Study of the Properties of Plessey's Electrocardiographic Capacitive Electrodes for Portable Systems
Cardiac diseases are still most widely spread in all regions of the world. And more and more devices are invented to satisfy increasing requirements of the patients. One of the perspective technologies in cardiac diagnostics is capacitive sensing ECG electrodes. This article describes a study of the properties of electrocardiographic capacitive electrodes PS25255 from Plessey Semiconductors for portable systems as well as some undocumented parameters of these sensors. We developed special cardiograph using Plessey's electrodes and applied to the number of patients with ischemic heart disease. We paid our attention mostly to the correct transition of the ST segment as it has critical impact on the diagnostics of ischemic heart disease

bring large amounts of data of both the physical and the social system together in one
comprehensive overview shown digitally. GIS occurred very rapidly on the Dutch policy
agenda. In this paper we analyze how the fast introduction process of GIS-based
instruments in water management and more specifically in river flood management can
be explained. By applying a range of classical models on agenda-setting, we show the
important contribution of GIS to the water and flood issue in current spatial planning and
policy development in the Netherland

Introduction. The following article analyzes the interpretations of the concept of «soft power» implemented in the field of Russian higher education. In connection with the discussion in scientific circles of the ambivalence of the concept of «soft power» from the moment of its appearance and in the subsequent period, various interpretations of opposite and complementary concepts with the word «power» are given here. The components and functions of «soft power» reflected in the documents and concepts of the state»s foreign policy are considered. Purpose setting. At present, when political and economic sanctions have also changed the landscape of international educational cooperation, the possibilities of the «soft power» tools of our state have been significantly decreased. Methodology and methods of the study. As a tool for promoting cultural values and ideals, higher education accumulates opportunities for cultural, scientific, technical, socio-political and economic impact on the individual and society. Results. The communication space of Russian universities will be able to integrate a new rational discourse through delivering various educational exchange programmes and cultural, educational projects, with the involvement of modern information communication technologies. The implementation of this task requires the strategic development of the internationalization of higher education. Conclusion. Cooperation in various fields of science and technology remains an important tool for improving international political stability and mutual understanding. Germany is an example of successful development and promotion of national ideas and interests, i.e. increasing the «weight» of the state in the international arena through education. At the same time, the main function of «soft power» is performed in latent form, when the influence of the state is not straightforward, but hidden.Введение. В статье анализируются интерпретации концепта «мягкой силы», реализуемой в сфере высшего образования России. В связи с обсуждением в научных кругах амбивалентности понятия «мягкая сила» («soft power») с момента его появления и в последующий период приводятся различные трактовки противоположных и взаимодополняющих понятий со словом «власть» («power»). Рассматриваются компоненты и функции «мягкой силы», отображаемые в документах и концепциях внешней политики государства. Постановка задачи. В настоящее время, когда политические и экономические санкции изменили ландшафт международного образовательного сотрудничества, возможности инструментов «мягкой силы» нашего государства значительно сократились. Методика и методология исследования. Являясь инструментом продвижения культурных ценностей и идеалов, высшее образование аккумулирует возможности культурного, научно-технического, социально-политического и экономического воздействия на индивида и общество. Результаты. Коммуникационное пространство российских вузов сможет интегрировать новый рациональный дискурс через различные образовательные обмены и культурно-просветительские проекты с привлечением современных информационных технологий коммуникации. Материализация данной задачи требует стратегического развития интернационализации высшего образования. Выводы. Сотрудничество в различных областях науки и технологий остается важным инструментом повышения международной политической стабильности и уровня взаимопонимания. Примером успешного развития и продвижения национальных идей и интересов, то есть увеличения «веса» государства на международной арене через образование, является Германия. При этом выполняется главная функция «мягкой силы» – латентная реализация, то есть влияние государства не прямолинейно, а скрыто
Непрерывное образование в вузе в условиях становления общества знаний
The article discusses the relevance and the main problems of the implementation of Lifelong Learning (LLL) in the system of higher education as a continuum and the basis for the full inclusion of the individual in the life of a knowledge-based society. The key normative documents, principles and conditions for the formation of LLL are identified, the terminological characteristics of the concepts of continuing education and the knowledge as a product of society are determined. Particular emphasis is placed on the change of the axiological paradigm of education and self-improvement of the individual in the process of transformation to the Knowledge society. The problem of LLL in higher education is considered by us from the standpoint of the dialectical unity of the interpretative framework of holistic and individualistic approaches, including those, based on the results of study by T. Parsons, A. Geddens. The search for new meanings and values of education should be associated with the study of the individual as an educational subject, and not only with the consideration of the University in its social role and functional purpose, depending on the world's education models. The idea of continuing education is not the latest of modern concepts of society related to the reform of the education system. Nevertheless, the creation of a new infrastructure for self-improvement of the individual in the conditions of the University, based on technological and methodological opportunities developed within the framework of the concept of continuing education, is becoming an urgent problem of Russian society, in which the professional development of people of all ages is complicated by the rapidly changing structure of the labor market and structural unemployment, largely associated with hyperproduction of graduates with higher education. The mechanisms of adaptation of Knowledge to the changing needs of the individual and society should also be well studied and in demand by all actors of the higher education system, contributing to the development of a just and socially oriented society.В статье рассматриваются актуальность и основные проблемы внедрения системы непрерывного образования (СНО) в высшем образовании как континуума и основы для полноценного включения личности в жизнь общества, основанного на знаниях. Выделяются ключевые нормативные документы, принципы и условия для формирования СНО, определяются терминологические характеристики понятий непрерывного образования и знаний как продукта общества. Особый акцент сделан на смене аксиологической парадигмы образования и самосовершенствования личности в процессе трансформации информационного общества. Проблема непрерывного образования в высшей школе рассматривается нами с позиций диалектического единства интерпретационных рамок холистических и индивидуалистских подходов, в том числе основываясь на результатах исследования Т. Парсонса, Э Гидденса. Поиск новых смыслов и ценностей образования должен быть связан с изучением индивида как образовательного субъекта, а не только с рассмотрением университета в его социальной роли и функциональном назначении, в зависимости от распространенных в мире моделей образования. Идея непрерывного образования – далеко не самая последняя из современных концепций общества, связанная с реформированием системы образования. Тем не менее создание в условиях вуза новой инфраструктуры для самосовершенствования личности, основанной на технологических и методологических возможностях, разработанных в рамках концепции непрерывного образования, становятся насущной проблемой российского общества, в котором профессиональное становление людей всех возрастов осложняется быстро изменяющейся структурой рынка труда и структурной безработицей, во многом связанной с гиперпроизводством выпускников с высшим образованием. Механизмы адаптации знаний к меняющимся запросам личности и всего общества также должны быть хорошо изучены и востребованы всеми акторами системы высшего образования, внося вклад в развитие справедливого и социально-ориентированного общества

