    Compression of Monochromatic and Multicolored Image with Neural Network

    Nowadays we have so much images provided by different types of machines, while we need to store them or transfer to other devices or via internet, we need to compress them because the images usually have large amount of size. Compressing them reduces time for transferring files. The compression can be done with different methods and software in order to reduce their capacity expressed in megabytes as much as tens of hundreds of gigabytes for more files. It is well known that the speed of information transmission depends mainly on its quantity or the capacity of the information package. Image compression is a very important task for data transfer and data storage, especially nowadays because of the development of many image acquisition devices. If there is no compression technique used on these data, they may occupy immense space of memory, or render difficult data transmission. Artificial Neural Networks (ANN) have demonstrated good capacities for lossy image compression. The ANN algorithm we investigate is BEP-SOFM, which uses a Backward Error Propagation algorithm to quickly obtain the initial weights, and then these weights are used to speed up the training time required by the Self-Organizing Feature Map algorithm. In order to obtain these initial weights with the BEP algorithm, we analyze the hierarchical approach, which consists in preparing the image to compress using the quadtree data structure by segmenting the image into blocks of different sizes. Small blocks are used to represent image areas with large-scale details, while the larger ones represent the areas that have a small number of observed details. Tests demonstrate that the approach of quadtree segmentation quickly leads to the initial weights using the BEP algorithm

    Digitalization of the Parking Lot at the Public University “Kadri Zeka” in Gjilan

    The main purpose of this paper is to describe how the construction of the project was carried out, which controls the entries and exits in the parking lot of vehicles "SMART PARKING" at the Public University "Kadri Zeka" in Gjilan, in the Republic of Kosovo. In fact, this paper deals with the digitalization of vehicle parking lots. This project uses hardware and software components for its realization. Hardware components operate according to software instructions executed according to a working program code within a closed and endless programming cycle. This automatic form of operation of a digital car park not only regulates the traffic inside the car park but also satisfies the drivers of the vehicles with information given in a display or monitor. The information refers to vacancies in the parking lot and informs the driver of the vehicle about whether or not he can park his vehicle by allowing or not allowing the opening of the barrier. On the other hand the system becomes even more sophisticated when at the entrance of the smart parking lot is placed the key for searching for the opening of the barrier which may not open if there are no free parking spaces. All of this is controlled by software written in the C ++ programming language, of course within the Arduino UNO programming environment. Therefore, the electronic-hardware devices used in this paper/project are directed by the relevant software placed in the memory of the microcontroller in the system "Smart Parking”. The reason for building this automatic vehicle parking system is to control and prevent the attempted parking of vehicles that would seriously impede the exit of previously parked vehicles in the parking lot of the Public University "Kadri Zeka" in the city of Gjilan, Republic of Kosovo

    The Impact of the COVID 19 Pandemic on the Digitalization of Municipal Administration, the Development of E-Governance

    This paper essentially addresses the importance and contribution of digitalization in the creation and implementation of public policies, thus analyzing the activity of the Municipal Administration in Gjilan, Vitia, and Kamenica, the principles on which it relies and administrative bodies as an important part of administration. First, the importance of Public Administration and its principles is presented, then Municipal Administration and Ethics in Municipal Administration. It then analyzes E-Government and E-Kiosk as an important structure of the administration and the role it has given so far in administrative reform as one of the advantages for the integration of Municipal Administrations, strong management and use of information technology for a smooth-running of work quickly and accurately, especially in protecting the health of citizens from the Covid-19 Pandemic. To achieve the purpose of this paper, the method of surveying citizens directly through questionnaires was used. The questions are mostly qualitative and they are closed-type, open-type, but there are also Liker type. The questionnaire was used to survey 60 participants from the Municipality of Gjilan, 50 participants from the Municipality of Vitia and 50 participants from the Municipality of Kamenica. After completing the questionnaire, it was concluded that the digitalization of the Municipal Administration requires well-trained staff and continuous   maintenance of information systems. E-Government should be the main goal in the reform of the municipal administration, which will promote radical changes such as: a   new way of management, discussions and communication, more efficient and faster   decision-making, access for all to services, elimination of corruption and administrative  silence. It is a driving force for the reorganization and renewal of administration services. It also protects the health of citizens from contagious diseases, especially during the Covid-19 Pandemic

    Make your "home production" and hobby profitable

    The main goal of the project was increasing the competitiveness of regional businesses. Two groups of unemployed women who produce home made products and handicraft, were formed, in Shtip and Gotse Delchev. They have been trained in basic of economics and basic IT knowledge, in order to be able to sell their products and make the hobby and home production profitable. Organization of workshop with local bussinissmen, bazaars in Shtip and Gotse Delchev, and participation with joint stand at fair in Skopje, enabled them to cooperate, make contacts and enabled basis for future development of their home activities into micro or small firm. The implementation of proposed project activities should result in increasing the competitiveness of the smallest "domestic businesses" and turning them into profitable source of income for unemployed women.This will enable their inclusion in social and society life, and thus increasing of the confidence and valuation of their labor. It will support the goal of equal participation of women in the labor market. Successful implementation of the planned activities, through basic business and IT trainings, will be the ground, possibility for further developing of these home businesses into micro and small firms, through active involvement on the market. This will, in any case, increase the number of women who will begin to earn incomes from their home activities
