    In this paper, we argue that the effect of governance on the emergence of crimes of different levels of sophistication is highly non-linear. State failure, anarchy and a lack of infrastructure are not conducive to establishing any business, including illicit enterprises. At the bottom of the spectrum, therefore, both legal business and criminal gangs benefit from improved governance. With further improvements in governance criminal activities decline. We find strong and consistent support for this hypothesis using the International Maritime Bureau's dataset on piracy. Piracy is reported by ship-owners, giving a unique insight into crime in badly governed countries which were systematically excluded from previous analyses. We show that profitable forms of piracy flourish where on the one hand there is stability and infrastructure, but on the other hand the state does not have the capacity to intervene and/or bureaucrats can be bribed to turn a blind eye. For minor acts of theft from ships the pattern is quadratic: piracy first rises and then falls as governance improves.Piracy, illegal behaviour, law enforcement, legal institutions

Wir zeigen, dass optimale Bedingungen fĂŒr Piraterie in den LĂ€ndern bestehen, in denen Infrastruktur und MĂ€rkte ausreichend entwickelt sind, um Beute leicht zu Geld machen zu können, aber die Mechanismen zur Korruptions- und KriminalitĂ€tsbekĂ€mpfung noch schwach sind. Deshalb kommt es am hĂ€ufigsten bei einem mittleren Governance-Niveau zu Piraterie, weniger bei Anarchie und gescheiterten Staaten.     Barrgh-gaining with Somali Pirates

    Ransoms paid to Somali pirates are drifting upward and negotiation times are increasing, yet there is huge variation in bargaining outcomes across shipowners. We use a unique dataset of 179 Somali hijackings, and an underlying theoretical model of the bargaining process based on detailed interviews with ransom negotiators, to analyze the empirical determinants of ransom amounts and negotiation lengths. We find that ransom amount and negotiation length depend on the observable characteristics of both pirates and ships and on the "reference ransom" established by previous ransom payments for a specific ship type. International naval enforcement efforts have driven up ransom amounts. We also observe a "hump-shape" in ransoms, with relatively low ransoms being paid following both short and very long negotiations, and the highest ransoms paid following intermediate length negotiations

    Spiritual care by nurses in curative oncology:a national, multicenter, mixed method study

    Introduction: Spiritual care by nurses is often linked to palliative and terminal care. It is hardly known whether SC is also considered vital among nurses who care for patients who are treated with curative intent. Therefore, we have explored the level of and the experiences with spiritual care by nurses in curative cancer care.Methods: In this mixed-method study, nurses were recruited in eight hospitals in the Netherlands. A spirituality scale, a spiritual care competence scale and five questions on spiritual care were completed by 57 participants. Afterwards, the scores were quantitatively analyzed. Because of data saturation, qualitative analysis was limited to 31 semi-structured interviews, using content analysis.Results: The great majority of nurses indicated on the questionnaire that they frequently provide spiritual care. However, in interviews, the nurses described few examples of spiritual care. Nurses also indicated that they had not learned so much in providing spiritual care in their educational program; rather, they had learned it in clinical practice.Conclusions: As the questionnaire could be liable to socially desirable responding, we based our conclusions on the qualitative data, and concluded that spiritual care was rather modest among the nurses providing curative care in this stud

    Coxiella burnetii, the causative agent of Q fever, is a Gram-negative intracellular bacterium transmitted via aerosol. Regulatory approval of the Australian whole-cell vaccine Q-VAX¼ in the US and Europe is hindered by reactogenicity in previously exposed individuals. The aim of this study was to identify and rationally select C. burnetii epitopes for design of a safe, effective, and less reactogenic T-cell targeted human Q fever vaccine. Immunoinformatic methods were used to predict 65 HLA class I epitopes and 50 promiscuous HLA class II C. burnetii epitope clusters, which are conserved across strains of C. burnetii. HLA binding assays confirmed 89% of class I and 75% of class II predictions, and 11 HLA class II epitopes elicited IFNγ responses following heterologous DNA/DNA/peptide/peptide prime-boost immunizations of HLA-DR3 transgenic mice. Human immune responses to the predicted epitopes were characterized in individuals naturally exposed to C. burnetii during the 2007–2010 Dutch Q fever outbreak. Subjects were divided into three groups: controls with no immunological evidence of previous infection and individuals with responses to heat-killed C. burnetii in a whole blood IFNγ release assay (IGRA) who remained asymptomatic or who experienced clinical Q fever during the outbreak. Recall responses to C. burnetii epitopes were assessed by cultured IFNγ ELISpot. While HLA class I epitope responses were sparse in this cohort, we identified 21 HLA class II epitopes that recalled T-cell IFNγ responses in 10–28% of IGRA+ subjects. IGRA+ individuals with past asymptomatic and symptomatic C. burnetii infection showed a comparable response pattern and cumulative peptide response which correlated with IGRA responses. None of the peptides elicited reactogenicity in a C. burnetii exposure-primed guinea pig model. These data demonstrate that a substantial proportion of immunoinformatically identified HLA class II epitopes show long-lived immunoreactivity in naturally infected individuals, making them desirable candidates for a novel human multi-epitope Q fever vaccine
