The SUSTRUS model: a CGE model on regional level for sustainability policies in Russia

    Get PDF
The present paper describes the construction and first empirical application of the SUSTRUS model (the name of the model refers to “Sustainable Russiaâ€). This model will be the main result of the same-named EU funded project. The SUSTRUS model belongs to the group of regional CGE models, applied to analyze policies with a strong social, economic and environmental dimension. The SUSTRUS model can be used to assist policy makers in their choice of medium and long-term sustainability policies, for the implementation of the EU strategy for sustainable development in Russia as well as an efficient incorporation of the sustainability goals into the existing Russian policy tools on regional and federal levels. The SUSRUS model is constructed as a regional model on federal level, where regions are linked by interregional trade flows, a federal government level and migration. This paper will relate on the calibration of the database for the model and the addition of innovative elements in the model, necessary to model the link between the environmental, social, economic and international modules. The main data sources for the model are the public databases of Rosstat and the micro-level household data from the Russia Longitudinal Monitoring Survey (RLMS). Calibration of the model database was performed by a flexible cross-entropy minimization sub model and standard applied general equilibrium techniques. The general structure of the model will be discussed, focusing on the innovative features of the model and the link between the environmental and economic modules. The application of the model will be shown by a simulation exercise and a presentation of the main results.

To raise or not to raise? Impact assessment of Russia’s incremental gas price reform

The growing momentum for gas price liberalization in Russia is increasingly constrained by fears of potentially strong adverse impact that market-based price setting principle will have on the economy. Based on a novel multi-regional, multi-sector and multi-household computable general equilibrium (CGE) model of the Russian Federation, this paper presents a simple yet a flexible framework for evaluating gas price reform. We found that the reform is feasible at low economic cost, without greater disparities in terms of increased inequity within and between country’s federal districts. Large redistributive impacts can arise from specific mechanisms to recycle revenues. In terms of global environmental credentials, gas price liberalization can bring Russia on a substantially more sustainable path. The potential to foster adoption of energy efficiency measures by exploiting the revenue-recycling effect is, however, limited

THz parametric gain in semiconductor superlattices in the absence of electric domains

We theoretically show that conditions for THz gain and conditions for formation of destructive electric domains in semiconductor superlattices are fairly different in the case of parametric generation and amplification. Action of an unbiased high-frequency electric field on a superlattice causes a periodic variation of energy and effective mass of miniband electrons. This parametric effect can result in a significant gain at some even harmonic of the pump frequency without formation of electric domains and corruption from pump harmonics.Comment: 4 pages, 3 figures. Terahertz Bloch oscillator with a modulated bias

    Get PDF
Electrons performing Bloch oscillations in an energy band of a dc-biased superlattice in the presence of weak dissipation can potentially generate THz fields at room temperature. The realization of such Bloch oscillator is a long-standing problem due to the instability of a homogeneous electric field in conditions of negative differential conductivity. We establish the theoretical feasibility of stable THz gain in a long superlattice device in which the bias is quasistatically modulated by microwave fields. The modulation waveforms must have at least two harmonics in their spectra.Comment: 5 page

Investigation of the structural, optical and electrical properties of indium-doped TiO2 thin films grown by Pulsed Laser Deposition technique on low and high index GaAs planes

© 2020 Elsevier B.V. The properties of In-doped TiO2 grown by Pulsed Laser Deposition on (1 0 0) and (3 1 1)B GaAs substrates have been investigated. X-ray diffraction and photoluminescence results have shown that samples grown on (3 1 1)B GaAs planes have better crystallographic properties than those grown on (1 0 0). Both anatase and rutile phases were detected in samples with lower In-doping (In = 5 nm) while only rutile phase was observed for higher In-doped samples (In = 15 nm). Furthermore, In-doping adversely affected the electrical properties of samples grown on (1 0 0) substrates while it enhanced those of (3 1 1)B samples. Two shallow defects were detected in all samples except for (3 1 1)B sample (In = 15 nm) where three shallow defects were observed. The presence of more shallow defects in this sample is evidenced by a red-shift in the absorption spectrum. It was concluded that sample (3 1 1)B (In = 15 nm) is best among all other samples and makes it more suitable for solar cell applications

    Determinated chaos in nonlinear-optical systems

    No full text
The aim to be attained is to study possibilities of transition to chaos dynamics and its physical effects in simple nonlinear-optical systems without external feedback. The effect of linear photoabsorption on chaos evolution of an ensemble of six light waves was studied. The conditions of transition from chaos mode in generation of the second harmonics of the multimode radiation were revealed. The conditions of transitions to chaos under interaction of light with impurity centers in a crystal were analytically and numerically obtained. The effect of growth of an average population of the upper state of the impurity electron during its excitation by weak pulses was revealed. The values of physical parametrs with which the eobservation of the effects discussed is possible were evaluatedAvailable from VNTIC / VNTIC - Scientific & Technical Information Centre of RussiaSIGLERURussian Federatio

INFLUENCE OF ELECTROPHYSICAL PARAMETERS ON INTENSITY OF ELECTRIC CONVECTION

Dielectric liquids, being under the action of an electric field, are investigated in the paper aiming at the mechanism clarification of the heterocharge formation in a high-ohm liquid at the covering of an electric field. The analysis of conditions of the electroconvection origin at the heterocharge distribution of potential is also the aim of the paper. As a result the relation, discribing relaxation processes at the field covering on a high-ohm liquid, has been obtained. A problem of the electroconvective heat exchange in the representation of a boundary layer has been solved. The generalized dependence of heat transfer, dependence taking into account the isothermal mechanism of the heat carrier electrization, has been suggested. Experimental investigations of the convective heat tranfer to a liquid in an electric field in the dependence on the presense of covering on a heat releasing surface have been held. It has been established, that heterogeneities, connected with coverings, are not essential in the comparison with heterogeneity of a medium, formed in the result of the high-volt polarization. Measurements of a liquid potential in a rotating cell have been held. The calculation dependence obtained may be used in calculations of electroconvective heat exchangers. The practical use of the paper results will make it possible to improve constructions of electroconvective heat exchangers. The paper results will make it possible to understand processes, taking part in dielectric liquids under the action of an electric field and to intensify heat transfer processesAvailable from VNTIC / VNTIC - Scientific & Technical Information Centre of RussiaSIGLERURussian Federatio
