    Evaluation of Effectiveness and Cost-Benefits of Woolen Roadside Reclamation Products

    This research project developed three types of products for study: woolen erosion control blankets (ECBs), wool incorporated into wood fiber compost at a 40:1 ratio (compost to wool, by weight), and wool incorporated into silt fence. The project, supported by Montana Department of Transportation (MDT) and the Center for Environmentally Sustainable Transportation in Cold Climates, compared the wool products’ performance to roadside reclamation products commonly used for revegetating cut slopes: straw/coconut (coir) ECB, wood fiber compost and woven plastic silt fence. Three versions of wool silt fence were developed by the project, yet, even more versions are needed to arrive at a commercially viable product. Wool silt fence was the least promising of the three types of reclamation materials. The primary measure for success for ECBs and wool additive to the compost was the amount of seeded or desired vegetation they established after two growing seasons. The research team evaluated the performance of the woolen and standard products by measuring the percentage of canopy cover of each plant species present in each treatment plot. Canopy cover measures the percentage of ground that is covered by a vertical projection of a plant’s foliage. To conduct the comparative analysis, researchers calculated an average percent canopy cover for each functional group: seeded native grasses, desired non-seeded (volunteer) grasses and forbs, and weeds. There was no statistical difference in the mean canopy cover of seeded grass species of the compost treatment (control) compared to the cut wool with compost treatment, 6.4% and 10.2%, respectively. Thus, the project could not determine that cut wool pieces provided a benefit to plant establishment and growth when it is added to compost material. Further experimentation to determine the ideal ratio of wool pieces to add to compost is warranted. The two best performing treatments (i.e. greatest seeded grass establishment) were the rolled wool/straw ECBs. The 100% wool ECB and 50% wool/50% straw ECB had the greatest mean seeded grass canopy cover after two years. Both of these wool ECBs had more seeded grass canopy cover than the standard 70% straw/30% coir ECB demonstrating their potential as a commercially viable product for roadside revegetation applications. Laboratory tests of the wool/straw ECB demonstrated it was comparable to the specifications of a short-term (Type II B or C) standard ECB used along MDT roadways. Future product development of the wool/straw ECB should focus on improving the shear strength at high flows so it meets all required Type III specifications

    Evaluating the Potential Effects of Deicing Salts on Roadside Carbon Sequestration

    This project sought to document patterns of road deicing salts and the effects of these salts on the amount of carbon being sequestered passively along Montana Department of Transportation roads; it was designed collaboratively with a related roadside project that tested three different highway right-of-way management techniques (mowing height, shrub planting, disturbance) to determine whether they have the capacity to increase soil organic carbon. Our sampling did not reveal elevated salt levels at any of the nine locations sampled at each of the three I-90 sites. The greatest saline concentrations were found at the sample locations farthest from the road. This pattern was consistent across all three sites. The range of soil organic matter (SOM) was broad, from ~1% to >10%. Generally, SOM values were lowest adjacent to the road and highest farthest from the road. We found no or weak evidence of a relationship between our indices of soil salinity and SOM levels, with electrical conductivity, exchangeable calcium, and cation exchange capacity. Results imply that if road deicing salts are altering patterns of roadside SOM and potential carbon sequestration, this effect was not captured by our experimental design, nor did deicing salts appear to have affected roadside vegetation during our most recent sampling effort. Our findings highlight the value of experimentally separating the multiple potentially confounding effects of winter maintenance operations on roadside soils: roads could focus the flow of water, salts, and sands to roadside soils. How these types of mass inputs to roadside soils might influence medium- or long-term carbon dynamics remains an open question, but their fuller characterization and possible flow paths will be essential to clarifying the role of roadside soils in terrestrial soil organic carbon sequestration strategies

    A Global Strategy for Ecologically Sustainable Transport and other Linear Infrastructure

