Monitoring a trans-border labour market in view of liberalization - the case of Ticino.

Switzerland has signed a treaty with the EU on free mobility. Beginning from the month of June 2004, this will replace the actual regulation based on quotas of foreign labor force and will facilitate the entrance of the Italian enterprises in the Ticino market. The evidence found when monitoring the Ticino economy for the period 1980 to 2002, is that the opening of the market has largely been anticipated and the regional economies, north and south of the border, seem to be converging at least from about two decades. The liberalization of the labor market will therefore accelerate an integration process already in action. This paper presents evidence on this process, based on the characteristics of the trans-border labor market (wage differentials, mobility, skills) and indicators on both supply and demand side of this specific regional market.

Data on international trade at regional level have gained scarce consideration by the economic profession in Switzerland. In the present study we try to fill this gap and to start the debate on these problems. We limit our analysis to the exports of the industrial sector. The correspondance between the location of the industry indicated in this context and that reported by other economic statistics is examined using location quotients. Subsequently, data are used in a shift and share framework aiming at identifying the main traits of evolution of the individual regions.

The Global Entrepreneurship Monitor Report 2013 on Switzerland illustrates national differences in entrepreneurial attitudes, activity, and aspirations between economies, revealing the factors that determine the nature and level of national entrepreneurial activity, and identifying policy implications for enhancing entrepreneurship in Switzerland. The GEM data complement already existing indicators of competitiveness and innovation. In the 2013 census, perceived opportunities to start a business were higher in Switzerland than in previous years. Switzerland ranks above the average of innovation based countries. What is particularly noticeable is the fact that Fear of Failure has clearly lessened in the past few years, and in 2013 was even lower than in the USA
