Financial Sustainability of the Russian Higher Education Institutions: Quantitative Analysis

Purpose. Quantitative analysis and identification of determinants of Russian universities’ financial sustainability.Methods. Non-parametric methods for data analysis and machine learning.Results. We proposed two groups of working hypothesis. The levels of financial sustainability of Russian state universities are linked to internal environmental factors including the levels of financial management quality, income-generating activities scale, debt financing, fiscal discipline, academic and research-based activities scales. The levels of financial sustainability of Russian state universities are linked to external environmental factors and depend on the funding patterns and regional dimensions.Conclusions. Special conditions for increased state funding are not sufficient to strengthen universities’ financial sustainability. Moreover, we have established the insignificance of the university geographical location influence on financial sustainability. We have come to a conclusion that both financial management efficiency and prior year financial sustainability have key roles to play in current sustainability formation. Universities with a large scale of income-generating activities are more financially stable due to the diversification of sources of financial support for their overall activities

Comparative Analysis of Approaches and Treatment Results of Patients with Early and Nonearly Rheumatoid Arthritis

The article presents the results of a comparative analysis of different therapy regimens impact on the effectiveness of treatment of patients with early and late rheumatoid arthritis in steady-state. Data on ongoing basis anti-inflammatory therapy of rheumatoid arthritis and the treatment of associated conditions were obtained by continuous copying from case histories of hospital department patients. The observations lasted 12 months. The activity of rheumatoid arthritis before and after the treatment was determined by the DAS 28 (Disease Activity Score) index. The treatment results were evaluated as per the laboratory research and the DAS 28 index, including the counting of painful and swollen joints, erythrocyte sedimentation rate, and health assessment of the patient on a visual analogue scale

Charge screening and magnetic anisotropy in metallic rare-earth systems

The calculation of magnetic anisotropy constants is performed beyond the point charge model for a continuous charge density distribution of screening conduction electrons. An important role of the non-uniform electron density, in particular, of the Friedel oscillations, in the formation of crystal field is demonstrated. Such effects can modify strongly the effective ion (impurity) charge and even change its sign. This enables one to justify the anion model, which is often used at discussing experimental data on hydrogen-containing systems. Possible applications to the pure rare-earth metals and RCo5 compounds are discussed. The deformation of magnetic structure near the interstitial positive muon owing to the strong local anisotropy, and the corresponding contribution to the dipole field at the muon are considered.Comment: 10 pages, RevTeX, 3 figure

The implementation of the rules of WIPO Copyright Treaty and WIPO Performances and Phonograms Treaty regarding technological protection measures

    No full text
The provisions of technological protection measures in WIPO Copyright Treaty (WCT) and WIPO Performances and Phonograms Treaty (WPPT) are analyzed with regard to their implementation in the United States of America, European Union and Russia. Some concerns are expressed regarding the shift of the balance of interests between the authors (rightholders) and general public to the use of the former

The fair-use of copyright objects, protected by technological protection measures, in the U.S. legislation

The provisions of technological protection measures in the United States of America are analysed with regard to the fair-use doctrine of the copyright objects. The classes of works indicated in the list of Secretary of Congress (as non-infringing uses of copyright objects) and exemptions of the general ban on circumvention and trafficking of technological protection measures are listed

LONG-TERM RESULTS OF SURGICAL TREATMENT FOR ADRENOCORTICAL CANCER

Background: Adrenocortical cancer (ACC) is a rare adrenal neoplasm with aggressive clinical course and poor prognosis, and with many unresolved problems of diagnostics, treatment and predictive factors. Aim: To identify the most significant clinical and morphological predictors of the outcome based on assessment of long-term results of surgical treatment of ACC patients. Materials and methods: This retrospective study included data on diagnosis and results of treatment of 73 ACC patients from 1999 to 2015. Results: Radical surgery was performed in 59 patients, and long-term results assessed in 52 of them (maximal duration of the follow-up was 12 years). The most favorable treatment results were seen in stages I and II of the disease, with a 5-year survival rate of 87%. The 5-year overall survival in patients with ACC stage III was significantly (p=0.042, multiple comparisons) lower (48%). Two patients who had been operated with ACC stage IV (adrenalectomy with excision of a solid liver metastasis and atypical lung resection) died of progressive tumor within 13 months after surgery. The survival rates in patients with stage III of the tumor were evaluated depending on the main clinical characteristics of the tumor. It was shown that the 5-year overall survival in non-functioning adrenocortical carcinomas was 59%, being significantly (p<0.05) better than that in patients with functionally active malignancies (22%). In the group of patients without metastases in the regional lymphatic nodes, the 5-year overall survival was 56%, whereas all patients with regional lymphatic metastases by the time of the surgery died from progression within 4 years after the intervention. There was an association between 5-year overall survival and the size of primary tumor, with significantly (p<0.05) lower numbers of 5-year overall survivors (29%) among those with tumors of more than 10 cm in diameter, compared with 65% survival rate in those with tumors of less than 10 cm. Conclusion: The results obtained confirm that the stage of ACC by the time of diagnosis is the major prognostic factor. Functional activity of the tumor, its size and regional lymphatic node metastases also have some prognostic value. At present, surgical intervention remains the single radical treatment approach to ACC; however, its results are far from being satisfactory. Patients with ACC stage III and IV require an individual approach to assessment of prognosis and to the choice of the treatment strategy after potentially curative surgery, which is possible based on immunohistochemical molecular biologic tests of the tumor

Sociocultural aspects of leadership: A look at gender roles

© 2019 Druzhinin et al. The research aims to examine specifically the gendered aspects of professional and management leadership and evaluate the prospects for overcoming gender inequality in the social sphere. The study involved 350 students comprising of 45% men and 55% women from three different universities of Kazan (Russia): Kazan Federal University, Kazan Federal Agricultural University, and Kazan State Medical University. To accomplish the research objectives, empirical data were gathered using the Bem Sex-Role Inventory and a Sex Typing on Leadership Survey composed by Cann and Siegfried (1990). The findings reveal that only 12% of students were raised in traditional patriarchal families, while the rest was raised in a multicultural environment. The gender-neutral type of leadership is dominant in student groups. This observation suggests a definite trend towards gender equality in management
