    Analyzing the Consequences of Bad Outsourcing on Human Resources in Iranian Public Organizations

    The purpose of present research is to compare the status of perceptional and behavioral consequences on employees who serve in bad-outsourced departments of one of Iranian public organizations and the status of consequences on those employees who serve in non-outsourced departments of the same organization. In this line, such variables as organizational justice, organizational commitment, organizational identity, job security and anti-citizenship behaviors are compared between two groups of staff. The findings show that the rate of organizational justice, organizational commitment, organizational identity and job security among those employees who serve in bad-outsourced sectors is lower than similar variables among non-outsourced ones. In the meantime, there is no significant difference between groups in terms of anticitizenship behaviors variable. Noteworthy, present study was conducted in summer and fall 2010 in Iran

    The Reduced Profiteering Quality as a Cause of Sanction in the Airline Companies of Iran (The Case of Zagros Airline Company)

    AbstractThe main purpose of the current study was to investigate the factors effective in the service quality of airline companies ba sed on the SERVQUAL Scale. Further, the relationships among service quality, satisfaction, trust and loyalty will be also studied. To achieve the purposes of the research, a field study was conducted on 259 passengers of Zagros Airline Company. The convenience-sampling plan was used to collect the data. The descriptive statistics, the confirmatory factor analysis, Pearson's correlation test and the structural equation modeling were used for data analysis. SPSS and AMOS Software were used for data analysis. The findings show that the service quality has a significant effect on the customer's satisfaction. Customer's satisfaction has also a significant effect on customer's trust, word of mouth (WOM) and the retention intention. In addition, WOM has a positive significant effect on the retention intention of the customers. However, no significant relationship was observed between the trust and the retention intention of the customers

    Analyzing the Function of Business Intelligence in Academic Libraries

    Purpose: The research was conducted to investigate the impact of business intelligence on the key activities of academic libraries. Method: This study is applied research with an exploratory nature done with the mixed method. The approach of the research is part-to-whole (induction), developed in two stages. First, the key activities were identified with the documentary research (library) method and validated by the fuzzy Delphi qualitative method in two stages. Then, the impact of business intelligence on the identified activities was investigated with the quantitative survey method. The data collection tool was a structured questionnaire, and the statistical population was selected by purposive sampling. Results: Forty-three key activities were identified in 11 functioning fields: 1) strategic management, 2) planning, 3) human resource management, 4) knowledge management, 5) physical space management, 6) evaluation, 7) extra-organizational communication, 8) group building, 9) partnership and cooperation, 10) management Information and organization, 11) reference and information services. Business intelligence in the field of "planning" has the greatest effect while its effect in the field of "physical space management" is the least. Finally, according to experts' opinions, the impact of business intelligence on the key activities of academic libraries was estimated as "high". The greatest impact was observed in the key activity of "change management" and the least in "agility in adapting to environmental changes". Conclusion: By aligning their key activities with technological developments, especially business intelligence, academic libraries can provide innovative and creative services to keep up with the changing society by using data and analytical methods, and effectively increase efficiency in libraries. It is suggested that increasing awareness at managerial levels about the importance of business intelligence in libraries be among the high-priority programs of senior managers of academic libraries

    Feasibility of Implementing the Integrated Model of Biological Ethics and Strategic Intelligence: From Theory to Practice

