    Policy Challenges for Collaborative Forestry: A Summary of Previous Findings and Suggestions

    After several years of effort, many collaborative and community-based forestry groups that formed in the 1990s are still struggling to implement their land management projects. The combined impact of several factors, including legal challenges, funding problems, agency history, bureaucratic processes, and poor internal communication, seems to conspire against collaborative solutions for today's land management challenges. Several efforts have been made in recent years to identify barriers to collaboration and to identify various solutions to these complicated public resource issues. As part of this chain of examinations, the Ecological Restoration Institute, in cooperation with the Pinchot Institute, the Society of American Foresters, and American Forests, has organized a 2-day workshop to clarify policy and procedural factors that hinder collaborative forestry efforts and suggest policy changes to address those factors. This document, which summarizes the findings and suggestions from previous workshops and policy analyses, has been prepared for participants in the September 2003 workshop. In order to facilitate discussion, this document is divided into three sections. The first section reviews legal and regulatory problems faced by collaborative forestry groups. The second lists various funding challenges faced by agency partners and collaborators. The third section summarizes barriers to collaboration that have been attributed to Forest Service culture and practices. Each problem statement is followed by an explanatory discussion from the literature, and, where available, suggestions for policy changes that could alleviate the problem

    Development of operating rules for a complex multireservoir system by coupling genetic algorithms and network optimization

The definition of ORs for multi-reservoir water resources systems (WRSs) is a topic that has been widely studied by means of optimization and simulation techniques. A traditional approach is to link optimization methods with simulation models. Thus the objective here is to obtain drought ORs for a real and complex WRS: the Júcar River basin in Spain, in which one of the main issues is the resource allocation among agricultural demands in periods of drought. To deal with this problem, a method based on the combined use of genetic algorithms (GA) and network flow optimization (NFO) is presented. The GA used was PIKAIA, which has previously been used in other water resources related fields. This algorithm was linked to the SIMGES simulation model, a part of the AQUATOOL decision support system (DSS). Several tests were developed for defining the parameters of the GA. The optimization of various ORs was analysed with the objective of minimizing short-term and long-term water deficits. The results show that simple ORs produce similar results to more sophisticated ones.     Effects of follicular phase exercise on luteinizing hormone pulse characteristics in sedentary eumenorrhoeic women

    OBJECTIVE Current studies reveal little regarding the Inception of exercise-induced LH changes during physical training. This study aimed to assess the susceptibility of the hypothalamic–pituitary axis to the acute physical stress of exercise in untrained, physically inactive women. The acute effects of submaximal endurance exercise upon the pulsatile LH secretion in the follicular phase were compared with those accompanying leisurely strolling for a similar time period. SUBJECTS All subjects were eumenorrhoelc, as determined by biphasic temperature patterns, detection of the urinary LH surge, and mid-luteal serum progesterone levels. Subjects were not physically active and had little history of strenuous exercise ( V o 2 max = 38·0 ± 1·8) (mean ± SEM) ml/kg/min). DESIGN All women completed a 13·5-hour pulsatility test which included three consecutive 20-minute runs on a treadmill at 50, 60 and 70% of the subjects’maximum oxygen uptake ( n = 16). Six of these same subjects completed a separate test on another occasion in which one hour of leisurely strolling was substituted for exercise. Blood was sampled every 10 minutes via an indwelling cannula for 4·5 hours before and 8 hours after one hour of exercise and or strolling. MEASUREMENTS A pulse algorithm (Pulsar) was used to quantify LH pulse characteristics. RESULTS Exercise produced no significant effects upon LH pulse frequency or mean serum LH concentration. However, exercise of moderate intensity caused a significant increase in LH pulse amplitude ( P < 0·05). Strolling produced no significant changes in LH secretion. CONCLUSION Acute exercise of moderate intensity in the follicular phase of untrained women is an insufficient stimulus to inhibit the GnRH pulse generator in the post-exercise period, yet may produce a slight stimulatory effect on the amount of LH released per pulsePeer Reviewedhttp://deepblue.lib.umich.edu/bitstream/2027.42/73507/1/j.1365-2265.1994.tb02794.x.pd
