To Accommodate or Not to Accommodate: (When) Should the State Regulate Religion to Protect the Rights of Children and Third Parties?
When should we accommodate religious practices? When should we demand that religious groups instead conform to social and legal norms? Who should make these decisions, and how? These questions lie at the very heart of our contemporary debates in the field of Law and Religion.Particularly thorny issues arise where religious practices may impose health-related harm to children within a religious group or to third parties. Unfortunately, legislators, scholars, courts, ethicists, and medical practitioners have not offered a consistent way to analyze such cases and the law is inconsistent. This Article suggests that the lack of consistency is a troubling artifact of our political system, and further, that it raises serious constitutional questions that lie at the intersection of the Free Exercise and Establishment clauses of the First Amendment.To resolve these problems, we propose and develop a test to determine whether such a religious practice should be accommodated by legislators, courts, and medical practitioners. Our test is sensitive to the institutional strengths and weaknesses of differently-situated decision-makers, and is designed to be flexible enough to account for these differences. Consequently, it has distinctive applications for legislators, administrative officials, judges, and medical practitioners. Further, although the test was developed specifically to address religious practices that may impose health-related harms to children and third-parties, it also has potential implications in other contexts as well, such as the debates over sexual orientation non-discrimination laws should accommodate religious dissent
Change of Magnetic Properties of Th₂Fe₁₇ Due to Interstitial Solution of C and N
The changes in magnetic and crystallographic properties in the series Th2Fe17Cx and Th2Fe 17Nx have been studied. The changes in the latter series were also studied by 57Fe Mössbauer spectroscopy. The ultimate enhancements of the saturation moments in these series are 13% and 24%, respectively. This is much larger than observed previously in the corresponding rare-earth compounds, although the Curie temperature enhancements are of comparable magnitude. In the Th-Fe-C system a novel compound of the BaCd 11 type was found, having a Curie temperature around 370 K
Multimodal, Multidimensional Models of Mouse Brain
Naturally occurring mutants and genetically manipulated strains of mice are widely used to model a variety of human diseases. Atlases are an invaluable aid in understanding the impact of such manipulations by providing a standard for comparison and to facilitate the integration of anatomic, genetic, and physiologic observations from multiple subjects and experiments. We have developed digital atlases of the C57BL/6J mouse brain (adult and neonate) as comprehensive frameworks for storing and accessing the myriad types of information about the mouse brain. Along with raw and annotated images, these contain database management systems and a set of tools for comparing information from different techniques and different animals. Each atlas establishes a canonical representation of the mouse brain and provides the tools for the manipulation and analysis of new data. We describe both these atlases and discuss how they may be put to use in organizing and analyzing data from mouse models of epilepsy

Planet Hunters X: Searching for Nearby Neighbors of 75 Planet and Eclipsing Binary Candidates from the K2 Kepler Extended Mission
We present high-resolution observations of a sample of 75 K2 targets from
Campaigns 1-3 using speckle interferometry on the Southern Astrophysical
Research (SOAR) telescope and adaptive optics (AO) imaging at the Keck II
telescope. The median SOAR -band and Keck -band detection limits at 1"
were ~mag and ~mag, respectively. This
sample includes 37 stars likely to host planets, 32 targets likely to be
eclipsing binaries (EBs), and 6 other targets previously labeled as likely
planetary false positives. We find nine likely physically bound companion stars
within 3" of three candidate transiting exoplanet host stars and six likely
EBs. Six of the nine detected companions are new discoveries; one of the six,
EPIC 206061524, is associated with a planet candidate. Among the EB candidates,
companions were only found near the shortest period ones ( days), which is
in line with previous results showing high multiplicity near short-period
binary stars. This high-resolution data, including both the detected companions
and the limits on potential unseen companions, will be useful in future planet
vetting and stellar multiplicity rate studies for planets and binaries.Comment: Accepted in A
Planet Hunters. VIII. Characterization of 41 Long-Period Exoplanet Candidates from Kepler Archival Data
The census of exoplanets is incomplete for orbital distances larger than 1
AU. Here, we present 41 long-period planet candidates in 38 systems identified
by Planet Hunters based on Kepler archival data (Q0-Q17). Among them, 17
exhibit only one transit, 14 have two visible transits and 10 have more than
three visible transits. For planet candidates with only one visible transit, we
estimate their orbital periods based on transit duration and host star
properties. The majority of the planet candidates in this work (75%) have
orbital periods that correspond to distances of 1-3 AU from their host stars.
We conduct follow-up imaging and spectroscopic observations to validate and
characterize planet host stars. In total, we obtain adaptive optics images for
33 stars to search for possible blending sources. Six stars have stellar
companions within 4". We obtain high-resolution spectra for 6 stars to
determine their physical properties. Stellar properties for other stars are
obtained from the NASA Exoplanet Archive and the Kepler Stellar Catalog by
Huber et al. (2014). We validate 7 planet candidates that have planet
confidence over 0.997 (3-{\sigma} level). These validated planets include 3
single-transit planets (KIC-3558849b, KIC-5951458b, and KIC-8540376c), 3
planets with double transits (KIC-8540376b, KIC-9663113b, and KIC-10525077b),
and 1 planet with 4 transits (KIC-5437945b). This work provides assessment
regarding the existence of planets at wide separations and the associated false
positive rate for transiting observation (17%-33%). More than half of the
long-period planets with at least three transits in this paper exhibit transit
timing variations up to 41 hours, which suggest additional components that
dynamically interact with the transiting planet candidates. The nature of these
components can be determined by follow-up radial velocity and transit

