    The Innovative Approach for Accounting and Accountability of Government Revenues in Iraq

    This study indicates that accountability of government revenue procedures are sufficient, adequate,  and well developed and illustrates new control bodies that parliament has created (such as the Commission of Integrity) in addition to the Board of Supreme Audit (BSA)  to fight financial and managerial corruption.  It covers both theoretical and empirical aspects. The theoretical side includes literature review, defining the accountability, audit of revenues, performance audit, taxation policy, and the sources of governmental income. While the empirical side includes studying the economic influence of government revenues in Iraq, different sources of government income, governmental control bodies, and the auditing procedures used by the BSA.This research considers how the contribution of oil revenue and tax revenues can be measured. It shows that the Iraqi Government depends almost totally on oil revenues (about 93% in 2012). The situation has deteriorated since 2003, when Iraq was first occupied, in spite of increased revenue from taxation.The Study highlights that the State should increase its role from different organizations to control all expenditures and develop revenue streams in other sectors. Although there is an emphasis on financial and budgetary measures for financial accountability, the use of non-financial measures in determining outcome accountability is increasing.     Scaffolding instruction for improvement in learning English language skills

    Students who learn English as a foreign language (EFL) or English as a second language (ESL) often struggle with limited vocabulary and poor reading comprehension skills. This action research explores the effectiveness of implementing scaffolding instruction for university level EFL/ESL students in improving their language learning skills, namely critical reading, and study skills for reading. A sample of 36 foundation year students was involved in two cycles of intervention. Triangulation of data collection was done after each cycle through student survey (SS), language learning assessment (LLA) tasks and an observation checklist to measure the impact of the proposed practice on the improvement in the participants’ learning. The scaffolding techniques used were soft versus hard (support provided only till needed), chunking (breaking down information), modelling (giving clear examples), bridging (using prior knowledge) and contextualizing (making connections). Both the quantitative and qualitative data revealed that scaffolding instruction significantly improved the participants’ language learning skills. For sustainable education, the findings emphasize the importance of conducting scaffolding instruction in small groups, assigning pre-planned and well-structured tasks with clear instructions, and providing scaffolding ‘as and when needed’ especially in a mixed ability group of EFL/ESL students

    Heard and Seen: Developing Inclusive Activities for Enabling the Voices of Children with Disabilities in Oral Health Research

    The Convention on the Rights of the Child argues for children’s involvement in research. Oral health research frequently excludes children with disabilities and their voices. This study takes a rights-based approach by devising methods to include disabled children in oral health research. This is an ethnographic study. Methods utilized interviews, guided tours, symbols, drawings, pictures, and games. The selection of method depended on the ability and preference of each child. Using pictures and games as prompts enabled child participation. The guided tour activity facilitated the development of relationships with the children. It also increased their ability to chat informally and appeared to reduce power imbalances compared to formal, structured interviewing. Focus group interviews, symbols, and drawings acted as barriers to children’s participation. Involving children with disabilities in oral health research requires using appropriate methodological designs and innovative, pluralistic methods drawn from differentdisciplines. This promotes a rights-based approach, which recognizes diversity and aims to reduce the discrimination and disempowerment of children with disabilities

    This research focuses on the contemporary geostrategic transformations that afflicted the countries of the Middle East, with a focus on the countries of the Arab East, after the collapse of the system of international relations, and the emergence of the unipolar system led by the United States of America. After the events of September 11 and the events that followed, especially the occupation of Iraq in 2003, the study area witnessed a group of geopolitical variables and the emergence of dangerous phenomena that threatened the state structure in the countries of the Middle East; the most notably are the phenomenon of terrorism, cross-border armed groups, sectarian polarization, the phenomenon of migration and the internal and the external displacement and the serious consequences that resulted from it, such as demographic change and the emergence of a failed state, which has become a threat to national and regional security in the region.One of the results of this security vacuum was the rise of active regional powers on the scene to fill the geopolitical vacuum, the change in the equation of the Arab-Israeli conflict, and the emergence of plans aimed at redrawing the political map of the countries of the region based on ethnic and sectarian division
