    Are Agricultural Policies Making Us Fat? Likely Links Between Agricultural Policies and Human Nutrition and Obesity, and their Policy Implications

    Rates of obesity among adults and children in the U.S. are soaring, with potentially huge private and social costs. Increasing attention is being paid to agricultural policies as both the culprits through their perceived roles in reducing the relative prices of energy-dense foods, and as the potential saviors through their perceived ability to do the opposite. However, the effects of agricultural policies on human nutrition and obesity are not well understood. This paper considers (1) trends in agricultural commodity prices, and the contributions of commodity policies and agricultural R&D policies to those trends, (2) the links between changes in commodity prices and changes in food prices; and (3) the implications of price-induced changes in food characteristics for human nutrition outcomes. Preliminary results suggest that agricultural R&D has led to dramatic decreases in costs of production and to consequent long-term declines in commodity prices, but the links between commodity price declines and food prices are less clear and are conditioned by the changing structure of food markets. Commodity-specific trade policy has clearly put upward pressure on the domestic prices of several major food commodities, but the consumer prices for most of these foods have fallen nonetheless. Changes in relative prices of 'healthy' versus 'unhealthy' foods are difficult to establish empirically, but even if 'healthy' foods are becoming relatively more expensive, food prices in general play only a small role in determining food consumption; hence, policies aiming to reduce obesity through changes in relative food prices may prove ineffective or inefficient.H5, Agricultural and Food Policy, Food Consumption/Nutrition/Food Safety, Q18, Q16, I0,

    Inquiry in Motion: Increasing the Science Achievement of All Students by Improving Teacher Inquiry-based Instruction

    Student performance in science classrooms has continued to falter throughout the United States. Even though proficiency rates on national tests such as National Assessment of Educational Progress are higher for Caucasian students than African Americans and Hispanics, all groups lack achieving desired proficiency rates. Therefore, much work is needed in our classrooms to achieve the new more rigorous performance expectations found in the Next Generation Science Standards (NGSS). This five year professional development study sought to link the involvement of teachers in a sustained intervention, designed to improve the quantity and quality of guided inquiry-based instruction in middle school science classrooms, to student academic growth. Specifically we wanted to see if we could link higher quality inquiry-based instruction with the narrowing of the achievement gap between student groups. Findings show statistically significant gains for all student groups (aggregate, males, females, Caucasians, African Americans, and Hispanics) on all three science MAP tests (composite, science practices, science concepts) when compared to students of non-participating teachers

    Demand Enhancement through Food-Safety Regulation: Benefit-Cost Analysis of Collective Action in the California Pistachio Industry

    Food safety shocks can threaten the health of consumers, create havoc within an industry and result in severe losses to producers. Governments often attempt to enhance food safety by mandating standards and inspection of food products to supplement the voluntary efforts by private firms. This paper assesses a form of collective action that falls between typical government mandates and purely private action. The California pistachio industry recently established a U.S. federal marketing order. This order sets quality standards and requires inspection and certification, aiming to reduce the likelihood of dangerous or poor quality pistachios being sold to consumers and to provide some quality assurance to consumers. Simulation results indicate that, across the full range of parameters used in the analysis, the benefit-cost analysis was always favorable to the new policy.     The California pistachio industry led an initiative to establish a federal marketing order, which mandates quality standards and an inspection program to assure food safety and consistency in the quality of California pistachios. We develop a stochastic dynamic simulation model of the pistachio market to investigate quantitatively the likely effects of such collective action enforced by government mandates. Simulation results indicate that, across the full range of parameters used in the analysis, the benefit-cost analysis was always favorable to the proposed policy.     Discovery of soft and hard X-ray time lags in low-mass AGNs

    The scaling relations between the black hole (BH) mass and soft lag properties for both active galactic nuclei (AGNs) and BH X-ray binaries (BHXRBs) suggest the same underlying physical mechanism at work in accreting BH systems spanning a broad range of mass. However, the low-mass end of AGNs has never been explored in detail. In this work, we extend the existing scaling relations to lower-mass AGNs, which serve as anchors between the normal-mass AGNs and BHXRBs. For this purpose, we construct a sample of low-mass AGNs (MBH<3×106MM_{\rm BH}<3\times 10^{6} M_{\rm \odot}) from the XMM-Newton archive and measure frequency-resolved time delays between the soft (0.3-1 keV) and hard (1-4 keV) X-ray emissions. We report that the soft band lags behind the hard band emission at high frequencies [1.32.6]×103\sim[1.3-2.6]\times 10^{-3} Hz, which is interpreted as a sign of reverberation from the inner accretion disc in response to the direct coronal emission. At low frequencies ([38]×104\sim[3-8]\times 10^{-4} Hz), the hard band lags behind the soft band variations, which we explain in the context of the inward propagation of luminosity fluctuations through the corona. Assuming a lamppost geometry for the corona, we find that the X-ray source of the sample extends at an average height and radius of 10rg\sim 10r_{\rm g} and 6rg\sim 6r_{\rm g}, respectively. Our results confirm that the scaling relations between the BH mass and soft lag amplitude/frequency derived for higher-mass AGNs can safely extrapolate to lower-mass AGNs, and the accretion process is indeed independent of the BH mass.Comment: 11 pages, 5 figures, 4 tables, Published in MNRA
