    Conceptual definition of a 50-100 kWe NEP system for planetary science missions

    The Phase 1 objective of this project is to assess the applicability of a common Nuclear Electric Propulsion (NEP) flight system of the 50-100 kWe power class to meet the advanced transportation requirements of a suite of planetary science (robotic) missions, accounting for differences in mission-specific payloads and delivery requirements. The candidate missions are as follows: (1) Comet Nucleus Sample Return; (2) Multiple Mainbelt Asteroid Rendezvous; (3) Jupiter Grand Tour (Galilean satellites and magnetosphere); (4) Uranus Orbiter/Probe (atmospheric entry and landers); (5) Neptune Orbiter/Probe (atmospheric entry and landers); and (6) Pluto-Charon Orbiter/Lander. The results are based on a five year study that was conducted between 1978 and 1983 on the space disposal of high level nuclear waste.     A global view of lander-to-orbiter communications accessibility for a Mars Global Network Mission

    Given the mission objective to deploy a number of small landers to the surface of Mars at various latitude/longitude locations, it is of interest to obtain a global perspective of the communications link geometry between the landers and a data relay orbiter. Specifically, the question to be answered is what is the total time interval over one Martian day (1 sol) that a lander at any given latitude and longitude can communicate data to the orbiter. Results should be obtained for more than one elevation angle constraint (lander antenna design issue), and also for several time points into the mission since the orbiter's periapsis location moves under the influence of Mars' oblateness perturbation. Such information is presented in terms of global contour maps of available communications time per sol summed over all orbiter pases on that day. Global data of this type complements more detailed local site data such as communications range and elevation vs time per pass. Communications time contour maps are included here for sol grids of 180, 232, 318, 361, and 404 corresponding to orbiter periapsis latitudes of 35 S, 90 S, equatorial, 45 N, and 90 N. For each of these days, there is a map for both a 15 deg and 45 deg minimum elevation constraint on the lander-to-orbiter line of sight. The jagged appearance of the contour lines is due to computational resolution in interpolating between a finite number of latitude/longitude grid points. Although the contours should really be smooth, the general information content is represented by the lower resolution maps shown here. An example of the tabulated, finite-grid data points is also given. Communication with all sites is possible at the 15 deg elevation constraint, at times only for several minutes per sol but more generally for a much longer time up to 14 hours per sol. Significantly less time is available with a 45 deg elevation constraint, and at certain times in the mission some localized regions of the planet are inaccessible. Still, one may conclude that the reference orbit selection will support a more than adequate communications link through the mission timeline with landers emplaced at any desired location on Mars

    Benefits of slush hydrogen for space missions

    A study was performed to quantify the benefits of using slush hydrogen instead of normal boiling point liquid hydrogen as a fuel for several space missions. Vehicles considered in the study included the Space Shuttle/Shuttle-C, LEO to GEO transfer vehicles, Lunar and Mars transfer vehicles, and cryogenic depots in low Earth orbit. The advantages of using slush hydrogen were expressed in terms of initial mass differences at a constant payload, payload differences at a constant tank volume, and increases in fuel storage time for cryogenic depots. Both chemical oxygen/hydrogen and hydrogen nuclear thermal rocket propulsion were considered in the study. The results indicated that slush hydrogen offers the potential for significant decreases in initial mass and increases in payload for most missions studied.     Fish Habitat Utilization Patterns and Evaluation of the Efficacy of Marine Protected Areas in Hawaii: Integration of NOAA Digital Benthic Habitat Mapping and Coral Reef Ecological Studies

    Over the past four decades, the state of Hawaii has developed a system of eleven Marine Life Conservation Districts (MLCDs) to conserve and replenish marine resources around the state. Initially established to provide opportunities for public interaction with the marine environment, these MLCDs vary in size, habitat quality, and management regimes, providing an excellent opportunity to test hypotheses concerning marine protected area (MPA) design and function using multiple discreet sampling units. NOAA/NOS/NCCOS/Center for Coastal Monitoring and Assessment’s Biogeography Team developed digital benthic habitat maps for all MLCD and adjacent habitats. These maps were used to evaluate the efficacy of existing MLCDs for biodiversity conservation and fisheries replenishment, using a spatially explicit stratified random sampling design. Coupling the distribution of habitats and species habitat affinities using GIS technology elucidates species habitat utilization patterns at scales that are commensurate with ecosystem processes and is useful in defining essential fish habitat and biologically relevant boundaries for MPAs. Analysis of benthic cover validated the a priori classification of habitat types and provided justification for using these habitat strata to conduct stratified random sampling and analyses of fish habitat utilization patterns. Results showed that the abundance and distribution of species and assemblages exhibited strong correlations with habitat types. Fish assemblages in the colonized and uncolonized hardbottom habitats were found to be most similar among all of the habitat types. Much of the macroalgae habitat sampled was macroalgae growing on hard substrate, and as a result showed similarities with the other hardbottom assemblages. The fish assemblages in the sand habitats were highly variable but distinct from the other habitat types. Management regime also played an important role in the abundance and distribution of fish assemblages. MLCDs had higher values for most fish assemblage characteristics (e.g. biomass, size, diversity) compared with adjacent fished areas and Fisheries Management Areas (FMAs) across all habitat types. In addition, apex predators and other targeted resources species were more abundant and larger in the MLCDs, illustrating the effectiveness of these closures in conserving fish populations.     Analysis of success probability/cost trades for small landers in a Mars network

