IMPLEMENTASI KEBIJAKAN PROGRAM PEMBERDAYAAN MASYARAKAT DALAM MENDUKUNG KEGIATAN PEMBANGUNAN DI DISTRIK SUGAPA KABUPATEN INTAN JAYA

The issue of village development has become a priority for realizing development from the lowest level of government. Particularly in poverty alleviation priorities of rural communities. One of the activities aimed at building and prospering the village community is contained in Law No. 6 of 2014 on the Village, which is the activities of BUMDes. This research is conducted to know the implementation of the policy of BUMDes in Sugapa District Intan Jaya Regency. The correct management and implementation and in accordance with the policies made are expected to realize the ideals of BUMDes establishment. This research uses qualitative descriptive writing method. The data source used is primary data and secondary data. The study used the data obtained through interview, bservation and documentation. The theoretical basis used is the theory of policy implementation of Van Meter and Van Horn explains that policy implementation is an action to transform policy into action that is operational by government or private that directed to reach the purpose which have been determined. There are 6 variables of policy implementation according to Van Meter and Van Horn are Policy Objectives, Resources, Inter-Organizational Relations, Characteristics of implementing agencies/ organizations, Political, social and economic environment, Disposition/ response or attitude of the implementers. The process of policy Implementation BUMDes Sejahtera Sugapa District can run smoothly. The achievement of BUMDes welfare mission-mission can be realized. The resources of the marine can be well explored. The relationship between supervisors, administrators and members of BUMDes is conducive. The political, social and economic sectors can thrive. It is based on the level of understanding of the very high actors of economic development and poverty alleviation in Sugapa District. IMPLEMENTASI KEBIJAKAN PENGGUNAAN SISTEM INFORMASI DAN REKAPITULASI (SIREKAP) PADA PEMILIHAN KEPALA DAERAH SERENTAK TAHUN 2020 DI PROVINSI PAPUA

This study aims to analyze the Implementation of the General Election Commission (KPU) Policy regarding the Use of Sistem Informasi dan Rekapitulasi (SIREKAP) in the 2020 Simultaneous Regional Head Elections in Papua Province. Therefore, in this study, there are 3 main study focuses, firstly analyzing the description of the Implementation of the SIREKAP Policy in the 2020 Simultaneous Regional Head Elections in Papua Province. Second, analyze the supporting factors and inhibiting factors for the Implementation of the SIREKAP Policy in the 2020 Simultaneous Regional Head Elections in Papua Province. Third, analyze the efforts made to optimize the application of SIREKAP in post-conflict local elections. The research method used is descriptive qualitative. The research location is in Papua Province. The informant determination technique was selected purposively. The data collection used includes in-depth interviews, observation, and documentation. Data analysis techniques include the stages of data reduction, data presentation, data interpretation, and conclusion. The results of the study show that firstly, the implementation of the SIREKAP Policy in the 2020 Simultaneous Regional Head Elections in Papua Province from the aspect of interest, types of benefits, degree of change, the position of policymakers, executors, and resources used are by the objectives of implementing and holding transparent Pilkada and accountable because the presence of this SIREKAP facilitates the recapitulation process which can be accessed by the public so that it can build public trust in the implementation of regional elections. Even in the implementation stage, there were several obstacles encountered, both in the managerial aspects of operating the application, along with the technical problems in the field. Second, the determinant factors that support or hinder the Implementation of the SIREKAP Policy in the 2020 Simultaneous Regional Head Elections in Papua Province are the quality of human resources, Availability of the Internet Network, geographical conditions of the region, electricity network, and the use of Android Hangphones to operate applications. Third, the efforts made are to increase the level of availability of facilities and infrastructure to support the implementation of regional elections, especially for the application of SIREKAP. Then, make technical guidance and training activities for operators who will be placed in remote areas to be able to operate the SIREKAP application and as a pioneer in socializing this to the general public, so that when the next general election is held, regardless of whether it is a national election or a head election If the area wants to use SIREKAP, it will run optimally, not only in urban areas but in all areas in Papua

ANALISIS KEBIJAKAN PENINGKATAN KUALITAS SUMBER DAYA MANUSIA, DISIPLIN KERJA DAN PENGEMBANGAN KARIR PEGAWAI DI DINAS PERHUBUNGAN KABUPATEN NABIRE

This study aims to describe and analyze policies to improve the quality of Human Resources, work discipline, and career development at the Nabire Regency Transportation Service, as well as examine the factors that support and hinder their implementation. This research is a qualitative descriptive study. The location of the research is the Department of Transportation of Nabire Regency with the consideration of the accessibility of the researcher. The data collection techniques used are interviews and observation. Informants were selected purposively. The research instrument used was an interview guide and a recording device. Data analysis includes data preparation, data processing, data coding, data description, and data interpretation. The results showed that the policy of improving the quality of human resources was carried out by increasing soft skills (skills) by including Education and Training & Bimtek and hard skills (knowledge) by encouraging continuing higher education; implementing an online attendance system to monitor the punctuality of work, as well as the implementation of cutting performance allowances for employees who are often undisciplined; implementation of promotion and selection of open positions for personnel career development with indicators of employee performance appraisal and education level. The supporting factors are the institution's commitment to facilitating personnel to increase knowledge and skills, work discipline supported by a monitoring and evaluation system of employee work discipline, and career development with institutional commitment that fairly provides opportunities for all personnel to develop careers. The inhibiting factors are the willingness of employees to move forward to develop their quality, lack of socialization regarding Education and Training and Technical Guidance, lack of budget and quotas in training implementation, lack of personnel awareness regarding work discipline, and lack of existing personnel initiatives to develop their careers

