    Earth system justice needed to identify and live within Earth system boundaries

    Living within planetary limits requires attention to justice as biophysical boundaries are not inherently just. Through collaboration between natural and social scientists, the Earth Commission defines and operationalizes Earth system justice to ensure that boundaries reduce harm, increase well-being, and reflect substantive and procedural justice. Such stringent boundaries may also affect ‘just access’ to food, water, energy and infrastructure. We show how boundaries may need to be adjusted to reduce harm and increase access, and challenge inequality to ensure a safe and just future for people, other species and the planet. Earth system justice may enable living justly within boundaries

    Post-disaster social recovery: disaster governance lessons learnt from Tropical Cyclone Yasi

    Post-disaster social recovery remains the least understood of the disaster phases despite increased risks of extreme events leading to disasters due to climate change. This paper contributes to advance this knowledge by focusing on the disaster recovery process of the Australian coastal town of Cardwell which was affected by category 4/5 Tropical Cyclone Yasi in 2011. Drawing on empirical data collected through semi-structured interviews with Cardwell residents post-Yasi, it examines issues related to social recovery in the first year of the disaster and 2 years later. Key findings discuss the role played by community members, volunteers and state actors in Cardwell’s post-disaster social recovery, especially with respect to how current disaster risk management trends based on self-reliance and shared responsibility unfolded in the recovery phase. Lessons learnt concerning disaster recovery governance are then extracted to inform policy implementation for disaster risk management to support social recovery and enhance disaster resilience in the light of climate change

    Enabling political legitimacy and conceptual integration for climate change adaptation research within an agricultural bureaucracy: a systemic inquiry

    The value of using systems approaches, for situations framed as ‘super wicked’, is examined from the perspective of research managers and stakeholders in a state-based climate change adaptation (CCA) program (CliChAP). Polycentric drivers influencing the development of CCA research pre-2010 in Victoria, Australia are reflected on, using Soft Systems Methodology (SSM) to generate a boundary critique of CCA research as a human activity system. We experienced the complexity of purpose with research practices pulling in different directions, reflected on the appropriateness of agricultural bureaucracies’ historical new public management (NPM) practices, and focused on realigning management theory with emerging demands for adaptation research skills and capability. Our analysis conceptualised CliChAP as a subsystem, generating novelty in a wider system, concerned with socio-ecological co-evolution. Constraining/enabling conditions at the time dealing with political legitimacy and conceptual integration were observed as potential catalysts for innovation in research management towards better handling of uncertainty as a social process using systemic thinking in practice (StiP)

    ‘Subjective resilience’: using perceptions to quantify household resilience to climate extremes and disasters.

    How should we measure a household’s resilience to climate extremes, climate change or other evolving threats? As resilience gathers momentum on the international stage, interest in this question continues to grow. So far, efforts to measure resilience have largely focused on the use of ‘objective’ frameworks and methods of indicator selection. These typically depend on a range of observable socio-economic variables, such as levels of income, the extent of a household’s social capital or its access to social safety nets. Yet while objective methods have their uses, they suffer from well-documented weaknesses. This paper advocates for the use of an alternative but complementary method: the measurement of ‘subjective’ resilience at the household level. The concept of subjective resilience stems from the premise that people have an understanding of the factors that contribute to their ability to anticipate, buffer and adapt to disturbance and change. Subjective household resilience therefore relates to an individual’s cognitive and affective self-evaluation of their household’s capabilities and capacities in responding to risk. We discuss the advantages and limitations of measuring subjective household resilience and highlight its relationships with other concepts such as perceived adaptive capacity, subjective well-being and psychological resilience. We then put forward different options for the design and delivery of survey questions on subjective household resilience. While the approach we describe is focused at the household level, we show how it has the potential to be aggregated to inform sub-national or national resilience metrics and indicators. Lastly, we highlight how subjective methods of resilience assessment could be used to improve policy and decision-making. Above all, we argue that, alongside traditional objective measures and indicators, efforts to measure resilience should take into account subjective aspects of household resilience in order to ensure a more holistic understanding of resilience to climate extremes and disasters

