Leadership in the British civil service: an interpretation

This article is essentially a polemic. The argument is that when politicians and officials now talk of ‘leadership’ in the British civil service they do not use that word in the way in which it was previously used. In the past leading civil servants, acting in partnership with ministers and within constitutional constraints, exercised leadership in the sense of setting example, inspiring confidence and encouraging loyalty. The loosening of traditional constitutional patterns, the marginalization of senior officials in the policy process and the emergence of business methods as the preferred model for public ­administration have led to a political and administrative environment in which leadership in the British civil service is now about encouraging patterns of behaviour which fit in with these changes. Leadership skills are now about ‘delivery’; they are not about motivation. It is time for politicians, officials and scholars to be open about this

FUNCIONES DE TRANSFORMACION PARA EVALUACIÓN DE IMPACTO POR ANTENAS DE ESTACIONES BASE TELEFONIA MOVIL

 Resumen: El presente estudio tuvo como objetivo definir métodos matemáticos mediante funciones de transformación que permitan medir la magnitud de las alteraciones ambientales provocadas por la instalación de estaciones base de telefonía móvil.  Su aplicación fue realizada en el Colegio Instituto Técnico Industrial Ocaña. Para esto implementaron entrevistas, software QGIS y un equipo de medición de radiación electromagnética de alta frecuencia 60105 marca Aronia. Como resultado se obtuvieron cinco funciones de transformaciones en donde se relaciona el valor de impacto con las cantidades afectadas.  En conclusión este tipo funciones son  una  herramienta que permite valora el impacto ambiental de este tipo de tecnologías de acuerdo a su magnitud. HyTI: Thermal Infrared Spectroscopy from a 6U Platform

The HyTI (Hyperspectral Thermal Imager) mission, funded by NASA’s Earth Science Technology Office InVEST (In-Space Validation of Earth Science Technologies) program, will demonstrate how high spectral and spatial long-wave infrared image data can be acquired from a 6U CubeSat platform. The mission will use a spatially modulated interferometric imaging technique to produce spectro-radiometrically calibrated image cubes, with 25 channels between 8-10.7 μm, at 13 cm-1 resolution), at a ground sample distance of ~60 m. The HyTI performance model indicates narrow band NE∆Ts of \u3c 0.3 K. The small form factor of HyTI is made possible via the use of a no-moving-parts Fabry-Perot interferometer, and JPL’s cryogenically-cooled HOT-BIRD FPA technology. Launch is scheduled for no earlier than Fall 2021. The value of HyTI to Earth scientists will be demonstrated via on-board processing of the raw instrument data to generate L1 and L2 products, with a focus on rapid delivery of data regarding volcanic degassing, land surface temperature, and precision agriculture metrics. In this presentation we will provide an overview of the HyTI measurement approach, the onboard data reduction approach and the spacecraft design.
