    Aquaculture, fisheries, poverty and food security

    Fisheries and aquaculture play important roles in providing food and income in many developing countries, either as a stand-alone activity or in association with crop agriculture and livestock rearing. The aim of this paper is to identify how these contributions of fisheries and aquaculture to poverty reduction and food security can be enhanced while also addressing the need for a sustainability transition in over-exploited and over-capitalized capture fisheries, and for improved environmental performance and distributive justice in a rapidly growing aquaculture sector. The focus of the paper is on the poverty and food security concerns of developing countries, with an emphasis on the least developed. The emphasis is on food security rather than poverty reduction policies and strategies, although the two are of course related. The food security agenda is very much to the fore at present; fish prices rose along with other food prices in 2007-8 and as fish provide important nutritional benefits to the poor, food security has become a primary concern for sector policy

    Uganda and Malawi field pilots of proposed LSMS fisheries module: summary report

    While an overwhelming majority of sub-Saharan African countries exhibit serious weaknesses in statistics pertaining to crop and livestock sectors, the deficiencies in terms of nationally representative data on the fishery sector are even more acute. The very little data available on the sector are essentially derived from case studies of selected fisheries, and the limited nationally representative data available are generally derived from a few questions included in the livestock section of household surveys. These do not permit the detailed characterization of the fishery production systems. As a consequence in many countries the decision-makers and planners lack the most basic information about the role and importance of the fisheries sector to their national economy. As part of an initiative called the Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) project, a collaboration was developed between the World Bank and the WorldFish Center to address this situation.     Food consumption/biomass ratios of the pelagic fish community of Lake Malawi/Niassa

    An empirical model relating food requirements to morphometric indices of metabolic rate was used to calculate consumption/biomass ratios (Q/B) for 16 species of fish that make the pelagic fish community in Lake Malawi/Niassa. The Q/B/year varied from 3.31 to 9.82, with the large catfish (Dinotopterus nyasensis) having the lowest and a small cyprinid (Engraulicypris sardella) having the highest Q/B ratio. Direct estimates of Q/B for four of the most abundant species, based on analysis of diel feeding patterns, ranged from 4.20 to 24.70; the extreme values in this range representing replicate studies on the same species, the predatory cichlid Rhamphochromis longiceps. Previous studies that indicated exceptionally low Q/B ratios (1.0) in pelagic cichlids from Lake Malawi are not supported by this more recent work

    We obtain the large nn asymptotics of the partition function ZnZ_n of the six-vertex model with domain wall boundary conditions in the antiferroelectric phase region, with the weights a=\sinh(\ga-t), b=\sinh(\ga+t), c=\sinh(2\ga), |t|<\ga. We prove the conjecture of Zinn-Justin, that as nn\to\infty, Z_n=C\th_4(n\om) F^{n^2}[1+O(n^{-1})], where \om and FF are given by explicit expressions in \ga and tt, and th4(z)\th_4(z) is the Jacobi theta function. The proof is based on the Riemann-Hilbert approach to the large nn asymptotic expansion of the underlying discrete orthogonal polynomials and on the Deift-Zhou nonlinear steepest descent method.Comment: 69 pages, 10 figure

    Strengthening governance across scales in aquatic agricultural systems

    Aquatic agricultural systems in developing countries face increasing competition from multiple stakeholders operating from local to national and regional scales over rights to access and use natural resources—land, water, wetlands, and fisheries-essential to rural livelihoods. A key implication is the need to strengthen governance to enable equitable decision-making amidst such competition, building capacities for resilience and transformations that reduce poverty. This paper provides a simple framework to analyze the governance context for aquatic agricultural system development focused on three dimensions: stakeholder representation, distribution of power, and mechanisms of accountability. Case studies from Cambodia, Bangladesh, Malawi/Mozambique, and Solomon Islands illustrate the application of these concepts to fisheries and aquaculture livelihoods in the broader context of intersectoral and cross-scale governance interact

    Aquatic food security:insights into challenges and solutions from an analysis of interactions between fisheries, aquaculture, food safety, human health, fish and human welfare, economy and environment

    Fisheries and aquaculture production, imports, exports and equitability of distribution determine the supply of aquatic food to people. Aquatic food security is achieved when a food supply is sufficient, safe, sustainable, shockproof and sound: sufficient, to meet needs and preferences of people; safe, to provide nutritional benefit while posing minimal health risks; sustainable, to provide food now and for future generations; shock-proof, to provide resilience to shocks in production systems and supply chains; and sound, to meet legal and ethical standards for welfare of animals, people and environment. Here, we present an integrated assessment of these elements of the aquatic food system in the United Kingdom, a system linked to dynamic global networks of producers, processors and markets. Our assessment addresses sufficiency of supply from aquaculture, fisheries and trade; safety of supply given biological, chemical and radiation hazards; social, economic and environmental sustainability of production systems and supply chains; system resilience to social, economic and environmental shocks; welfare of fish, people and environment; and the authenticity of food. Conventionally, these aspects of the food system are not assessed collectively, so information supporting our assessment is widely dispersed. Our assessment reveals trade-offs and challenges in the food system that are easily overlooked in sectoral analyses of fisheries, aquaculture, health, medicine, human and fish welfare, safety and environment. We highlight potential benefits of an integrated, systematic and ongoing process to assess security of the aquatic food system and to predict impacts of social, economic and environmental change on food supply and demand

    Recognize fish as food in policy discourse and development funding

    The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this ‘fish as food’ perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. Ultimately, recognizing and working to enhance the role of fish in alleviating hunger and malnutrition can provide an additional long-term development incentive, beyond revenue generation and biodiversity conservation, for governments, international development organizations, and society more broadly to invest in the sustainability of capture fisheries and aquaculture