    The premise to be tested in this analysis is whether cost economics may accrue by delivering more landers designed to lower reliability of operation (compared to fewer landers of higher reliability) to obtain a desired probability of achieving a given number of lander successes. Generally, the application in mind is a network of penetrators, although the analysis may apply as well to other small lander concepts or even to simple rovers. The method of analysis is based on a probabilistic model of lander success and a related probabilistic model of project cost including the lander, spacecraft carrier, and integration, but not launch or operations costs. Quantitative results are obtained in a normalized and parametric fashion. Sensitivity to the assumed model parameters is also examined

    Impact of hatchery releases on the recreational fishery for Pacific threadfin (Polydactylus sexfilis) in Hawaii

    The Pacific threadfin (Polydactylus sexfilis) is considered one of the premier Hawaiian food fishes but even with catch limits, seasonal closures, and size limits, catches have declined dramatically since the 1960s. It was identified as the top candidate species for stock enhancement in Hawaii, based on the decline in stocks, high market value, and importance of the fishery. In the stock enhancement program for Pacific threadfin, over 430,000 fingerlings of various sizes were implanted with coded wire tags and released in nursery habitats along the windward coast of Oahu between 1993 and 1998. Because few Pacific threadfin were present in creel surveys conducted between 1994 and 1998, Oahu fishermen were offered a $10 reward for each threadfin that was caught (for both hatchery-reared and wild fish). A total of 1882 Pacific threadfin were recovered from the reward program between March 1998 and May 1999, including 163 hatchery-reared fish, an overall contribution of 8.7% to the fishery. Hatchery-reared fish accounted for as high as 71% of returns in the release areas. Hatchery-reared fish were recovered on average 11.5 km (SD=9.8 km) from the release site, although some had moved as far away as 42 km. Average age for recovered hatchery-reared fish was 495 days; the oldest was 1021 days. Cultured Pacific threadfin juveniles survived and recruited successfully to the recreational fishery, accounting for 10% of fishermen’s catches on the windward side of Oahu. Recruitment to the fishery was highest for the 1997 release year; few juveniles from earlier releases were observed. Presence of a few large, fully developed females in the recreational fishery suggested that hatchery-reared fish can survive, grow, and reproductively contribute to the population. Implementation of an enhancement program that is focused on juveniles and perhaps large females, as part of an integrated fishery management strategy, could speed the recovery of this fish population

    An Exploratory Statistical Analysis of a Planet Approach-Phase Guidance Scheme Using Angular Measurements with Significant Error

    An exploratory analysis of vehicle guidance during the approach to a target planet is presented. The objective of the guidance maneuver is to guide the vehicle to a specific perigee distance with a high degree of accuracy and minimum corrective velocity expenditure. The guidance maneuver is simulated by considering the random sampling of real measurements with significant error and reducing this information to prescribe appropriate corrective action. The instrumentation system assumed includes optical and/or infrared devices to indicate range and a reference angle in the trajectory plane. Statistical results are obtained by Monte-Carlo techniques and are shown as the expectation of guidance accuracy and velocity-increment requirements. Results are nondimensional and applicable to any planet within limits of two-body assumptions. The problem of determining how many corrections to make and when to make them is a consequence of the conflicting requirement of accurate trajectory determination and propulsion. Optimum values were found for a vehicle approaching a planet along a parabolic trajectory with an initial perigee distance of 5 radii and a target perigee of 1.02 radii. In this example measurement errors were less than i minute of arc. Results indicate that four corrections applied in the vicinity of 50, 16, 15, and 1.5 radii, respectively, yield minimum velocity-increment requirements. Thrust devices capable of producing a large variation of velocity-increment size are required. For a vehicle approaching the earth, miss distances within 32 miles are obtained with 90-percent probability. Total velocity increments used in guidance are less than 3300 feet per second with 90-percent probability. It is noted that the above representative results are valid only for the particular guidance scheme hypothesized in this analysis. A parametric study is presented which indicates the effects of measurement error size, initial perigee, and initial energy on the guidance requirements. Measurement error size significantly affects both guidance accuracy and velocity-increment expenditure. The initial trajectory, as given by its perigee and energy, affects the velocity-increment expenditure but not final guidance accuracy