    Background and Aim: Organizations need reliable and robust strategies to survive and thrive in an unstable environment. Many authors believe that knowledge is the most important input to the process of strategy formulation, implementation and evaluation. As such, it is important to know how to collect, analyze and process the knowledge required. The purpose of this paper is to design a strategic intelligence process model at the organizational analysis level. Materials and Methods: The textual data of this study were collected in English and Persian through the databases of EBSCO, Google Scholar and Iran Doc. Findings: The findings of the study showed that the process of strategic intelligence for the experts in the state banking industry consists of eight stages. The two stages of "need determination" and "planning and organization" are process drivers, which through the "information gathering" phase lead to the following steps: "Purifying and storing useful information", "information analysis", "production Intelligence", "Distributing Intelligence and Ethics" and "Using Intelligence and Feedback". Conclusion: The results of this study provide insights into the implementation of the strategic intelligence process in organizations and evaluate its effectiveness. Because decision-making patterns follow value systems, these value systems give different ratings to different decisions and when referring to the system when a person, or social organization, faces multiple decisions at the same time. Governing value selects decisions that, overall, gain a higher rank in the accepted value system and those are decisions that ensure the utility of the individual or the social system. Therefore, mere review of policies, plans and operational plans (strategic levels) in strategic environmental assessment will not suffice in terms of their compliance with environmental criteria, as they may at some stage need to "formulate" the plan and its implementation is made; irreversible decisions are made that require a lot of costs to reform.   Please cite this article as: Abbaspour A, AmirKhani AH, Pourezzat AA, Hozoori MJ. Bioethics Journal, Special Issue on Bioethics and Citizenship Rights 2020; 81-103.زمینه و هدف: سازمان‌ها برای بقا و موفقیت در محیطی بی‌ثبات و آشفته، نیازمند استراتژی‌هایی قابل اطمینان و استوار هستند. مؤلفان زیادی بر این باورند که دانش، مهم‌ترین ورودی فرایند تدوین، اجرا و ارزیابی استراتژی‌ است. به این ترتیب دانستن چگونگی گردآوری، تحلیل و پردازش دانش مورد نیاز، اهمیت یافته است. هدف این مقاله طراحی مدل فرایندی هوش استراتژیک و اصول اخلاقی در سطح تحلیل سازمانی است. مواد و روش‌ها: داده‌های متنی این تحقیق به زبان‌های انگلیسی و فارسی و از طریق پایگاه داده‌های ای.بی.اس.سی.او (EBSCO)، گوگل محقق (Google Scholar) و ایران داک گردآوری شده است. یافته‌ها: یافته‌های تحقیق نشان دادند که فرایند هوش استراتژیک از نظر خبرگان صنعت بانکداری دولتی از هشت مرحله تشکیل شده است. دو مرحله «تعیین نیاز» و «برنامه‌ریزی و سازماندهی»، پیشران‌های فرایند هستند که از طریق مرحله «گردآوری اطلاعات» منجر به شروع مراحل وابسته به شرح ذیل می‌شوند: «تصفیه و انبارش اطلاعات مفید»، «تحلیل اطلاعات»، «تولید هوش»، «توزیع هوش و اصول اخلاقی» و «کاربرد هوش و بازخورگیری». نتیجه‌گیری: نتایج این تحقیق بینشی را برای پیاده‌سازی فرایند هوش استراتژیک در سازمان‌ها و ارزیابی اثربخشی آن، فراهم می‌کند. به دلیل این‌که الگوهای تصمیم‌گیری از نظام‌های ارزشی پیروی می‌كنند، این نظام‌های ارزشی، به تصمیمات مختلف، رتبه‌های متفاوتی می‌دهند و هنگامی كه یك فرد، یا سازمان اجتماعی با چند تصمیم به طور هم‌زمان مواجه باشد، با مراجعه به نظام ارزشی حاكم، تصمیماتی را انتخاب می‌کند كه در مجموع، رتبه بیشتری در نظام ارزشی پذیرفته‌شده كسب كند و آن‌ها، تصمیماتی هستند كه مطلوبیت آن فرد و یا نظام اجتماعی را تأمین می‌نمایند. بنابراین صرف بررسی خط مشی‌ها، طرح‌ها و برنامه‌های عملیاتی (سطوح راهبردی) در ارزیابی راهبردی محیطی، به لحاظ تطابق‌پذیری آن‌ها با معیارهای محیط زیستی كفایت نمی‌كند، زیرا ممكن است در مرحله‌ای كه باید در مورد ضرورت «تدوین» طرح و اجرای آن تصمیم‌گیری شود، تصمیمات غیر قابل برگشتی گرفته شود كه اصلاح آن‌ها مستلزم هزینه‌های بسیار می‌باشد

    ABSTRACT: Literature review of the electronic government (EG) shows that this area of science has become a jungle of unstructured theories and landscape. This situation evokes the metaphor of Management Theory Jungle developed by Koontz; jungle that limit vision, to the extent that many researchers in this field will not have a comprehensive and top-down view. The current study's approach is comparative and exploratory, looking for a framework that helps the identification of the dimensions, concepts, and indicators of EG as a coherent body and to grow its various aspects in a balanced and targeted way while being executed. This article divides the effective factors on the realization of EG within a conceptual framework into Tri-Categories of Context, Creation process, and Content. Context by having such factors as social culture, organizational culture, management maturity, economic conditions, electronic knowledge of the citizens, demographic conditions, and the specialist human resources, affects the Creation process, and the Content of EG. Creation process which includes the stages of policymaking, development of strategy, identifying CSF's and barriers, identifying expected functions, architecting the structure, implementation, and results evaluation also affects context and content of EG. The Content of EG which is based on the EG effectiveness indicators includes factors such as efficiency, Electronic justice, citizen relationship management, e-transparency, and e-trust also affects the other two dimensions. These Tri-Categories, directly and indirectly form the nature of EG. Lack of attention to this complex relation, will fail the founders of EG in developing countries because they ignore the requirements associated with this complex relation and does not fully identify the system and do not establish it.     Social changes have usually happened with the aim of improving the human condition. However, sometimes human has been ignored! Human should be regarded as the focus of improvement projects. This idea should always be considered in the programs related to the changes that humans have to be initially changed so they can improve their living conditions. Respecting human personality and maintaining his/her dignity has had special status in Imam Ali's (AS) political, economic and social policy makings. This study, by using 3c's model, was to have a descriptive-analytic investigation of objectives and indicators of social development and excellence in the three branches concerning behavior, structure and context in the light of the views of Imam Ali (AS). The statistical population of this study contained experts and scholars in Islamic sciences, communication, social sciences and anthropology. All were specialist in the field of research. The research sample consisted of 118 experienced professors and experts in the fields mentioned above, chosen through snowball sampling. In this study, first, by content analysis method, the indicators of social development and excellence were identified based on Imam Ali's guidelines. Then the initial codes have been reviewed and analyzed several times using MAXQDA and 102 components were determined. Then the fuzzy Delphi technique was used to test the results. At last, 60 basic themes concerning human progress and excellence of the data set were identified. From 60 basic themes of the social progress and excellence 33 factors related to content, 8 factors to structure and 19 factors concerning context which were finally confirmed