    This Synthesis Report (SYR) of the IPCC Sixth Assessment Report (AR6) summarises the state of knowledge of climate change, its widespread impacts and risks, and climate change mitigation and adaptation. It integrates the main findings of the Sixth Assessment Report (AR6) based on contributions from the three Working Groups1 , and the three Special Reports. The summary for Policymakers (SPM) is structured in three parts: SPM.A Current Status and Trends, SPM.B Future Climate Change, Risks, and Long-Term Responses, and SPM.C Responses in the Near Term.This report recognizes the interdependence of climate, ecosystems and biodiversity, and human societies; the value of diverse forms of knowledge; and the close linkages between climate change adaptation, mitigation, ecosystem health, human well-being and sustainable development, and reflects the increasing diversity of actors involved in climate action. Based on scientific understanding, key findings can be formulated as statements of fact or associated with an assessed level of confidence using the IPCC calibrated language

    Framing disaster resilience: The implications of the diverse conceptualisations of "bouncing back"

    Purpose - To confront the increasingly devastating impacts of disasters and the challenges that climate change is posing to disaster risk management (DRM) there is an imperative to further develop DRM. The resilience approach is emerging as one way to do this, and in the last decade has been strongly introduced into the policy arena, although it is not new for DRM practitioners and researchers. Nevertheless, resilience is a highly contested issue, and there is no agreed definition of it, which has resulted in confusion for stakeholders when applying it to practice. Therefore, the purpose of this paper is to investigate how resilience is framed by researchers and DRM practitioners. Design/methodology/approach - The analytical framework used was Hajer's "social-interactive discourse theory", combined with analysis of government documents, in-depth interviews with practitioners and observation of field and practices within the context of the Natural Disaster Resilience Program in Queensland, Australia. Findings - One of the key findings is that the idea of "bouncing back" is central to the resilience discourse but different interpretations of this idea results in real-world implications. Three different ways (storylines) in which practitioners construct the meaning of disaster resilience emerge from this study. Importantly the divergences between these storylines reveal possibilities for reframing to occur and these could lead to different policy options and practices. Originality/value - The results presented in this paper offer empirical evidence on how resilience is understood on the ground, contributing to extending resilience theory and informing DRM and resilience practice

    Stakeholder participation in building resilience to disasters in a changing climate

    The resilience perspective has emerged as a plausible approach to confront the increasingly devastating impacts of disasters; and the challenges and uncertainty climate change poses through an expected rise in frequency and magnitude of hazards. Stakeholder participation is posited as pivotal for building resilience, and resilience is not passive; rather, stakeholders are actively involved in the process of building resilience. Who is involved and how they are involved are crucial aspects for developing resilience in practice. Nevertheless, there are few empirical studies available to inform theory or show how these issues are addressed. This study focuses on revealing how practitioners frame the issue of participation in relation to resilience, its relevance to a changing climate and how, in consequence, they construct practices. Using Hajer's [(1995). The politics of environmental discourse: Ecological modernization and the policy process. New York] Social-interactive discourse theory, in this interdisciplinary research, we study the frames and subsequent practices developed around a disaster management policy initiative in Australia: the Natural Disaster Resilience Program in Queensland. What emerges from the research findings as critical and requiring urgent attention is stakeholder and especially local government and community participation, and for this to become socially relevant, challenges such as meaningful communication and power structures need to be addressed. What is also critical is to move from experiential learning to social learning. Additionally, the results presented here offer empirical evidence on how broadening the pool of actors can be implemented, and the opportunities that this opens up for building resilience

    Resilience for disaster risk management in a changing climate: Practitioners' frames and practices

    There is a growing use of resilience ideas within the disaster risk management literature and policy domain. However, few empirical studies have focused on how resilience ideas are conceptualized by practitioners, as they implement them in practice. Using Hajer's 'social-interactive discourse theory' this research contributes to the understanding of how practitioners frame, construct and make sense of resilience ideas in the context of changes in institutional arrangements for disaster risk management that explicitly include the resilience approach and climate change considerations. The case study involved the roll out of the Natural Disaster Resilience Program in Queensland, Australia, and the study involved three sites in Queensland. The methods used were observation of different activities and the physical sites, revision of documents related to the Natural Disaster Resilience Program and in-depth semi-structured interviews with key informants, all practitioners who had direct interaction with the program. The research findings show that practitioners construct the meaning of disaster resilience differently, and these are embedded in diverse storylines. Within these storylines, practitioners gave different interpretations and emphasis to the seven discourse categories that characterized their resilience discourse. Self-reliance emerged as one of the paramount discourse categories but we argue that caution needs to be used when promoting values of self-reliance. If the policy impetus is a focus on learning, research findings indicate it is also pertinent to move from experiential learning toward social learning. The results presented in this study provide helpful insights to inform policy design and implementation of resilience ideas in disaster risk management and climate change, and to inform theory
