    How to make them walk the talk: governing the implementation of energy and climate policies into local practices

    Urban policy mobility has become a lively field of research in recent years. One important argument has been that policies do not travel from place to place unmodified, but are transformed in the process of their implementation. Drawing on a research project on adaptations of climate protection policies in German cities we elaborate how discourse studies and work on governmentality can be brought into resonance with the policy mobility debate. We suggest that these theoretical concepts can be used to explain why, despite the growing number of laws and recommendations in this context, local adaptations of climate policies vary significantly between different cities. We argue that the concept of governmentality is particularly well suited to grasping the discrepancies between discursively produced guidelines and actual planning practices and to conceptualising these planning practices as effects of competing and often conflicting technologies of government

    Patterns of difference in understandings of equity and social justice in adult education policies: Comparing national reports in international contexts by a lexicometric analysis

    According to globalisation theories, the importance of international organisations such as UNESCO and EU regarding processes of policy-making is increasing and it is no longer the nation state alone that is regulating policy. Focusing on equity and social justice as central topics of the global discourse, the article raises the question of how these concepts are negotiated within the context of adult education. It presents empirical findings from a comparison of national reports by UNESCO member states and allows conclusions concerning connections between the international and the national level. As regards the methodological approach, the lexicometric analysis is introduced as an addition to the scope of methods currently applied in adult education policy research. The results of the study show that there are different patterns of understandings referring to equity and social justice when contrasting states that are solely UNESCO members with states that have a double-membership in UNESCO and EU: when having an additional EU membership, states refer to typical topics of the EU agenda such as employability, even if they are addressed as UNESCO members. Thereby, equity and social justice function as examples to show how agenda-setting by international organisations, especially by the EU, influences the national discourse

    The investigation of the shelf life at 2 ± 1 °C of Luciobarbus esocinus fillets packaged with films prepared with the addition of different essential oils and chitosan

    In this study, the chemical, microbiological and sensory changes during storage at 2 ± 1 °C of Luciobarbus esocinus fillets coated with edible films prepared with chitosan incorporation of thyme, clove, rosemary essential oils were examined. To create the experimental samples, a total of six groups of L. esocinus fillets coated with different edible films (normal, vacuum-packed, chitosan, chitosan with added thyme oil, chitosan with added clove oil, and chitosan with added rosemary) were used. The food composition of the fillets and experimental samples were determined after they had been coated with edible films. The results of analysis showed that, the preservation period of fresh fillets ended on day 12th, that of vacuum-packed fillets on day 15th, that of fillets coated with chitosan incorporation of rosemary on day 27th, that of fillets coated with chitosan incorporation of thyme and chitosan incorporation of cloves on day 30th. In comparison with the control group, fish spoilage was significantly delayed in samples coated with chitosan incorporation of thyme and chitosan incorporation of cloves (p < 0.05). The lowest bacterial growth, values of PV, TBA and TVB-N were obtained in fish samples coated with thyme + chitosan and cloves + chitosan. In terms of the general acceptability of the fish, as determined by qualified panelists, it was determined that the highest score was given to the experimental group to which essential oil of clove had been applied