IMPLEMENTASI KEBIJAKAN MEMENUHI KETERWAKILAN PEREMPUAN PADA PEMILIHAN UMUM LEGISLATIF TAHUN 2019 DI KABUPATEN BIAK NUMFOR

IMPLEMENTASI KEBIJAKAN PROGRAM PEMBERDAYAAN MASYARAKAT DALAM MANAJEMEN KONFLIK DI DISTRIK SUGAPA KABUPATEN INTAN JAYA

The purpose of this study is to accelerate poverty alleviation and provide opportunities for the community to be able to open their own jobs so that they can develop development and empower communities in the village to develop and not be left behind. Types of Descriptive-Qualitative Research, Data were collected using techniques in the form of observation, documentation and developed by interviewing the informants. The data was analyzed descriptively qualitatively, namely analyzing all the data that the author had collected, both primary data and secondary data and then presented in the form of informants obtained from interviews and interview guidelines. From the results of the study it was found that the implementation of community empowerment program policies in conflict management in the Sugapa district of Intan Jaya district were: (a) communication in the socialization of the Community Empowerment Program (PRODAMAS) was also still not going well. (b) Resources in the realization of Prodamas funds in each RT are still focused on development (c) There are still some dispositions that have not carried out citizen consultations (d) the bureaucratic structure is good, where technical instructions in the implementation of community empowerment programs have gone well

The Smart Indonesia Program through the Smart Indonesia Card Program is a priority program of the President of the Republic of Indonesia, Ir. Joko Widodo is specifically designed to help children from poor or disadvantaged families to continue to get education services until they have finished secondary education or equivalent. The purpose of this study is to be able to analyze the implementation of the KIP program and identify things / factors that influence the implementation of the program, seen from George Edwards III aspects of communication, resources, disposition, and bureaucratic structure. This research uses a qualitative descriptive approach with data collection techniques through in-depth interviews (in-depth interviews), observation, and documentation studies. The results of the study showed that the implementation of KIP in Tanjung Ria SDN Inpres Kota Jayapura seen from the aspect of communication had not been effective. This can be seen from the lack of level of understanding of information from the recipient to the executor which contains clarity, among others: The absence of a Technical Guide, and the absence of Standard Operating Procedures for the implementation of the policy in the school. Viewed from the aspect of resources (human and financial), it is not effective. This can be seen from the lack of professional management human resources, and the process of channeling funds that are not yet on target. PARTISIPASI MASYARAKAT DALAM PROGRAM PEMBANGUNAN KAMPUNG DI DISTRIK ABENAHO KABUPATEN YALIMO

This study aims to analyze and determine Community Participation in Village Development Programs in Abenaho District, Yalimo Regency, as well as analyze the supporting and inhibiting factors of community participation in village development in Abenaho District, Yalimo Regency. This study uses a qualitative descriptive approach conducted in Abenaho District, Yalimo Regency, the determination of informants is carried out by snowball. Data collection techniques used are observation and interviews. Data analysis includes the stages of data reduction, data presentation, and conclusion. The results showed that the form of community participation in village development in Abenaho District, Yalimo Regency, the form of community participation contributing to the village development program was starting from the delegation of authority stage, the community had the authority to participate in determining the priority of development programs in their village through musrembang, and the results of the musrembang proposed as a priority development program. Then in the partnership stage, the community partners with providers of tools and materials needed to carry out development programs. Then the stage, community consultation consults with village assistants regarding the development program they have launched and the reporting and accountability mechanisms. Then the information stage is disseminated effectively so that the community knows information about the development program in their village. Then it is related to the form of community participation in the form of delivering voices to fight for their rights and the open access provided. The purpose of this study is to describe and analyze Integrated administrative services performed by government officials in Nimboran District, Jayapura Regency and to analyze the factors that support and hinder the implementation of Integrated administrative services in Nimboran District, Jayapura Regency. The type of research that will be used in this research is qualitative research. Data collection techniques used in this study were in-depth interviews, active observation, and FGD (Focus Guide Discussion). The results of research on the effectiveness of the PATEN Policy; The implementation of PATEN in the sub-district cannot be separated from the role of the organizers. Communication regarding the PATEN policy is also aimed at the public as the service recipients. Resource; The resources of the PATEN policy in Nimboran District, Jayapura Regency indicate that the PATEN policy has been carried out well with the availability of human resources or implementers at the district office. Bureaucratic Structure; So far, the implementation of PATEN services has been carried out according to the procedures in the service SOP. The implementers at the district level put forward the SOP instructions to apply the principles of transparency and friendliness. Meanwhile, the Supporting and Inhibiting factors of PATEN Policy in Nimboran District, Jayapura Regency, show that there is uniformity in the attitude of the implementers at the district level and obstacles that become obstacles in the implementation of PATEN services in Nimboran District, Jayapura Regency. These obstacles include the lack of implementing human resources, dependence on district heads, the online PATEN application system, geographic location of the area, and public awareness that has not increased regarding the PATEN policy