    The current Global Strategy for Ecologically Sustainable Transport and other Linear Infrastructure primarily sets up the objectives and principles for governments and organizations for mainstreaming biodiversity and ecological connectivity on transport infrastructure development. Additionally, it addresses the overall framework of stakeholders who must be engaged as key players in: • launching proactive policies, • establishing appropriate legal frameworks, • supporting better planning, • promoting multi-sector cooperation, and • encouraging innovative science-based solutions. We consider this as a living document as future versions may integrate additional elements with regards to governance, policy, and financing, in the attempt to develop a common comprehensive language and grounds for cooperation. This “Global Strategy” has been developed by an international working group coordinated by IENE and supported by an international coalition formed from the international conferences on transport and ecology and conservation organisations as IENE, ICOET, ANET, ACLIE, WWF and IUCN. The working group is drawn from global experts in transport and ecology and aims to work towards finding a ‘win-win’ solution for securing mainstreaming biodiversity and ecological connectivity and avoiding, mitigating, or compensating ecosystems’ fragmentation during transport infrastructure development or adaptation. This Strategy builds upon five years of development of the guidelines “International Guidance for Ecologically - Friendly Linear Infrastructure (IGELI)” initiated at the ICOET 2015 conference in North Carolina, USA. IGELI was an international debate with experts from all over the world continued during workshops held at the international conferences of IENE (Lyon, France, 2016 and Eindhoven, Holland, 2018), ICOET (Salt Lake City, USA, 2017 and Sacramento, USA, 2019), IUCN (Hawaii, USA, 2016) and ACLIE (Kruger National Park, South Africa, 2019). Summarising the Decision 14/3 on mainstreaming of biodiversity in the energy and mining, infrastructure, manufacturing, and processing sectors (CBD/ COP/DEC/14/3/30 November 2018) of 14th COP CBD (Sharm El Sheikh, Egypt, Nov 2018) (Convention on Biological Diversity 2018), the international coalition of the working group, initiated to promote the Strategy at the CBD COP 15 in China. We hope, this Strategy provides a useful tool and roadmap for promoting the urgent need of supporting biodiversity conservation and securing ecological connectivity at all scales of governance, policies, planning and implementation of transport projects internationally.     Global extent and drivers of mammal population declines in protected areas under illegal hunting pressure

    Illegal hunting is a persistent problem in many protected areas, but an overview of the extent of this problem and its impact on wildlife is lacking. We reviewed 40 years (1980–2020) of global research to examine the spatial distribution of research and socio-ecological factors influencing population decline within protected areas under illegal hunting pressure. From 81 papers reporting 988 species/site combinations, 294 mammal species were reported to have been illegally hunted from 155 protected areas across 48 countries. Research in illegal hunting has increased substantially during the review period and showed biases towards strictly protected areas and the African continent. Population declines were most frequent in countries with a low human development index, particularly in strict protected areas and for species with a body mass over 100 kg. Our results provide evidence that illegal hunting is most likely to cause declines of large-bodied species in protected areas of resource-poor countries regardless of protected area conservation status. Given the growing pressures of illegal hunting, increased investments in people’s development and additional conservation efforts such as improving anti-poaching strategies and conservation resources in terms of improving funding and personnel directed at this problem are a growing priority

    Real World Designs in Economic Evaluation: Bridging the Gap Between Clinical Research and Policy-Making

    This paper identifies the information that economic evaluation should provide to adequately inform policy-makers. First, policy-makers need cost-effectiveness information that is both internally and externally valid. The latter aspect is often ignored and refers to the relevance of the results of economic trials to the specific decision-making context of the policy-maker. Second, policy-makers, like purchasers of care, may want assessments of the overall budget and health impacts of adopting an intervention in a disease or treatment area. This requires more of an aggregate analysis than the current approaches to economic evaluation (which are typically individual-orientated). There are 3 main conceptual approaches to economic evaluation: the use of randomised controlled trials (RCTs), observational studies and modelling. The RCT can be considered as the gold standard in economic evaluation because of its high internal validity, but results should be interpreted with caution because of its low external validity. There a number of options to enhance external validity; of these, additional modelling and observational data seem to be the most promising. To address issues at the system level, disease modelling or public health modelling is suggested. A 3-step approach, comprising successive assessment of internal validity, external validity (real world relevance) and net impact at the system level, can enhance the informative value of economic analyses. For example, this approach has been used to assess the informative value to decision-makers of an RCT in benign prostatic hyperplasia. The analysis emphasised the feasibility and importance of additional modelling beyond the results from an RCT-based economic analysis and provided important information of relevance for policy-making. Because of the need to increase the real world relevance of pharmacoeconomic analyses, there is potentially a large role for modelling in economic evaluation; however, in order to enhance its credibility, more attention should be paid to validity aspects.Pharmacoeconomics, Health-economics, Reviews-on-treatment