Identification of Mendel's White Flower Character
BACKGROUND: The genetic regulation of flower color has been widely studied, notably as a character used by Mendel and his predecessors in the study of inheritance in pea. METHODOLOGY/PRINCIPAL FINDINGS: We used the genome sequence of model legumes, together with their known synteny to the pea genome to identify candidate genes for the A and A2 loci in pea. We then used a combination of genetic mapping, fast neutron mutant analysis, allelic diversity, transcript quantification and transient expression complementation studies to confirm the identity of the candidates. CONCLUSIONS/SIGNIFICANCE: We have identified the pea genes A and A2. A is the factor determining anthocyanin pigmentation in pea that was used by Gregor Mendel 150 years ago in his study of inheritance. The A gene encodes a bHLH transcription factor. The white flowered mutant allele most likely used by Mendel is a simple G to A transition in a splice donor site that leads to a mis-spliced mRNA with a premature stop codon, and we have identified a second rare mutant allele. The A2 gene encodes a WD40 protein that is part of an evolutionarily conserved regulatory complex

Problem opioid use and HIV primary care engagement among hospitalized people who use drugs and/or alcohol
Background
There is growing public health concern around the potential impact of the opioid crisis on efforts to eradicate HIV. This secondary analysis seeks to determine if those who report opioids as their primary problem drug compared to those who report other drugs and/or alcohol differ in engagement in HIV primary care among a sample of hospitalized people with HIV (PWH) who use drugs and/or alcohol, a traditionally marginalized and difficult to engage population key to ending the HIV epidemic.
Setting and participants
A total of 801 participants (67% male; 75% Black, non-Hispanic; mean age 44.2) with uncontrolled HIV and reported drug and/or alcohol use were recruited from 11 hospitals around the U.S. in cities with high HIV prevalence from 2012 to 2014 for a multisite clinical trial to improve HIV viral suppression.
Methods
A generalized linear model compared those who reported opioids as their primary problem drug to those who reported other problem drugs and/or alcohol on their previous engagement in HIV primary care, controlling for age, sex, race, education, income, any previous drug and/or alcohol treatment, length of time since diagnosis, and study site.
Results
A total of 95 (11.9%) participants reported opioids as their primary problem drug. In adjusted models, those who reported opioids were significantly less likely to have ever engaged in HIV primary care than those who reported no problem drug use (adjusted risk ratio, ARR = 0.84, 95% Confidence Interval, CI 0.73, 0.98), stimulants (ARR = 0.84, 95% CI 0.74, 0.95), and polydrug use but no alcohol (ARR = 0.79, 95% CI 0.68, 0.93). While not statistically significant, the trend in the estimates of the remaining drug and/or alcohol categories (alcohol, cannabis, polydrug use with alcohol, and [but excluding the estimate for] other), point to a similar phenomena—those who identify opioids as their primary problem drug are engaging in HIV primary care less.
Conclusions
These findings suggest that for hospitalized PWH who use drugs and/or alcohol, tailored and expanded efforts are especially needed to link those who report problem opioid use to HIV primary care.