    Exploring the Effect of ICTs Penetration on Social Development

    Development in the social aspects of each society is a very important academic and practical field. In the information revolutionage, information and communication technologies are penetrating all levels of societies and have catalyzed the process of development in every country and encourage many scholars to study how these technologies affect the social, political and economic aspects of each society. This study examines the effect of ICTs penetration on social development, as an important component of the process of development. In this paper, in order to explore the effect comprehensively, the interview method and qualitative approaches such as grounded theory are used. Eighteen scholars in the fields of social science, public policy and information and technology were interviewed to investigate how ICT affects the social development. The results of the analyses of the interviews were categorized into three mechanisms: making competency, increasing public demands, and making changes in social institutions. The explanation of each factor regarding the effects of ICT on social development is discussed. In the end, some ideas for further research are presented

    Students' Perceptions about School Safety in Doroodzan Middle School, Marvdasht City, Fars Province, Iran

    The purpose of this study was to investigate students' perceptions of factors related to school safety in Doroodzan middle school, a rural school setting located in the north section of Fars Province, Iran. By examining students' perceptions of several specific aspects of campus safety, schools can prepare a program that addresses safety concerns and creates an holistic environment that decreases the possibility of safety challenges. The instrument used in this study was titled "Our School's Safety", designed by the California Department of Education, consisted of 36 Likert-scale questions and examined the physical, social and cultural aspects of school safety in order to procure a comprehensive overview of important factors related to safety. The completed surveys were analyzed. The results showed that, the school physical, social, and cultural safety levels were in an acceptable situation. Majority of all students agree or strongly agree that social environment safety (73.2%), cultural environment safety (71.6%) and physical environment safety (65%) levels were satisfying. Doroodzan middle school successfully provides safety and it was determined that school potential for safety problems was reduced, due to the safety and security interventions in place and therefore can serves as a model for school districts around the country that are experiencing difficulties with safety and security

    In addition to give an introduction on capability approach, in this study, according to instructions of Imam Ali’s (peace be upon him) letter 53 of Nahj al-Balaghah, authors tried to considered effective range of indicators in human capabilities development. In order to data collection, the precious text of letter 53 of Nahj al-Balaghah as a source of information has been coded and analyzed using thematic analysis. The results include twelve sub-themes on this subject which are: the philosophy of governance, human agency of people, the divine authority of human, reforming public affairs as an inalienable right, multiple stockholders, motivation, respecting positive authority, justice, equity, developing health and economic opportunities, developing supportive opportunities and reclamation and reforming cities and towns; and five main themes which are: central phenomenon of human capabilities development, the casual and intermediary conditions in capabilities development, and their underlying conditions and final consequences. Finally, using the main and subsidiary themes, a framework has been proposed to develop the human capabilities approach

    Studying Globalization Impacts on Trade Policymaking System of I.R. Iran

    Globalization and its impacts have been studied for around two decades in different societies. The present article is based on a research in which globalization impacts on trade policymaking system of I.R Iran have been examined. Having reviewed the research literature, three economic, political and cultural challenges and/or opportunities of the globalization have been recognized which have fundamental impacts on the studding society. Respectively, the challenges include global competence, global governance and global communication. In I.R. Iran, Ministry of Commerce generally concentrates on formulation of long-range plans about trade issues, so the statistical population of the research consists of senior managers and experts of the Ministry. Having conducted the research, it's been found that there was a significant relationship between the mentioned challenges and the behavior of trade policymaking system. In other word, globalization forces increase participative behavior of policymakers and would probably rise up their trust to the policy community. Moreover the forces would bring higher level of policymaker's commitment to the consequences of developed policy
