bina Marga dan Sumber Daya Air dalam Menangani Masalah Banjir Tahun 2014 (Studi Kasus Perumahan Graha Fauzan Asri)
Pekanbaru is the capital of Riau province who have serious problems with waterlogging and flooding at any time of the rainy season. Puddles usually occurs in areas of the drainage system is not functioning properly. While flooding is generally found in the area adjacent to the river flow. One of the flooded areas are quite alarming in the district of Bukit Raya from 2012 s / d 2013 there were at Graha Asri Village Fauzan Tangkerang Labuai. In carrying out the functions of government, one of the ways the City of dealing with the problem is to provide assistance in the form of long-term flood management, dredging the river. The purpose of this study was to determine the role of the Department of Highways and Water Resources as the City Government agencies Addressing Flood In 2014 at Graha Asri Fauzan and examines the factors supporting and inhibiting the realization of handling.In this paper the authors study using qualitative analysis. While data analysis technique used is descriptive analysis of spoken words or behavior that can be observed from those studied. Based on the results of research conducted and followed by analyzing the data obtained by direct interviews with informants to produce 3 role in carrying out the implementation of government functions: (1) The role as a provider of public services, general services performed for the public who made the Department of Highways and Resources Air power in the form of the provision of administrative services. (2) The role as Executive Function Regulation, ie all flood mitigation work done by Regional Regulation No. 10 Year 2006 Pekanbaru on Water Resources and Infiltration Wells. (3) The role as Executive Planning and Coordination, the general handling of the flood which carried out the dredging of the River Sail which of the planning and the implementation is done by the Department of Highways and Water Resources in coordination with the village and sub-district. And in the implementation of the process there are factors that affect the supporting and workmanship.Judging from these three roles, some disadvantages and advantages that made the Department of Highways and Water Resources Pekanbaru in addressing the problem of flooding in Fauzan Graha Asri housing in the district of Bukit Raya namely the lack, not the passage of cooperation between donor agencies and the advantages of building permits is fast responsiveness of Highways and Water Resources in dealing with the flooding problem Sail River dredging solutions.Keywords: Role, Flood, Governmen
Low-frequency characterization of quantum tunneling in flux qubits
We propose to investigate flux qubits by the impedance measurement technique
(IMT), currently used to determine the current--phase relation in Josephson
junctions. We analyze in detail the case of a high-quality tank circuit coupled
to a persistent-current qubit, to which IMT was successfully applied in the
classical regime. It is shown that low-frequency IMT can give considerable
information about the level anticrossing, in particular the value of the
tunneling amplitude. An interesting difference exists between applying the ac
bias directly to the tank and indirectly via the qubit. In the latter case, a
convenient way to find the degeneracy point in situ is described. Our design
only involves existing technology, and its noise tolerance is quantitatively

Pengembangan Buku Ajar Evolusi Berbasis Penelitian untuk Mahasiswa S1 Pendidikan Biologi Universitas Jember
The aim of this research is to develop the evolution textbook based on research for undergraduate students in Jember University. Result of development research is a textbook draft which it is validated. Validation process conducted by matter experts, instructional media experts, practitioner, and individual testing by nine students. Validation results of matter expert is 92%, in very valid categories. Validation result of instructional media experts was 92%, in very valid categories. Validation results practitions was 74% in valid enough categories. Individual testing results by students was 81% in valid enough categories. Revision based on validation results in quantitaty and qualitative data.Penelitian ini bertujuan untuk mengembangkan buku ajar evolusi berbasis penelitian untuk mahasiswa S1 Pendidikan Biologi Universitas Jember. Hasil pengembangan berupa draft buku ajar yang selanjutnya divalidasi. Proses validasi melibatkan ahli materi evolusi, ahli media pembelajaran, dan praktisi pembelajaran. Hasil validasi ahli materi sebesar 92% dengan kategori sangat valid, hasil validasi ahli media sebesar 92% dengan kategori sangat valid, dan hasil validasi praktisi pembelajaran sebesar 74% dengan kategori cukup valid. Draft buku ajar selanjutnya diujicobakan secara perseorangan terhadap sembilan mahasiswa. Hasil uji coba perseorangan mencapai 81% dan termasuk dalam kategori cukup valid. Data hasil validasi dan uji coba berupa data kualitiatif dan kuantitatif digunakan sebagai dasar untuk merevisi buku ajar
