    Efficiency of Vehicle Operation

    The paper presents the results of researching the mileage of vehicle efficient operation (MVEO) based on the method of using the techno-economic criterion (TEC). As a result of our work, we have defined and substantiated the MVEO for motor vehicles operated in the conditions of St. Petersburg and the Leningrad region, and calculated the lifetime of motor vehicles with the use of the techno-economic criterion. In defining MVEO and in the use of the techno-economic criterion an important role was played by complexity of running repair (RR) of the rolling stock not regulated by the manufacturers of vehicles of these brands. It has been found that the value of MVEO is influenced by a number of various factors, for example: efficiency of the production-technical base, qualification of the personnel, operating conditions (road, transport, etc.), and the level of instrumentation. Each of them has its specific weight in the MVEO value, but using the work load of RR parameter is explained by its complexity, and all these factors influence its value in varying degree.     Interaction of vector solitons with a nonlinear interface

    We develop the analytical method of field momenta for analyzing the dynamics of optical vector solitons in photorefractive nonlinear media. First, we derive the effective evolution equations for the parameters of multi-component solitons composed of incoherently coupled beams and investigate the soliton internal oscillations associated with the relative motion of the soliton components. Then, we apply this method for analyzing the vector soliton scattering by a nonlinear interface. In particular, we show that a vector soliton can be reflected, transmitted, captured, or split into separate components, depending on the initial energy of its internal degree of freedom. The results are verified by direct numerical simulations of spatial optical solitons in photorefractive nonlinear media

    Identification of Phylogenetic Position in the Chlamydiaceae Family for Chlamydia Strains Released from Monkeys and Humans with Chlamydial Pathology

    Based on the results of the comparative analysis concerning relatedness and evolutional difference of the 16S–23S nucleotide sequences of the middle ribosomal cluster and 23S rRNA I domain, and based on identification of phylogenetic position for Chlamydophila pneumoniae and Chlamydia trichomatis strains released from monkeys, relatedness of the above stated isolates with similar strains released from humans and with strains having nucleotide sequences presented in the GenBank electronic database has been detected for the first time ever. Position of these isolates in the Chlamydiaceae family phylogenetic tree has been identified. The evolutional position of the investigated original Chlamydia and Chlamydophila strains close to analogous strains from the Gen-Bank electronic database has been demonstrated. Differences in the 16S–23S nucleotide sequence of the middle ribosomal cluster and 23S rRNA I domain of plasmid and nonplasmid Chlamydia trachomatis strains released from humans and monkeys relative to different genotype groups (group B-B, Ba, D, Da, E, L1, L2, L2a; intermediate group-F, G, Ga) have been revealed for the first time ever.     В статье рассматривается специфика регионального высшего инженерного образования, выделяются проблемы, существенно осложняющие перспективы развития региональных университетов. Описываются модели вузовского образования и процесс создания единой образовательной сети на различных уровнях, что позволяет устойчиво функционировать образовательному учреждению, настраиваясь на потребности экономики региона и задавая требования к предшествующим уровням образования. Выявлены проблемы, возникающие в процессе развития инженерных региональных университетов. Показано что линейная модель в настоящее время уже не действует, иерархические модели сетевых структур более привлекательны в настоящих условиях. Однако и они требуют постоянной коррекции, а этот процесс можно наладить, включив в сетевую модель развития обратные связи. Опираясь на нетворкинг как основной фактор модели развития высшей школы, который способствует развитию региональных университетов синхронно с развитием региона.The article examines the specifics of the regional higher engineering education, identifies problems that make significantly more complicated the prospects for the development of regional universities. The models of university education and the process of creating a unified educational network at various levels are described, which makes possible a steadily functioning of an educational institution, adjusting to the needs of the regional economy and setting requirements for lower levels of education. The arising problems in the development of regional engineering universities are revealed. It is shown that the linear model does not work anymore; hierarchical models of network structures are more attractive in the present conditions. However, they require constant correction, and this process can be adjusted by including feedback in the network development model. Relying on networking as the main factor for the model of development of higher education, that promotes the development of regional universities simultaneously with the development of the region