Pharmaco-technological research and stability of the drug for the treat-ment and prevention of vitamin and trace element deficiency in animals
The article presents the research results on the Development of manufacturing technology and the study of the stability of a solution for oral use based on carnitine hydrochloride, vitamins – E, B12, choline chloride, selenium, and zinc. “Devivit Carnitine” oral is used for the prevention of diseases of liver and muscle tissue metabolism in farm animals and poultry, nephrosis, myocarditis, prevention of stress (heat, transport, sound, food, post-vaccination, etc.), and prevention of vitamin and hypovitaminosis. When developing the drug technology, experimentally obtained pharmaco-technological properties of active substances and excipients were taken into account. The technological process of preparing an oral solution consists of four technological stages: preparation of canisters for filling, preparation of the solution, filling containers with medicine and packaging. The stability and shelf life of “Devivit Carnitine” (solution for oral use) in plastic canisters were determined. It was established that the drug sample in plastic canisters was stable, according to all quality control methods indicators, during the entire period of the study. The shelf life of the medicinal product with carnitine hydrochloride, vitamins E and B12, choline chloride, selenium, and zinc is 12 months. In the future, a study of preclinical data is planned to verify whether the drug does not reveal a particular hazard for animals based on conventional studies of safety pharmacology, repeated dose toxicity, genotoxicity, carcinogenicity, and developmental toxicity
Research and development of the device for diagnostics of arrhythmia
The article describes the results of the research for sensors optimal arrangement during one limb ECG detection. The found placement provides the registration of the enough quality signal sufficient for the diagnosis of arrhythmia, the QRS complex is clearly recognized. Authors also show the test results of the device developed for the diagnosis of arrhythmia and sudden cardiac death

Clinical trials of a personal electrocardiograph
The article describes the results of a clinical trial at the Cardiology Research Institute in Tomsk. Clinical trials were conducted to identify different important information for diagnosis. These tests were also conducted to remotely monitor the treatment of patients who had already been discharged from the hospital.The study involved 15 patients, the most interesting cases are described in this article
